EAGLE PLANNING AND ZONING COMMISSION
May 6, 2002

The Planning and Zoning Commission met in regular session on May 6, 2002 Chairman
Franden presiding.

CALL TO ORDER:

ROLL CALL: The following members were present FRANDEN, BLOOM,
NORDSTROM, CADWELL, CROOK. A quorum is present.

CONSENT AGENDA:
A. Minutes of April 15, 2002
B. Findines of Fact and Conclusions of Law for RZ-17 -00 - Rezone from
A-R to MU-DA - Llovd Campbell: Lloyd Campbell is requesting a
rezone from A-R (Agricultural-Residential) to MU-DA (Mixed Use with
Development Agreement). The 1.09-acre site is located west of State
Highway 55 approximately 150-feet south of Beacon Light Road at 12700
Horseshoe Bend Road.
C. Findines of Fact and Conclusions of Law for CU-02-02 - Conditional
~ermit tQ!:.!þe construction of a public parkin2 lot - City of Eaele:
The City of Eagle is requesting conditional use approval for the
construction of a public parking lot. The site is located on the southwest
comer of Idaho Street and 1st Street at 97 East Idaho Street.
Bloom moves to approve the Consent Agenda of April 15, 2002, as presented.
Seconded by Crook. ALL A YE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None
5. NEW BUSINESS:
A. Christopher A. Heindel, with The Family Table Inc., and a representative
from the Ada County Sheriffs Eagle Substation will discuss the status of the
group home approved as Conditional Use, CU-16-00 on March 13,2001.
Chad Young, 2222 N. Eagle Road, representing The Family Table, reports that there
has been no incidences at the group home since they opened. They have set up a
partnership with John McDaniels with the Ada County Sheriffs office. At this time
they would like to increase the number of individuals residing at this home by two.
Nordstrom moves to approve the increase at the group home by two for CU-16-00.
Seconded by Bloom. ALL A YE...MOTION CARRIES.
A. FPUD-2-02 & FP- 7-02 - Final Development Plan and Final Plat for
Two Rivers Subdivision No. 4- T. R. Company LLC, T. R. Company
LLC, represented by Dan Torfin, is requesting final development plan and
final plat approval for Two Rivers Subdivision No.4, a 34-10t (32-

buildable, 2-common) residential subdivision. This 12.93-acre phase of
Quarter Circle Ranch PUD is located on the west side of Eagle Road
approximately 1600-feet south of State Highway 44.
Franden introduces the item.
Dan Torfin, 659 River Quarry, Eagle, representing the applicant presents the application
Jeff Lowe, City Staff states that this phase complies with what was previously
approved.
Bloom moves to approve FPUD-2-02 & FP-7-02 - Final Development Plan and
Final Plat for Two Rivers Subdivision No. 4- T. R. Company LLC with staff
recommendations. Seconded by Cadwell. ALL A YE...MOTION CARRIES.
6.
PUBLIC HEARINGS:
A. Trollev SQuare Subdivision No.1 - PPFP-2-02 - Ronald Coulter:
Ronald Coulter is requesting combined preliminary plat and final plat
approval for Trolley Square Subdivision No. 1. The 5.44-acre, lO-lot
commercial subdivision is generally located on the north side of State Street
approximately 1O0-feet east of Palmetto A venue at 902 East State Street.
Franden introduces the item and opens the public hearing.
Ron Coulter, with Coulter Properties briefly gives a history of the project. Mr. Coulter
provides a handout to the Commissioners regarding the landscaping they would like to
propose during phase one, which differs from what staff had recommended.
Mike Sheppard, 701 S. Allen Street, with Hubble Engineering stands to address the
issue of the common access for drainage and the easement on the front and rear lot lines
Jeff Lowe, City Staff presents the staff report.
Discussion between the Commission and Lowe on what will be landscaped during this
phase.
Diana Anderson, 5132 N. Lancer Way, Boise, Project Manger for Trolley, addresses the
easement change with the intent being to make smaller buildings. Ms. Anderson states
they agree with everything in the staff report but landscaping the entire project would be
a tremendous financial burden on the applicant. Ms. Anderson gives the Commission a
history on what has caused the delays to this project since it was first heard.
Ron Coulter provides a rebuttal. Mr. Coulter states that with all the interruptions on
this project landscaping the entire project would create a financial burden and would
rather landscape as they development the phases.
Franden closes the public hearing.
Nordstrom would like to have ACHD further address this application.
Cadwell liked the first proposal and would like to have more answers on the timeline.
Crook likes the fact that this development will be phased in as necessary and financially
feasible. He also likes the fact that the City is getting two new roads developed.

Franden agrees with Crook.
Cadwell asks Mr. Coulter how close they are to getting the last three agreements with
the private landowners before they can proceed with the road development.
Crook moves to approve Trolley Square Subdivision No.1 - PPFP-2-02 - Ronald
Coulter with the following changes to the site specific conditions of approval:
Ssc # 5, add after State Street; "East of new Hill Road" and after Hill Road; "the
south side of Academy, the east side of the development and to include the entire
roundabout"
Ssc #6, add after State Street; "East of Hill Road"
Ssc #8, Strike
Ssc # 9, also add; the easement language which addresses the shaded area as
shown on the preliminary plat dated January 10, 2001.
Ssc #11, strike issuance of any building permits and add; "prior to the City signing
the final Plat"
Seconded by Bloom. ALL A YE...MOTION CARRIES.
7. REPORTS: Commission: Bloom states that she is filing a complaint against
Oakley Subdivision as it is an eyesore that is getting worse. .She would like a report
addressing this issue at the next meeting. Discussion on hiring a code enforcer.
8. ADJOURNMENT: Bloom moved to adjourn at 8:16 p.m. Seconded by
Cadwell. ALL A YE...MOTION CARRIES...
