November 20, 1984
The Planning and Zoning Commission met in special session on
Tuesday, November 20, 1984, at the Eagle Primary School Library.
The purpose of the meeting was to make a decision on the DeShazo
Conditional Use Permit/Planned Unit Development application and
the 1984 Comprehensive Plan Draft.
Roll call showed the following members present:
SMITHSON, STOVALL, RUSK.
Moved by VOGT and seconded by RUSK to approve the minutes of
the November 6, 1984 Planning and Zoning minutes as printed. Motion
resulted as follows: AYE: VOGT, SMITHSON, STOVALL, RUSK, HILL.
Motion carried.

Moved by STOVALL and seconded by SMITHSON to approve the Find-
ings of Facts and Conclusions of Law on the Carpenter application
for a Variance. Motion resulted as follows: AYE: VOGT, SMITHSON,
STOVALL, RUSK, HILL. Motion carried.
Moved by RUSK to recommend to the City Council approval of the
DeShazo Conditional Use/ Planned United Development design submitted
November 20, 1984, with provisions for Landscaping to be guarenteed
by a bond to insure that the property owners maintain the landscaping.
Motion further amended by STOVALL to include the following conditions:
1.
A detailed design review of the proposed project.
2.
A traffic control plan.
3.
A detailed landscape plan submitted prior to final approval.
4.
A performance bond to insure construction and landscape or a
letter of credit.
Motion and amended motion seconded by SMITHSON. Roll call on the
motion resulted as follows: AYE: VOGT, SMITHSON, STOVALL, RUSK,
HILL. Motion carried.
Motioned by SMITHSON and seconded by RUSK to make the following
recommendations on the 1984 Comprehensive Plan Draft:
1.
That a glossary be included and the term "full service Community"
from page 1 and the term "floodway and floodway fringe" from
page 2 be defined.

SMITHSON, HILL. Motion carried.

and income of the population in Eagle and the Impact Area.
