CALL TO ORDER: Meeting called to order at 5 :40. 2. ROLL CALL: Present: JACOBS, ZASTROW, ASPITARTE, McCARREL. Absent: Pierce. 3. PUBLIC HEARINGS: A. CPA-5-06/ZOA-3-06/A-14-061RZ-19-06 - M3 Eae:le - M3 Eae:le. LLC.: M3 Eagle LLC, represented by Gerry Robbins of The M3 Companies, is requesting a Comprehensive Plan Map Amendment to include +/- 6,005 acres into the Eagle Comprehensive Plan designating the following land uses: +/- 40 Acres Rural Residential, +/- 1,627 acres Residential Estates, +/- 470 acres Residential One, +/- 670 acres Residential Two, +/- 1,250 acres Residential Three, +/- 670 acres Residential Four, +/- 770 acres Village Center, +/- 88 acres Mixed Use; +/- 100 Acres Commercial, an Annexation and rezone with a Pre-Annexation and Development Agreement for +/- 40 acres AR-DA (up to I unit per 5 acres with a development agreement), +/- 1,627 acres RE-DA (up to I unit per 2 acres with a development agreement), +/- 470 acres RI-DA (up to one unit per acre with a development agreement), +/- 670 acres R2-DA (up to two units per acre with a development agreement), +/- 1,250 acres R3-DA (up to 3 units per acre with a development agreement), +/- 670 acres R4-DA (up to four units per acre with a development agreement), +/- 770 acres Village Center-DA, +/- 88 acres MU- DA(Mixed Use with a development agreement) to allow for a maximum of +/- 12,0 10 residential units, a Zoning Ordinance Amendment to amend Eagle City Code Section 8-6 "Planned Unit Developments" to allow for the M3-PUD. The +/- 6,005 acre site is generally located north of the Farmers Union Canal and Homer Road, east of State Highway 16 and west of Willow Creek Road. Specifically described in the meets and bounds description on file at the City of Eagle. This item was continued from the October 30, 2006 special meeting. Aspitarte introduces the item. Bill Brownlee, M3 Companies, introduces Ed Squires. Ed Squires, Idaho Geologic Inc., discusses water rights. Gary Funkhouser, Transportation Engineer with Stanley Consultants, gives an overview of additional traffic information. Commissioner Zastrow asks about estimates. Commissioner Aspitarte asks about round-a-bouts. Bill Brownlee, 533 E. Riverside Drive as of December I, 2006. Discusses analysis for their proposed Comprehensive Plan. Discusses different proposed planning villages. Discusses equestrian and pedestrian traffic. Discusses trails network and pathways and planning for Fire stations, police station and school. Stands for questions from the Commission. Commissioner McCarrel asks about school sizes. Commissioner Jacobs asks about the BLM land. Susan Buxton, City Attorney, discusses the BLM land and the applications the city has into them. Nichoel Baird Spencer, City Planner, discusses connectivity of BLM land for the park. Commissioner Aspitarte asks about potential golf courses, trailheads and Eagle Regional Park. Community core prototype. General discussion. John Church, Idaho Economics, gives a summary of projected net fiscal Impacts. Stands for questions from the Commission. Commissioner McCarrel asks about property taxes. Commissioner Zastrow asks about actual revenues from existing Planned Communities. Aspitarte asks about deficits. General discussion. Meeting is called back to order at 7:40 p.m. Vern Brewer, Holladay Engineering, discusses traffic and environmental reports. Comments on analysis of the details. Water issues. Discusses the responses provided to the Commission. Discusses drainage information that was provided by the applicant. Stands for questions from the Commission. Commissioner Zastrow asks about impacts that people currently living in the foothills will have. General discussion. Bill Brownlee, rebuts Mr. Brewers testimony. Discusses the processes this application entails. Water tanks, irrigation, etc. Bob Harman, 1600 E. Aerie lane. His land sets between Suncor and Connolly property. Discusses the conditions of the properties in the foothills. Would like to see planned and properly managed open space. Believes M3 is a first class developer. Hopes that there is no one size fits all rule that comes out of this. In favor ofthe proposal. Barb Jekyl, 2862 Haven Drive. Presents a picture of Phoenix, AZ. Discusses Beacon Light and Linder Road. Displays some statistical calculations from Meridian. Discusses some possible benefits for M3 and the Community. Discusses water rights and other means of capital gains. Susan Buxton, City Attorney, requests that the Commission continue the public hearing as there will be additional items presented at a later time.
