The Planning and Zoning Commission met in regular session on March 15,2004
Chairman Bandy presiding.

CALL TO ORDER:

ROLL CALL: The following members were present LIEN, BANDY,
DECKERS, CROOK, GLA V ACH. A quorum is present.

B. Findine:s of Fact and Conclusions of Law for FPUD-J-04 & FP-2-04 - Final
Development Plan and Final Plat for Countryside Estates PUD Subdivision No.
4 - Countryside Estates LLC.: Countryside Estates ILC, represented by Steve
Arnold with Briggs Engineering, is requesting final development plan and final plat
approval for Countryside Estates Subdivision No.4, an II-lot (9-buildable, 2-
common) residential subdivision. This 9.76-acre phase of Countryside Estates PUD
Subdivision is located near the northwest corner of Ballantyne Road and State
Highway 44 (State Street).

final development plan and final plat approval for Two Rivers Subdivision No.9, a
4I-Iot (34-buildable, 7-common) residential subdivision. This I8.64-acre phase of
Quarter Circle Ranch PUD is located on the west side of Eagle Road approximately
I600-feet south of State Highway 44.
D. Findine:s of Fact and Conclusions of Law for FPUD-I-04 & FP-I-04- Final
Development Plan and Final Plat for Two Rivers Subdivision No. 10 - T. R.
Company LLC.: T. R. Company ILC, represented by Dan Torfin, is requesting
final development plan and final plat approval for Two Rivers Subdivision No. 10,
a 32-lot (24-buildable, 7-common, I-private road) residential subdivision. This
3I.49-acre phase of Quarter Circle Ranch PUD is located on the west side of Eagle
Road approximately 1600-feet south of State Highway 44.
Deckers moves to approve the Consent Agenda as presented). Seconded by
Crook. FOUR AYE (Deckers Abstained)...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. ZOA-I-04 - The City of Eagle is proposing to amend Eagle City Code Title 9

"Land Subdivisions", Chapter 1 "General Subdivision Provisions", Section
6 "Rules and Definitions", and Title 9 "Land Subdivisions", Chapter 4
"Required Improvements", Section 1 "Improvements Required", Article 10
"Storm Drainage, Flood Controls", amending the code with a supplemental
document to modify the design and installation standards for new drainage
systems within the city limits (This item was tabled March 1, 2004)

Ken Rice representing Holladay Engineering explains the reasoning for the retention of
drainage water and the need to set Eagle standards
Discussion between Mr. Rice and the Commissioners
Jeff Lowe, City Staff talks about retention ponds in subdivisions
John McFadden, City Attorney answers questions on the maintenance of drainage
structures
Bandy explains the reason for continuing this item to provide for performance standards
Bandy moves to approve ZOA-I-04 incorporating the design standards into their
ordinance in addition, the retention facility must be maintained on an, ongoing
basis to peñorm as designed. Seconded by Deckers. Bandy amends the motion to
include see 9-4-1-10 (N). Drainage system plans shall show how lots will be
graded so that all runoff runs either over the curb, or to a drainage easement, and
that no runoff shall cross any lot line onto another lot except within a drainage
easement. Seconded by Deckers. ALL A YE...MOTION CARRIES.
5. PUBLIC HEARINGS:
A. A-I-04/RZ-I-04/PP-I-04 - Tan erose Subdivision - Geor e
Crandlemire: George Crandlemire, represented by Tealeys Land
Surveying, is requesting an annexation and rezone from RUT (Rural Urban
Transition) to R-E (Residential-Estates - up to one dwelling unit per two
acres), and preliminary plat approval for Tanglerose Subdivision, a 13-lot
(ll-buildable, 2-common) residential subdivision. The 24.1O-acre
development is located south of Beacon Light Road, approximately 1500
feet west of N. Eagle Road (Staff requests this item be continued to a date
to be determined by the Commission)
Pat Tealey, 2501 Bogus Basin Road, Boise representing both applications explains the
reason for continuing both public hearing items.
Deckers moves to continue A-I-04/RZ-I-04/PP-I-04 - Tanglerose Subdivision -
George Crandlemire to the April19tb Planning & Zoning Meeting. Seconded by
Glavach. ALL A YE...MOTION CARRIES.
B. A-2-04/RZ-2-04/PP-2-04 - Pony Subdivision No. 2E. - Thomas &
Connie Jones: E. Thomas & Connie Jones, represented by Tealeys Land
Surveying, is requesting an annexation and rezone from RUT (Rural Urban
