1. CALL TO ORDER: Chairman Bandy calls the meeting called to order at 5:30 p.m.
2. ROLL CALL: Present: LIEN, BANDY, MARKS, PIERCE, ASPITARTE.
3. PUBLIC HEARINGS:
A. A-9-05/RZ-13-05/CU-12-05/PPUD-13-05 - Lel!:acv Planned Unit Development: Signature
Sports Development, LLC, represented by Darren Fluke of JUB Engineering is requesting
annexation of 192.63-acres, a rezone of 762.38-acres from A (Agricultural) and RR (Rural
Residential-Ada County Designation) to R-2-DA-P(Residential two units per acre maximum
with a development agreement - PUD), and conditional use, planned unit development
preliminary development plan approvals for the Legacy Planned Community. The entire
development consists of 762.38-acres (1, 1 64-residiential lots with 8A-acres of commercial
and 291. I-acres of golf course and open space).
Chairman Bandy introduces the application. He notes that the applicant will be presenting their
application tonight, and on October 3rd, City Staff will review their staff report and public
testimony will be taken..
Todd Santiago, Scott Adcock and Gary Lee with JUB Engineering will all be presenting
information for this planned unit development.
Todd Santiago, representing Signature Sports Development, reviews the property location and
surrounding property owners also associated with this application.
Scott Adcock the Chief Operating Officer of the Nickalaus Academies reviews how the Eagle
site was selected and gives an overview the development they are proposing. There will be
signature academies associated with this development including Mark Spitz swimming academy,
Mia Hamm soccer academy, Jim Courier tennis academy and Jack Nickalaus academy of golf.
They are also relocating their new world headquarters for all four academies to the Eagle
location.
Santiago states that it will be a private golf club with 500-600 members designed by Jack and
Jack IT Nickalaus. They are working with the school district to build an elementary school on the
site. Lot sizes will vary from town homes to estate lots, and all homes will be custom built.
Adcock reviews the general architectural styles and materials that are being considered to provide
consistency without stifling uniqueness. Craftsman, Prairie, Shingle, European Country,
Tuscany, Clubhouse style of architecture will provide the basic architectural guidelines within
the development.
Santiago reviews the proposed landscaping and community elements. Local builders will go
through a selection process based on quality, capacity, reputation and experience and lot sale
priority will be given to local builders.
Gary Lee, JUB Engineers, reviews the traffic issues. A traffic study is currently wrapping up at
this point for the project; upon completion the study will be forwarded to ACHD for review. Mr.
Lee discusses the road realignments and the connection of roads through the development. The
streets will be designed and constructed according to ACHD standards. Mr. Lee discuses sewer

and water capacity and needs for the proposed site. Reviews the drain and canal alignments.
Discussion between the Commission and the representatives of Legacy regarding land use,
utilization of the academies, and golf club membership.
Aspitarte moves to leave the public hearing open for A-9-05/RZ-13-05/CU-12-05/PPUD-13-
05 _ Legacy Planned Unit Development and continue this item to the October 3rd meeting.

4. ADJOURNMENT:
Hearing no further business, the Commission meeting adjourned at 7: 15 p.m.
