MINUTES
MARCH 15, 1983
The Commission met in regular session on Tuesday,
March 15, 1983 at 7:30 P.M., at the Eagle Elementary
SchooL Chairman Jim Hill presiding.
Roll call showed the following members present:
BRADSHAW, MARSHALL RUSK, VOGT.
HILL,
Moved by VOGT and seconded by BRADSHAW to correct and
approve the minutes of the meeting of March I, 1983. Cor-
rection is on the first page, paragraph 7, line 4, after the
words: moved by SHADE add the words: and seconded by RUSK.
Motion resulted as follows: AYE: BRADSHAW, MARSHALL, RUSK,
AND VOGT. Motion carried.
Chairman HILL announced that this was the time and the
place for a public hearing to consider a request submitted
by the Eagle Sewer District for a Conditional Use Permit and
a Development Permit.
Public Testimony was given by Mr. Kirby Vickers on be-
half of the Sewer District and as engineer for the project.
Mr. Vickers works for J.U.B. Engineering and lives at
1115 Skydrive, Nampa. His full testimony is on Tape dated
3-15-83 #57through 104.
Public Testimony was also given by Fred Kunkler who
testified against the entire Sewer Project. Mr. Kunkler
resides at Route I, Eagle.
ESCALANTE arrived at the meeting at this time.
There being no further public testimony, Chairman HILL
declared the public hearing closed at 7:42 P.M.
Moved by BRADSHAW and seconded by ESCALANTE to approve
the Conditional Use Permit and Development Permit for the
Eagle Sewer District. Roll call on the motion resulted as
follows: AYE: BRADSHAW, ESCALANTE, RUSK, VOGT. NAY: MARSHALL.
Motion carried.
Under old business relating to the comprehensive plan
workshop, it was moved by VOGT and seconded by ESCALANTE to
recommend to the Eagle City Council that the Department of
Transportation do a new study on the proposed Eagle Bypass
and its impact on the community. Motion resulted as follows:
AYE: BRADSHAW, ESCALANTE, RUSK, VOGT, MARSHALL. Motion carried.
Moved by RUSK, and seconded by BRADSHAW to define the
Core Area of Eagle as the same as the 1982 Sewer Service Area.
Motion resulted as follows: AYE: MARSHALL, BRADSHAW, RUSK,
VOGT, ESCALANTE. Motion carried.
