EAGLE, IDAHO 83616 - PHONE 939-0431 MINUTES JUNE 7, 1983 The Commission met in regular session on Tuesday, June 7, 1983, at 7:30 P.M., at the Eagle Elementary School. Roll call showed the following members present: ESCALANTE, VOGT, MARSHALL, RUSK, SMITHSON. HILL, Moved by VOGT and seconded by RUSK to approve the minutes of the April 5, 1983 meeting as printed. Motion resulted as follows: AYE: ESCALANTE, VOGT, MARSHALL, RUSK, SMITHSON. Motion carried. Chairman HILL announced that this was the time and the place for a public hearing on a rezone request by Arlos Peck for property located on Edgewood Lane and south of the Eagle Hills Golf Course. The property is presently zoned Agriculture and the rezone request was for Residential-5. Testimony was presented by Arlos Peck, 239 Winged Foot Place, Eagle in favor of the rezone. Norma Gilkey, 426 Edgewood, Eagle, testified that she would not object to the zone change as long as any future homes built on the property were on sewer instead of septic tanks. Public testimony was closed at 7:55 P.M.. Chairman HILL opened the issue for discussion between the Commission members. The issue of water and sewer to the property was discussed. Moved by RUSK and seconded by ESCALANTE that the Planning and Zoning Commission, having conducted and received oral testimony at the Public Hearing, and having reviewed the request for a Rezone submitted by Arlos Peck, and that the Public Hearing complies with the requirements set forth in the Eagle Planning and Zoning Ordinance, and furthermore, that the Planning and Zoning Commission has complied with Title 67-6509 of the Idaho Code concerning rezoning, therefore, it is the recommendation of the Planning and Zoning Commission that the City Council adopt an amendment to the Zoning Ordinance #40 for a rezone from Agriculture to Residential-5 for property owned by Arlos Peck and located south of the Eagle Hills Golf Course and on Edgewood Lane, Eagle. Roll call on the motion resulted as follows: AYE: ESCALANTE, RUSK, MARSHALL, SMITHSON. NO: VOGT. Motion carried. Under new business it was moved by ESCALANTE and seconded by RUSK to recommend to the Council that they establish a committee to develop a 20 year beautification plan for State street concerning setbacks, planting of trees, plants, and scrubs, etc. Motion re- sulted as follows: AYE: ESCALANTE, RUSK, VOGT, SMITHSON, MARSHALL. PHONE 93~431 Mr. Vogt expressed the desire to see that the issues of (a) Protecting the gravity flow of irrigation systems; (b) Preserving agricultural lands; (c) Improving farming oppor- tunities; and (d) Allowing limited non-farm residential devel- opment on lands unsuitable for agriculture, be addressed for the impact area of the Comprehensive Plan.
