The Planning and Zoning Commission met in regular session on March 1, 2004
Chairman Bandy presiding.

Final Development Plan and Final Plat for RiversEnd No.2 Subdivision
- Howell-Kiser Development Corp.: Howell-Kiser Development Corp. is
requesting final development plan and final plat approval for RiversEnd
Subdivision No.2, a 74-lot (68-buildable, 6-common) residential
subdivision. This 49.74-acre phase of RiversEnd Subdivision PUD is
located between the North and South Channels of the Boise River
approximately Y2 -mile east of Eagle Road on East Island Woods Drive.
Lien moves to approve the Consent Agenda as presented. Seconded by Glavach.
ALL A YE...MOTION CARRIES.
5. OLD BUSINESS:
PUBLIC HEARINGS:
A. ZOA-1-04 - The City of Eagle is proposing to amend Eagle City Code Title
9 "Land Subdivisions", Chapter 1 "General Subdivision Provisions",
Section 6 "Rules and Definitions", and Title 9 "Land Subdivisions",
Chapter 4 "Required Improvements", Section 1 "Improvements Required",
Article 10 "Storm Drainage, Flood Controls", amending the code with a
supplemental document to modify the design and installation standards for
new drainage systems within the city limits
Bandy introduces the item.
Ken Rice, with Holladay Engineering, discusses the amendment regarding storm water
drainage detention facility design and construction standards.
Crook arrives at 6:55 p.m.
Jeff Lowe, City Staff discusses the history of this ordinance and why the City felt the
need to update the standards.

Bandy opens the public hearing.
Dave Yorgason, 6200 N. Meeker Place, Boise, with Capital Development, gives a brief
background on smaller cities adopting drainage plans and the requirements from the
Environmental Protection Agency.
Ken Rice provides a rebuttal.
Bandy closes the public hearing.
John McFadden, City Attorney explains ACHD's role in controlling the runoff and how
they work within jurisdictions.
Discussion amongst the Commissioners.
Bandy moves to table ZOA-I-O4 and have staff come back with modified language
to accommodate alternative design for storm water detention standards. Seconded
by Crook. Discussion. ALL A YE...MOTION CARRIES.

NEW BUSINESS:
A. FPUD-3-04 & FP-2-04 - Final Development Plan and Final Plat for
Countrvside Estates PUD Subdivision No.4 - Countrvside Estates
LLC.: Countryside Estates ILC, represented by Steve Arnold with Briggs
Engineering, is requesting final development plan and final plat approval
for Countryside Estates Subdivision No.4, an II-lot (9-buildable, 2-
common) residential subdivision. This 9.76-acre phase of Countryside
Estates PUD Subdivision is located near the northwest corner of Ballantyne
Road and State Highway 44 (State Street).
Bandy introduces the item.
Dave Yorgason 6200 N. Meeker, Boise, with Capital Development, representing
Countryside Estates ILC presents the item. Mr. Yorgason agrees with the staff report.
Jeff Lowe, City staff presents the staff report.
Crook moves to approve FPUD-3-04 & FP-2-04 - Final Development Plan and
Final Plat for Countryside Estates PUD Subdivision No.4 - Countryside Estates
LLC.: Seconded by Glavach ALL AYE...MOTION CARRIES.
B FPUD-ll-03 & FP-14-03 - Final Development Plan and Final Plat for
Two Rivers Subdivision No.9 - T. R. Companv LLC.: T. R. Company
ILC, represented by Dan Torfin, is requesting final development plan and
final plat approval for Two Rivers Subdivision No.9, a 41-lot (34-buildable,
7-common) residential subdivision. This 18.64-acre phase of Quarter Circle
Ranch PUD is located on the west side of Eagle Road approximately 1600-
feet south of State Highway 44.
Bandy introduces the item and asks that both items be heard together with two separate
motions.

Lien. ALL A YE...MOTION CARRIES.
C. FPUD-I-04 & FP-I-04 - Final Development Plan and Final Plat for Two
Rivers Subdivision No. 10 - T. R. Company LLC.: T. R. Company LLC,
represented by Dan Torfin, is requesting final development plan and final
plat approval for Two Rivers Subdivision No. 10, a 32-lot (24-buildable, 7-
common, I-private road) residential subdivision. This 3I.49-acre phase of
Quarter Circle Ranch PUD is located on the west side of Eagle Road
approximately I6oo-feet south of State Highway 44.
Crook moves to approve FPUD-I-04 & FP-I-04 - Final Development Plan and
Final Plat for Two Rivers Subdivision No. 10 - T. R. Company LLC. Seconded by
Glavach. ALL A YE...MOTION CARRIES.
8. REPORTS: Lowe reports on the 3 Cities Crossing Meeting and the Oakhaven
Subdivision
