1. CALL TO ORDER: Meeting called to order at 6:35 p.m.
2. ROLL CALL: Present: ASPITARTE, LIEN, BANDY, MARKS, PIERCE. A quorum is
present.
3. CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.

and item 5D, PP-6-05 - Moffat Subdivision be continued to the June 20, 2005 meeting.

A. A-2-05 & RZ-4-05 - Annexation and Rezone from RUT to A-R and R-3 - Goldcreek
Developers. LLC: Goldcreek Developers, LLC, represented by The Land Group Inc., is
requesting an annexation and rezone from RUT (Rural Urban Transition) to A-R
(Agricultural-Residential) and R-3 (Residential up to three units per acre). The 27.08-acre
site is located approximately 1,700 feet south of Floating Feather Road and west of Park
Lane at 655 Park Lane. This item was continuedfrom the April 18, 2005 meeting.
B. PP-4-05 - Ea~de Creek Subdivision - Goldcreek Developers. LLC: Goldcreek
Developers, LLC, represented by The Land Group Inc., is requesting preliminary plat
approval for Eagle Creek Subdivision. The 27.08-acre site consists of a 71-lot (58-buildable,
13-common) residential subdivision located approximately 1,700 feet south of Floating
Feather Road and west of Park Lane at 655 Park Lane. This item was continued from the
April 18, 2005 meeting.
Bandy introduces the items and states that items A & B will be heard at the same time and
separate motions will be made.

Marks moves that should City Council approve the annexation that we rezone from RUT/
R-4 and RE to AR and R-3 in reference to file number A-2-05 and RZ-4-05. Seconded by
Aspitarte. ALL A YE...MOTION CARRIES
Bandy moves to approve PP-4-05 - Eagle Creek Subdivision with the following changes to
the Site Specific Conditions of Approval: Site Specific Condition of Approval No.6, lot No.
35 will be an open space/access lot until the time which it is subdivided and a new
pedestrian/vehicle access point is platted to the south and modification to Site Specific
Condition of Approval No.7, insert at the beginning of that paragraph "should a sidewalk
be required by ACHD, the applicant shall be required to provide a common lot landscaped
area along Park Lane", also strike the parenthetical reference to Lots 11 and 24, Block 1.
Seconded by Pierce. ALL A YE...MOTION CARRIES.
C. A-3-05 & RZ-5-05 - Annexation and Rezone from RUT to R-2 - Chad Moffat: Chad
Moffat, represented by Roylance & Associates, is requesting an annexation and rezone from
RUT (Rural Urban Transition) to R-2 (Residential up to 2 units per acre). The 14.6-acre, 30
lot subdivision (24 buildable, 6 common) is located on the west side of Park Lane
approximately one-half mile north of Floating Feather Road at 1835 Park Lane. Staff is
requesting this item be continued to the June 20, 2005 meeting.
See above motion.
D. PP-6-05 - Moffat Subdivision - Chad Moffat: Chad Moffat, represented by Roylance &
Associates, is requesting preliminary plat approval for Moffat Subdivision. The 14.6-acre,
30 lot subdivision (24 buildable, 6 common) is located on the west side of Park Lane
approximately one-half mile north of Floating Feather Road at 1835 Park Lane. Staff is
requesting this item be continued to the June 20, 2005 meeting.
See above motion.

I. Senora Creek Subdivision Pressure Irrigation System
Narrative
INTRODUCTION
This pressure irrigation assessment report for the Senora Creek Subdivision was
prepared by W&H Pacific for the proposed residential housing development situated
within the area of impact of the City of Eagle, Ada County, being a portion of the SE 1/4
and SW 1/4 of the NW % of Section 12, T.4N, R.1 W, Boise Meridian. The Senora Creek
Subdivision site is located south of the Floating Feather Road and stretches from Linder
Road on the east to Park Lane on the west.
The objective of this report is to evaluate the feasibility of existing water shares to
service the proposed subdivision and to confirm that the pressure irrigation system will
be able to comply with the requirements of the City of Eagle, Idaho Pressure Irrigation
Standards.
PREDEVELOPMENT CONDITIONS
The site is bounded to the West by Linder Road and to the south by undeveloped land
and the Middleton Canal. To the north is the Dry Creek Canal and to the west is Park
Lane. The site is relatively flat with the undeveloped portions of the land generally
sloping at 1 % from the east to west. The Ballentyne Ditch Company supplies irrigation
water to the property with all current irrigation flow ultimately ending up in unnamed
drainage ditches which meander across the site and ultimately end up discharging off
site at the northwest corner of the project.
POST -DEVELOPMENT CONDITIONS
At full build out the Senora Creek Subdivision will have 119 buildable lots on
approximately 61.21 acres. In addition there is approximately 7.57 acres of open space
lots and a 1 Q-acre school lot that will also be irrigated from this system. It is proposed
that a pressure irrigation pump station and distribution system be constructed that will
operate utilizing existing Ballentyne Ditch Company "surface irrigation water shares"
currently associated with the properties that make up the Senora Creek Subdivision.
The pressure irrigation system design for this project will comply with the City of Eagle
Pressure Irrigation Standards and the Idaho Standards of Public Works (ISPWC). The
pressure irrigation system will be comprised of storage ponds, a pump station, and a
pressurized distribution system. The storage ponds have a combined storage volume
of 171,779 cubic feet and have been constructed so that water can be supplied to the
pump station allowing the pump station to operate independently of the Ballentyne
irrigation water rotation schedule. The pump station and wet well will be designed and

constructed by Precision Pump and will have an intake our of the largest storage pond.
The pump station will feed a pressurized distribution system for supply to the project.
At full build out of the project the pressure irrigation system including the storage ponds,
pump station, and distribution system will be owned, operated, and maintained by the
Homeowner's Association. Annual maintenance and operation shall be coordinated by
the Homeowner's Association with an Irrigation System and Pump Maintenance
Company.
The current water shares associated with this property are equal to 1 miner's inch per
acre or 0.02 cubic feet per second (CFS) per acre of ground. The full water share for
this property is 1.22 CFS (0.02 CFS x 61.21 acres) which is the equivalent of 549
gallons per minute (GPM). Receipt of the full shares of water is dependent from year to
year on natural flow and availability of stored water.
The value of 549 GPM associated with the water shares of the site is the design
constraint for the operating conditions of the subdivision pump station and the pump
station will not be allowed to exceed these conditions. However, based upon the
calculations carried out in regards to this subdivision per the City's Pressure Irrigation
Standards, a demand rate of 0.95 CFS or 426 GPM is all that will be required to provide
irrigation water to the project. Therefore, it has been shown that the water shares
associated with this project are capable of adequately supporting the development with
a factor of safety of approximately 28%. Please refer to Appendix B for detailed
presentation of all consumptive and design flowrate calculations.
SUMMARY
In conclusion the pressure irrigation design and improvements associated with the
proposed Senora Creek Subdivision have been designed to ensure that all buildable
lots within the subdivision will be provided pressure irrigation water consistent with
Idaho Code 31-3805. Furthermore, this design was carried out with the intent that all
pressure irrigation demands be met and supported by the existing irrigation shares
associated with the property and to be in compliance with the requirements of the City
of Eagle, Idaho Pressure Irrigation Standards.
