Minutes - 1984 - Planning & Zoning - 10/30/1984 - Special Page 16 EAGLE PLANNING & ZONING P.o. BOX 477 - EAGLE, IDAHO 83616 - PHONE 939-6813 October 30, 1984 The Planning and Zoning Commission met in Special Session on Tuesday, October 30, 1984, at 7:30 P.M., in the Multipurpose room of the Eagle Primary School. The purpose of the meeting was to hold a public hearing on a proposed draft of amendments to the Eagle Comprehensive Plan. Roll call showed the following members present: HILL, VOGT, SHADE, SMITHSON, SELTZER, WILSON, STOVALL. Chairman HILL presiding. Chairman HILL opened the meeting at 7:30 p.m. and stated the purpose of the Public Hearing, the process of a public hear- ing, and introduced the Planning and zoning Commission to the audience. Chairman HILL declared the public hearing open at 7:37 p.m. and called on those who had signed up to testify. TESTIMONY: Bill Decker, 364 Mango Drive, Eagle, Idaho - Mr. Decker had no favorable or unfavorable testimony concerning the Comprehensive Plan Draft, he asked several questions concerning density of parcels of land that were less than ten (10) acres in size. Phil Hanson, 91 Springhill Drive, Eagle, Idaho - Mr. Hanson stated that he was representing the Eagle Sewer District. He stated that the Sewer District had concerns about several areas of the Comprehensive Plan Draft, more specifically the U.S.P.A. He stated that the new Sewer Facility has been expended in order to serve a much larger Service Planning Area than shown on the Comprehensive Plan Draft Map and named several projects that had asked for service that were within the Sewer District Urban Service Planning Area, however, they were outside of the U.S.P.A. on the City Comprehensive Plan Draft map. Mr. Hanson stated that the Sewer District would provide a written description of the area in question. Orval Krasen, 641 Steepleview, Eagle, Idaho - Mr. Krasen's testi- mony appears in written form as pages 19 through 22 of these minutes. Ron Marshall, 120 E. State Street, Eagle, - Mr. Marshall stated that he was representing the Eagle Business Association and the testimony that he was presenting was adopted by resolution by the Eagle Business Association at a Business meeting held at noon on October 30, 1984. The testimony that he presented is included in written form as part of these minutes on pages 23, 24, and 25. fe 17 EAGLE PLANNING & ZONING P.O. BOX 477 - EAGLE, IDAHO 83616 - PHONE 939-6813 Peggy Holmquest,-524 Hialeah, Eagle, - Addressed Page 7, Item 9, of the Transportation section of the Draft and agreed that a Design plan for State Street, outside of the Eagle City Limits but within the Eagle Impact Area, was needed, but questioned why it had been specified that development could not occur in this area until "the design plan has been established or December 13, 1985, whichever occurs first". Would this state- ment hinder development along State street and encourage development in other areas that would not be as desirable? She also is concerned about Item C, Page 24, "Amending the Compre- hensive Plan". She stated that the old Comprehensive Plan stated that the Planning and Zoning Commission shall hold a public hearing in October and April of each year to consider all of the applications accepted by them. She feels that this seems to offer better control of handling request for changes to the plan. Glida Bothwell, - 642 Steepleview, Eagle, - had many questions that are outlined in the written testimony included as part of these minutes on pages 26 and 27. Wayne Crosby, - 153 Idaho St., Eagle, - Mr. Crosby's written testimony was read into the minutes by Commission member SHADE and is included in these minutes on Page 28. Nancy Amell, - P. O. Box 461, Eagle, - Her first question was in reference to Page 9, Policy #2, where is the two blocks North of State Street line and why would this be defined as City Center Commercial when it is primarily residential? Her second question was in reference to Page 12, Policy 6, who defines sufficient distance from the "Greenbelt"? Geraldine E. Garrow, - 12767 Highway 55, Boise, - stated that they own property located at the corner of Highway 55 and Beacon Light Road. She recommended that there should be a new map drawn up with more defined boundaries. She questioned whether the new draft would change the zoning that is in effect currently. Larry Martin, - Pastor Eagle First Methodist Church, Eagle Road - Testified that the impression that the new plan leaves a negative statement for growth. He feels that the Planning and zoning Com- mission should work for more positive growth in the area. Jim Langley, - Steepleview Dr., Eagle - Mr. Langley stated that he was in favor of the proposed draft, specifically: Page 1, Items E. & L., he was a little confused as to what the term "full service community" meant, Page 7, Transportation - he felt that the design plan should be extended to cover arterials, Page 9, policys 1, 2, 7, 9, and 12 -he stated were good, Page 12 under Commercial Deve- lopment Policy 2 was a little confusing and it should be clarified and felt the space outlined for industrial uses South of Highway 44 and North of the Boise River were vague. In summary he supported the plan and liked the addition of the Stat~ Street Plan and the Page 18 EAGLE PLANNING & ZONING P.O. BOX 477 - EAGLE, IDAHO 83616. PHONE 939-6813 Boise River Plan.
