1. CALL TO ORDER: Meeting called to order at 6:33 p.m.
2. ROLL CALL: Present: JACOBS, ZASTROW, PIERCE, ASPITARTE, McCARREL.
Pierce moves to amend the agenda to add an item to SA: Discussion of the
foothilVcomprehensive plan timeline and to item 5B: Land Use Training Workshop.
Seconded by McCarrel. ALL AYES...MOTION CARRIES.
3. CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion
unless specifically stated otherwise.

Preliminary Plat for Eal!:le Gatewav Subdivision - Cornerstone Grouo. LLC: Comerstone
Group, LLC., represented by Walter Lundgren of Johnson Architects, is requesting a
Comprehensive Plan Map Amendment from Business Park to Mixed Use, a Rezone with a
Development Agreement from BP (Business Park) to MU-DA (Mixed Use with a
development agreement), a Vacation and realignment of McGrath Road through the site and a

Inc, represented by Van Elg of The Land Group Inc, is requesting a Comprehensive Plan Map
Amendment from Residential One (up to one unit per acre) to Transitional Residential, an
Annexation and Rezone from RUT (Ada County) to R-3-DA (up to three units per acres with
Development Agreement limiting it to 2 units per acre), and preliminary plat for Countryland
Subdivision, a 17 lot (12 buildable) residential subdivision The 6.6-acre site is generally
located y" mile west of Ballantyne Road and 'I. north of State Highway 44 at 2556 W. State
Street.
E. Findinl!:s of Fact and Conclusions of Law for PP-16-06 - Preliminary Plat for Eal!:le
Creek West Subdivision - JLJ Enterprises. LLC: JLJ Enterprises, LLC, represented by
Phil Hull with The Land Group, Inc., is requesting preliminary plat approval for Eagle Creek
West Subdivision, a 114-lot (98-buildable, l6-common) subdivision. The 33 .46-acre site is

F. Findin!!:s of Fact and Conclusions of Law for RZ-18-06 and PP-17-06 - Rezone from A-R
to R-I-DA and Preliminary Plat for Overton Acres Subdivision - William and Wanda
Overton: William and Wanda Overton, represented by Richard Beck with SLN Planning Inc.,
are requesting a rezone from A-R (Agricultural-Residential) to R-l-DA (Residential One with
a Development Agreement) and preliminary plat approval for Overton Acres Subdivision, a 7-
lot subdivision (4-residentiallots and 3-common lots) residential subdivision. The 4.66-acre is
located on the west side of North Locust Grove Road approximately 1,000 feet north of
Chinden Boulevard at 6799 North Locust Grove Road.
G. Findin!!:s of Fact and Conclusions of Law for A-ll-06/RZ-13-06 & PP-13-06-
Annexation and Rezone from RUT to MU-DA and Preliminary Plat for An!!:ler's
Hamlet Subdivision - Rovlance Investments. LLC and RT Nahas Companv: Roylance
Investments, LLC and RT Nahas Company are requesting an annexation and a rezone with a
development agreement from RUT (Rural Urban Transition) to MU-DA (Mixed Use with a
Development Agreement) and preliminary plat approval for Angler's Hamlet Subdivision, a
42-lot (37-residential, 5-common) residential subdivision. The 10-acre site is located
approximately 400-feet southwest of the intersection of North Park Lane and State Highway
44, on the south side of West Old Valley Road at 4171 W. Old Valley Road.
Jacobs moves to accept the Consent Agenda as presented. Seconded by McCarrel. ALL
A YES...MOTION CARRIES.
4. PUBLIC HEARINGS:
A. ZOA-04-06 - Zonin!!: Ordinance Amendment - City of Ea!!:le: An Ordinance of the City of
Eagle, Ada County Idaho, amending Eagle City Code Title 8 "Zoning", Chapter 2 "Zoning
Districts and Map", Chapter 2A "Design Review Overlay District", Chapter 6 "Planned Unit
Developments", and amending Title 9, Chapter I "General Subdivision Provisions", Chapter 2
"Subdivision Plats And Procedures", Chapter 3 "Design Standards", Chapter 4 "Required
Improvements", Chapter 5 "Special Development Subdivisions", providing a severability
clause; and providing an effective date. This item was continuedfrom the November 6,2006
meeting. Staffis requesting this item be continued to the December 18,2006 meeting.
Aspitarte moves to continue ZOA-04-06 - Zoning Ordinance Amendment - City of Eagle
from this meeting to the December 18, 2006 meeting. Seconded by Zastrow. ALL
AYES.. .MOTION CARRIES.
