MINUTES JANUARY 10, 2000

The Planning and Zoning Commission on January 10,2000 Chairman Deckers presiding.

CALL TO ORDER:

ROLL CALL: The following members were present: DECKERS, FRANDEN,
NORDSTROM, TRENT, BLOOM. A quorum is present.
Vaughn add two items to the agenda of January 10, 2000. One item Election of Officers. The
second item is the rezone of Eagle View Subdivision.
Nordstrom made a motion to add the election and the Rezone of 5B to the agenda. Bloom
seconded...ALL A YE...Motion Carries...

Deckers made a motion to elect John Franden for Chairman.Seconded by Bloom.ALL
A YE...MOTION CARRIES.
Bloom moved to elect Steve Deckers Vice-Chairman.Franden seconded.ALL
A YE...MOTION CARRIES.
Deckers moved to approve the minutes with the two changes discussed. Bloom
seconded.ALL AYE MOTION CARRIES.

PUBLIC HEARINGS:
A. PP-3-99- Ea2le View Subdivision-Crei2hton Westbend LC:
Creighton-Westbend LC, represented by Steve Benad, is requesting
preliminary plat approval for Eagle View Subdivision, a 49.6-acre, 44-lot
residential subdivision located on the west side of Locust Grove Road
approximately l,4-mile north of Chinden Boulevard at 7165 N. Locust
Grove Road.
This item was continued to the January 10,2000 P & Z Meeting.
Deckers made a motion to continue items SA and 5B to the January 18, 2000
meeting.Bloom seconded.ALL A YE...MOTION CARRIES...

A. COMPASS (Previouslv APA) Transportation Improvement Plan (TIP)
Ali Bonikar of COMPASS, presents five year transportation work program. Katie ACHD
presented the five year work program on the projects.
B. Discussion of Local Land Use Plannine: Act
5 minute break.
Meeting called to order.
John M. City attorney stated that once a motion and a second is on the floor, the Commission
needs to constrain the motions.
Land Use issues were discussed in general.
The 1st and the 4th for February of the month P & Z meetings will be held.

1. Only one connection to SH44 (Ballantyne vs. State); intersection north of SH44 Coordinating with LTD. Decision by ACHD Commission to disconnect
for Ballantyne and State. Ballantyne from 44 and reconnect to State Street as interim solution and

3. Deceleration lane on north side of SH44, 1200 feet along Redwood Creek
Subdivision.
4. Deceleration lane on SH44 for safe right tum at Parkinson Road.

6. Study and fmalize Hill Road, Horseshoe Bend Road west to State Street.
7. Signal at Eagle Road and Floating Feather.

10. Reclassify Beacon Light, SH55/SH16, as arterial w/setbacks; and reclassify
Floating Feather to collector status.
11. Add/improve directional signage for Central Business District at
1)Floating Feather & Eagle; and at
2) Beacon Light & Eagle.
12. ; Improve 2nd Street to higher load-bearing with curb, gutter, sidewalks.
13. Change signal lights within City to allow left turn if no oncoming cars.
14. Four-way stop at Floating Feather and Linder Roads.
15. Add curb -gutter -sidewalk with planting strip between curb & sidewalk both
sides of State Street, Ballantyne/Parkinson.

conceptually designed. ACHD will work to pick alignment through the
