The Commission met in regular session on Tuesday, Sept. 4, 1984,
at 7:30 p.m. at Eagle Elementary School Library.
Roll call showed the following members present: SHADE, VOGT,
RUSK, STOVALL, WILSON, SELTZER, SMITHSON. Vice Chairman SHADE
presiding.
Moved by VOGT and seconded by SMITHSON to approve the minutes
of the August 7, 1984 meeting as printed. Motion resulted as follows:
AYE: VOGT, RUSK, STOVALL, WILSON, SELTZER, SMITHSON. Motion carried.
An application for a Flood Plain Development Permit submitted by
Harry and Helen Fisher was reconsidered. The public hearing was held
on August 7, 1984 by the Planning and Zoning Commission and the decision
had been put on hold until Mr. Fisher could have an engineer present
to answer further questions that the Commission had. The Commission
asked Mr. J. J. Howard, a licensed engineer representing Mr. Fisher,
the questions contained in Chapter 4, Section 6, of the Flood Plain
Ordinance #82. After the Commission determined that the questions had
been answered satisfactorily, it was moved by SELTZER and seconded by
WILSON to approve the Flood Plain Development Permit for Harry and
Helen Fisher with the condition that the building have the lowest floor
(including basement) at an elevation*c=e-~ee~-aÐe~e-mean sea level.
Roll call on the motion resulted as follows: AYE: VOGT, RUSK, WILSON,
STOVALL, SELTZER, SMITHSON. Motion carried.

Ada County Zoning Transmittal #84-50-CU - Kolander was reviewed
by the Commission. The application was for a Conditional Use Permit
to allow for a temporary mobile .home on 10 acres located on the north
side of Rush Road about ~ mile east of Ballentine Lane. Moved by
SELTZER and seconded by WILSON to recommend to Ada County for approval
subject to renewal in two years. Roll call on the motion resulted as
follows: AYE: SMITHSON, SELTZER, STOVALL, VOGT, WILSON, RUSK. Motion
carried.
Ada County Zoning Transmittal #84-44-CU - Patricia Browen was
reviewed. The application was for a Conditional Use for a Residence,
Non-Farm subdivision of 15 acres. Moved by SELTZER and seconded by
VOGT to recommend to Ada County approval provided that Ada County will
advise the City of Eagle upon approval of the application and that the
City of Eagle's Subdivision Ordinance will be followed. Roll call on
the motion resulted as follows; AYE: SMITHSON, SELTZER, STOVALL,
VOGT, WILSON, RUSK. Motion carried.
The proposed changes to the Comprehensive Plan document dated
August 22, 1984 was discussed and the Commission decided to delete
sections (a), (b), and (c) of paragraph 3 on page 13, titled Agricul-
tural Uses. Moved by WILSON and seconded by SMITHSON to take the

Roll call on the motion resulted as follows: AYE: VOGT, RUSK,
STOVALL, WILSON, SELTZER, SMITHSON. Motion carried.
Vice Chairman SHADE adjourned the meeting at 9:35 p.m.
