EAGLE PLANNING AND ZONING COMMISSION
February 14, 2000
7:00 PM
The Planning and Zoning Commission met in regular session on February 14,2000.
Chairman Franden presiding.

CALL TO ORDER:

ROLL CALL: The following members were present FRANDEN, BLOOM,
DECKERS, NORDSTROM, Absent: TRENT. A quorum is present.
3. APPRO VAL OF MINUTES:
A. Minutes of February 7,2000.
Nordstrom moves to approve the February 7, 2000 minutes as presented.
Seconded by Bloom. ALL AYE...MOTION CARRIES.
4. OLD BUSINESS:
A. A-I-00 & ZOA-I-00 - City Initiated Annexation with rezonine - City of Ea2le:
City of Eagle, represented by Mark L. Butler, is proposing City initiated annexation of
land with rezoning to Eagle City Zoning designations (a full size map is located at
Eagle City Hall). Also, in accordance with the Eagle 2000 Comprehensive Plan, the
City of Eagle proposes: to further define industrial uses within the M-I "Light
Industrial District" and M-2 "Heavy Industrial District"; to change the "Industrial Park
District" designation to a "Business Park" designation; to make zoning designation
changes to the official zoning map (a full size map is located at Eagle City Hall); to
modify the Schedule of District Use Regulations to change the M-IA zoning
designation to BP zoning designation; and to modify the Schedule of Building Height
and Lot Area. (This item was continued from the February 7, 2000 meeting).
Franden introduces the item.
Butler briefly reviews what occurred at the last Commission meeting.
Discussion amongst the Commission and Butler regarding the application. The City
Attorney provides clarification on specific issues as needed by the Commission.
Bloom moves to accept the changes discussed on A-I-OO & ZOA-I-00 City
Initiated Annexation with rezoning and directs the Zoning Administrator to bring
it back before the Commission as soon as possible for a public hearing. Seconded
by Deckers. Discussion. ALL AYE...MOTION CARRIES.
Franden calls a five minute break.
5. PUBLIC HEARINGS:
A. PP-2-99 - Colonv II Subdivision "Revised" Preliminary Plat - Craie and
Kristen Van Eneelen: Craig and Kristen Van Engelen are requesting preliminary plat
approval for the Colony II subdivision "Revised", a 50.27-acre, 49 lot (47-buildable)
residential subdivision located on the south side of Floating Feather Road
approximately Yz-mile west of Ballantyne Road.
Franden introduces the item.
Nordstrom recuses himself from this item due to a possible conflict of interest.
Craig Van Engelen 2545 Lakefork Eagle, Idaho reviews the application and gives a
brief description of the history of this item.
Butler reviews the Staff report and goes over the site specific conditions of approval
individually. Discussion between Commission and Butler.
Franden opens the public hearing.
Scott Nordstrom 2590 W. Timber Dr. Eagle, Idaho is the president of the Redwood
Creek Homeowners Association and he is representing the association tonight. Mr.
Nordstrom feels that all things considered they (the applicant) have more or less met the
concerns of the subdivision. He expresses concern regarding the grouping of houses
near the private road - the sizes of the lots appear to be rather small. Also notes that
turn lanes on Floating Feather might be advantageous and that he has concerns about
the north and south traffic flow through the subdivision. Questions the water rights
associated with the proposed system for irrigation purposes.
Craig Van Engelen addresses the concerns posed by Mr. Nordstrom.
Butler provides clarification regarding the transportation plan pathway.
Franden closes the public hearing.
Discussion amongst the Commission.
Deckers would like the following added to the site specific conditions. I. A traffic
doughnut shall be placed on the south portion of North Colony Way within this platted
subdivision and a landscape island shall be placed within the doughnut. 2. Also a
center turn lane shall be placed on Floating Feather Road.
General Discussion.
Deckers moves to approve PP-2-99 Colony II Subdivision "Revised" Preliminary
Plat with the standard and site specific conditions of approval. Adding the
following site specific conditions: 1. A traffic doughnut shall be placed on the
south portion of North Colony Way within this platted subdivision and a
landscape island shall be placed within the doughnut. 2. A center turn lane shall
be placed on Floating Feather Road. Seconded by Franden. Discussion. ALL
A YE...MOTION CARRIES.
