PLANNING & ZONING
MINUTES
DECEMBER 7, 1982
The commission met in regular session on Tuesday,
December 7, 1982, Chairman Jim Hill presiding.
Roll call showed the following members present:
BOYLAN, HILL, BRADSHAW, ESCALANTE, MARSHALL, RUSK, SHADE,
SMITHSON, SORENSON, VOGT.
Moved by SHADE, seconded by ESCALANTE to approve the
minutes of October 5, 1982 as printed.

Motion resulted as follows: AYE: BRADSHAW, BOYLAN,
ESCALANTE, MARSHALL, RUCK, SHADE, SMITHSON, SORENSON, VOGT.
Chairman HILL announced that this was the time and
the place for a public hearing on the proposed Subdivision
Ordinance. There being no public testimony, the public
hearing was declared closed. Chairman HILL then opened
the proposed Subdivision Ordinance for discussion by the
commission.
The commission recomended the following changes:
1. That the Subdivision Ordinance address the problem
of drainage and irrigation to be included by the developer
before a subdivision plat is approved.
2. That under Chapter 3, Section s. Article (i)(l)
after the words and following (insert the words) notice
and hearing requirements as detailed in paragraph C8.
(2) The Council shall make findings as specified in paragraph c
and approve or disaprove the preliminary platt within 30 days
after the date of the public hearing.

That the minimum lot size be added.
4.
There were several pages out of order and several
typing errors to be corrected.
It was moved by ESCALANTE and seconded by RUSK to table
the subdivision ordinance until corrections and changes can be
made by the City attorney. The motion resulted as follows:
AYE: BRADSHAW, BOYLAN, ESCALANTE, MARSHALL, RUSK, SHADE,
SMITHSON, SORENSON, VOGT, HILL.
Next on the agenda was consideration of the Comprehensive
Plan.
It was moved by SHADE and seconded by BOYLAN to put the
year 1983 on the front page of the Comprehensive Plan. Motion
resulted as follows: AYE: BRADSHAW, BOYLAN, ESCALANTE, RUSK,
MARSHALL, SHADE, SMITHSON, SORENSON, VOGT, HILL.
It was moved by BRADSHAW and seconded by SORENSON to
delete the "Natural Ressources" section, pages 25 to 34
from the comprehensive plan. The motion resulted as follows:
AYE: BRADSHAW, BOYLAN, ESCALANTE, MARSHALL, RUSK, SHADE,
SMITHSON, SORENSON, VOGT, HILL.
It was motioned by RUSK, seconded by BRADSHAW to delete
the "Eagle Impact Area" table which appears on page 36 of the
comprehensive plan. The motion resulted as follows: AYE:
BRADSHAW, BOYLAN, ESCALANTE, MARSHALL, RUSK, SHADE, SMITHSON,
SORENSON, VOGT, HILL.
Mr. Rusk notified the commission that Mr. Bob Sorcic of
the Ada Highway Department would like to submit some written
comments on the comprehensive plan.
It was suggested that two Comprehensive maps be developed,
one showing the sewer district and the City limits, and one
map with the expected constraints.
Chairman HILL adjourned the meeting at 9:35 P.M.
