EAGLE PLANNING AND ZONING COMMISSION
June 4, 2001

The Planning and Zoning Commission met in regular session on June 4,2001 Chairman
Franden presiding.

CALL TO ORDER:

ROLL CALL: The following members were present FRANDEN, BLOOM,
DECKERS, NORDSTROM, absent CADWELL. A quorum is present.

CONSENT AGENDA:
A. Minutes of May 14, 2001.
B. Findin2:s and Conclusions for FPUD-6-01 & FP-14-01- Final
Development Plan and Final Plat for Brookwood Subdivision No.4.:
Aries Development, LLC, represented by Mike Hormaechea, is requesting
final development plan and final plat approval for Brookwood Subdivision
Phase 4, a 66-lot (52-buildable) residential subdivision. This 45.5-acre
(approx.) phase of Brookwood PUD is located on the north side of Floating
Feather Road and west of Feather Nest Estates Subdivision. The site is
within the Eagle City Limits.
Nordstrom moves to approve the consent agenda as presented. Seconded by
Bloom. ALL A YE...MOTION CARRIES.
4. OLD BUSINESS:
A. V AC-2-01 - Vacation to the final plat of Merrill Subdivision No.1 and
No.2-Rocky Mountain Fitness & Recreation Center LLc.: Rocky
Mountain Fitness & Recreation Center LLC, represented by Peter Lounsbury
with Quadrant Consulting, is requesting City approval of a vacation to the
final plat of Merrill Subdivision No.1 and No.2 to remove the utility,
drainage and irrigation easements along the side lot lines of Lots 3 and 4,
Block 3 (Merrill Subdivision No.1) and Lots 6,8,9, 11, 14,15, Block 3,
and Lots 1 through 6, Block 4, (Merrill Subdivision No.2) to satisfy
multiple lot line adjustments. The utility, drainage and irrigation easement
required for all side lot lines will be satisfied with the creation of new
easements along the side lot lines of each new lot. A platted 25-foot wide
access easement located on the common side lot line of Lots 2 and 3, Block
4 of Merrill Subdivision No.2 is to be vacated and relocated to the common
side lot line between the new parcels labeled "A" and "B". The site is
located on the southeast comer of the intersection of State Street and East
Plaza Drive. (Continued from the May 21,2001 Special Joint Meeting)

Discussion amongst the Commission and staff on changes made to the wording
George Transtrum representing Rocky Mountain Fitness & Recreation Center LLC.,
stands to answer questions from the Commission.
Nordstrom moves to approve V AC-2-01 - Vacation to the final plat of Merrill
Subdivision No.1 and No.2-Rocky Mountain Fitness & Recreation Center LLc.
Strike item #2 of the staff report notes and recognize statement #6 describing the
cross access be accepted as right and true. Seconded by Bloom. Deckers
abstained from the motion. ALL AYE... MOTION CARRIES.

REPORTS:
Staff reports on the Eagle Nursery application. Discussion.
Commission discusses the special meeting held jointly with the
City Council.
Would like to have a presentation from the City Engineer on the
flood plain issues.

Franden reopens the meeting to add in the minutes of May 21, 2001.
Bloom moves to approve Minutes of May 21, 2001. Seconded by Nordstrom. ALL
