EAGLE PLANNING AND ZONING COMMISSION
April 15, 2002

The Planning and Zoning Commission met in regular session on April 15, 2002,
Chairman Franden presiding.

CALL TO ORDER:

ROLL CALL: The following members were present FRANDEN, BLOOM,
CROOK. Absent: NORDSTROM, CADWELL. A quorum is present.

A. Minutes of April 1, 2002.
B. FPUD-I-02 & FP-3-02- Final Develoument Plan and Final Plat for
Riversfu!!LNo. 1 Subdivision - Howell-Kiser Development Corp:
Howell-Kiser Development Corp., represented by Matt Munger with Hubble
Engineering, is requesting final development plan and final plat approval for
RiversEnd Subdivision No.1, a 54-lot (41-buildable, 13-common)
residential subdivision. This 31.98-acre phase of RiversEnd Subdivision
PUD is located between the North and South Channels of the Boise River
approximately Y2 -mile east of Eagle Road on East Island Woods Drive.
C. Findines of Fact and Conclusions of Law for FPUD-I-02& FP-3-02-
Final Development Plan and Final Plat for RiversEnd No.1
Subdivision - Howell-Kiser Development Corp: Howell-Kiser
Development Corp., represented by Matt Munger with Hubble Engineering,
is requesting final development plan and final plat approval for RiversEnd
Subdivision No.1, a 54-lot (41-buildable, 13-common) residential
subdivision. This 31.98-acre phase of RiversEnd Subdivision PUD is
located between the North and South Channels of the Boise River
approximately l/2 -mile east of Eagle Road on East Island Woods Drive.
Crook moves to approve the Consent Agenda of April 15, 2002, as presented.
Seconded by Franden. TWO AYE (Bloom abstained)...MOTION CARRIES.

PUBLIC HEARINGS:
A. RZ-17-00 - Rezone from A-R to MU-DA - Lloyd Campbell: Lloyd
Campbell is requesting a rezone from A-R (Agricultural-Residential) to
MU-DA (Mixed Use with Development Agreement). The 1.09-acre site is
located west of State Highway 55 approximately 150-feet south of Beacon
Light Road at 12700 Horseshoe Bend Road. (Continued from the March 18,

Franden introduces the item.
Lloyd Campbell, 12655 Horseshoe Bend Road, the applicant presents the application.
Discussion between the Commission and the applicant on the square footage of the
building.
Jeff Lowe, City Staff, briefly states the history of this application and the conditions
under the development agreement.
Curtis Stoddard, 2462 N. Majestic Ridge, Eagle. Mr. Stoddard states that the
homeowners held a meeting with Mr. Campbell and they would like to see continued
communication with the Homeowners Association and do not want to be left out of the
process.
Franden asks the City Attorney, John McFadden, if it can be enforced that the
Homeowners Association keep involved in this process.
Lloyd Campbell, provides a rebuttal and clarifies one of the conditions regarding the
Design Review Board and the Homeowners Association reviewing this proposal.
Franden closes the public hearing.
Bloom moves to approve RZ-17-00 - Rezone from A-R to MU-DA - Lloyd
Campbell with staff recommendations to include site specific condition #13, the
Bogus Ridge Subdivision Home Owners Association or their contact shall be
notified of all correspondence regarding this application. Seconded by Crook.
ALL A YE...MOTION CARRIES.
B. ZOA -2-02 - The City of Eaele: The City of Eagle is proposing to amend
Eagle City Code Title 9 "Subdivisions", Chapter 4 "Required
Improvements", Section 1-6 "PedestrianlBicycle Pathway and Sidewalk
Regulations" amending the code to require sidewalks to be separated from
the edge of the abutting roadway and / or back of curb by a minimum 5 (5')
foot wide landscape strip and require that the landscape strips be sodded,
irrigated, and planted with 3-inch minimum caliper shade-class trees along
all streets within new residential subdivisions.

C. ~2 -Cond~t for the construction of a public parkine lot
- Citv of Ea2le: The City of Eagle is requesting conditional use approval for the
construction of a public parking lot. The site is located on the southwest comer of
Idaho Street and 1st Street at 97 East Idaho Street.

Bloom moves to approve CU-02-02 -Conditional Use Permit for the construction
of a public parking lot - City of Eagle with staff recommendations. Seconded by

Commission: Discussion on the Family Table letter to increase the size of the group
