Mark Butler with the Land Consultants gives an overview of the application and presents a Power Point presentation. Stands from questions from the Commission. Dave Beggrow, 2062 Hill Road, Eagle. Owner of the Golf Course. Discusses the history of the course. Believes the project would be good for Eagle. Billy Ray Strite, 10 I 0 Alante, Boise. Discusses the architecture for the project. Stands for questions from the Commission. Mike Williams, City Planner, reviews the staff report. Pieree opens the public hearing. Steve Lord, W. State Street, Boise. Represents the Eagle Hills Golf Course Preservation Association. Discusses the placement of the road proposed on the plan. Feels that the road is over length and that it is a private road which is not allowed by the code. Does not believe the plan will be compatible with the existing vicinity. Discusses compliance with the Comprehensive Plan and believes this application does not comply. Debra Helton, 1203 Cerramar Ct., Eagle. Presents a slideshow. Discusses a letter she had previously submitted that addresses the City Code and the height of the proposed structures shall be compatible and consistent with the architectural characters of the area. Discusses the density of the proposal. Discusses the sizes of the existing buildings in the area. Asks that the Commission deny the application. Travis McNair, 639 Eagle Hills Way, Eagle. Chose to live in the area because of the view and the neighborhood was fully developed. Feels this project would cause her to lose her way of life and equity in her home. Would like the Commission to honor the Comprehensive Plan. Tom Tracy, 668 Eagle Hills Way, Eagle. He is against the proposed development. Feels the project would have a negative impact on the existing neighborhood. Discusses the neighborhood meeting that was held in November of2005. Julie Wambolt, 375 Winged Foot, Eagle. Lives across the street from where the proposed drive would go in. Has concerns about extra traffic and effects of there quality of life. Doug Pennington, 496 Pebble Beach Way, Eagle. Has concerns with the soil composition on the south side of the lake that is proposed. Opposed to the project. CharlotteLocha, 462 Pebble Beach Way, Eagle. Has concerns with traffic. Reads a letter from Dwayne McCracken who was unable to attend the meeting and is in opposition to the project. Gary Durazio, 651 N. Spyglass Way, Eagle. Lives on hole number 2. Discusses the proposed road and 5 foot wide sidewalk. This would make a road in the front and back of the property. Asks for denial of the project. Don Barklow, 1460 Medinah Court, Eagle. Has concerns regarding the traffic on Wingfoot Way and Eagle Hills Way. Also has concerns with the water level in the area. Opposed to the plan. Vicki Mylan, 348 Winged Foot, Eagle. Discusses the increase on traffic that this project would create and the size of the proposed building. Opposed to the project. Cliff Marks, 1338 W. Bellflower. In favor of the project. Believes this project is about golf and the golfing community. Believes this project would help with the expenses improvements to the golf course. Millie Enzler, 675 Spyglass Way, Eagle. Opposes the proposal. Quotes from the Comprehensive Plan. Asks the Commission to deny the proposal. Robert Helton, 1203 Cerramar Ct., Eagle. Discusses the size of the building and the slope of the proposed size. Discusses the pictures that were provided to the Commission. Nathan Haga, 717 Spyglass Way, Eagle. Opposes the project. Mary Folger, 354 Moraine Lane, Eagle. Has concerns of the location of the project. Opposes the project. Jim Enzler, 675 Spyglass Way, Eagle. Opposes the project. Feels it would lower the value of his property . Kevin Luekenga, 249 Wingfoot, Eagle. Purchased their home because of quiet neighborhood and low traffic. Feels the project will decrease the value of their home. Opposes the project. Sandra McCracken, 1046 Eagle Hills Way, Eagle. Feels that the project is incompatible with the existing neighborhood. Jim Harris, 3506 E. Yestemight St. Does not live in the neighborhood. Asks the Commission to address the concerns that have been brought up. Discusses property values. Believes the project would make the neighborhood better when all of the issues are resolved. Darell Tschacher, 792 N. Nicklaus Lane, Eagle. Is in support of the project. Discusses the proposed site. Marie Fodrea, 443 Winged Foot, Eagle. Have lived at there for 30 years. Discusses the construction and additional traffic. Opposes the project. John P. Myras, 1224 Cerramar Ct., Eagle. Discusses the value ofland in Eagle. Opposes the project. Sue Tracy, 668 Eagle Hills Way, Eagle. Reads a letter and discusses the neighborhood meetings that were held and the lack of knowledge of some of the residents. In opposition to the project. Asks the Commission to deny the project. Marcia Myers, 1224 Cerramar Ct., Eagle. Discusses petition that was submitted to the City of Eagle with 171 signatures in opposition of the project. Chad Richey, 216 Winged Foot Place, Eagle. Feels he would be greatly impacted by the project. The garage would be facing his windows. Feels the additional traffic and noise would disrupt the tranquility of his home. Says that the golf course has always been Eagle Hills Subdivision's open area. Ron Marshall, 740 Palmetto Drive, Eagle. Discusses the golf course layout and narrow fairways. Against the proposal. Asks that the commission deny the application. Jean Cariaga, 974 Snead Place, Eagle. Does not live on the Golf Course. A member of Eagle Hills Golf Course. Agrees with the others that are in favor of the project. Believes the project would be a good addition to the course. Frank Coppa, 709 Spyglass, Eagle. Just moved to Eagle Hills Golf Course 2 weeks ago. Had no idea of the proposal. Tony Blazek, 645 Spyglass Way, Eagle. Discusses the water issues in the area. Opposes the project. Christy Beggrow, reads a letter from Caroline Pavlinik who resides at 1244 E. Winding Creek, Eagle. She is realtor with Riverwind Investment, in support of the project. Joe Malay, 1285 Pioneer Way, Weiser. Has been with KIVI Channel 6 for 20 years and says the hole #5 is a signature hole. Played Eagle Hills when it first opened and at that time, there were no homes. In favor of the project. Mike Shield, 8013 W. Beckton, Boise. Golfs here in Eagle. Discusses that what attracts people to golf course are the golf holes. Believes having another signature hole would help the course increase their revenue. In support of the project. KJ McLaughlin, 6266 Capearago, Boise. Supports the proposal. Feels that getting tournaments to Eagle Hills are important. Understands the issues of the opposition. Letter from Don Jensen, real estate agent, believes property values will be increased. Wendy Hunt, 6092 Gary Lane, Boise. Purchased a house as close to Eagle as she could. In support of this project. Believes this would be a novelty for the golf course. Adrian Chameski, 433 Sandra Place, Eagle. Questions how high the roof of the project is. Pat Drake, 4040 Moraine, Eagle. Opposed to the project as presented. Concerned with the height and the access. Ken Ritchie, 5188 Pharaoh Street, Boise. Came up with the idea of closest to the pin. This has raised a significant amount of awareness for the Eagle Hills Golf Course. Believes the people in the community would benefit from the project. Marcia Myers, says there should be sign up sheets that say whether you want to testifY or just sign up. Dave Radcliffe, 2165 Eagle Creek Lane, Eagle. Employee of the golf course and Dave Beggrows future son-in-law. Discusses comments made during testimony regarding care and maintenance of the course. What has been presented leaves opens space in everyone's back yard so that no one has a building directly in front of them. Feels that the project complies with the comprehensive plan. Mark Butler discusses a petition that was put out at the golf course in favor of the development and reads a letter from James M. Bovey, 662 Eagle Hills Way, in favor of the project. Mark Butler rebuts testimony. Discusses the accesses, water, the Zoning and Comprehensive Plan, and soils. Also discusses sewer lines, parking, building height, amenities.
