February 5, 1980
The regular meeting of the Eagle Planning and Zoning Commission was
called to order by Chairperson Sharp at 7:30 P. M. at the Eagle
City Hall.
Members present were ALLRED, BROWNLEE, KUNKLER, SHARP, SORENSON and
SHADE. FISHER was excused.
Moved by ALLRED and seconded by BROWNLEE to approve the minutes of
the previous meeting of November 6,1979.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKLER, SORENSON.
Motion carried.
Chairperson SHARP announced that she would accept nominations for the
position of Chairperson to the Eagle Planning and Zoning Commission for
1980.
Moved by ALLRED and seconded by SORENSON that SHARP be appointed
chairperson. Motion resulted as follows: AYE: ALLRED, BROWNLEE,
KUNKLER, SORENSON. Motion carried.
Moved by SORENSON and seconded by BROWNLEE that ALLRED be appointed
vice-president.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKLER, SORENSON.
Motion carried.
Chairperson SHARP announced that this was the time and the place for
a public hearing on the Comprehensive Plan Map Corrections and
Section K - P. 59 of the new DRAFT Comprehensive Plan.
Sue Keller, Route #3, Eagle, Orval Krasen, Route #3 Eagle, and Chester
Brownlee spoke concerning the maps.
Warren Keller Route #3, Eagle asked to go on record that he opposed
the adoption of the zoning of pending annexed areas because it did
not coincide with the comprehensive plan.
Warren Keller, Route #3, Eagle, Glida Bothwell, Route #3, Eagle,
Robert Shade, Ronda Heins, P. O. Box 512, Eagle, and Mary Fell, Sage
Acres, Eagle testified in regard to Section K.
There being no further testimony to come before the commission, the
public hearing was declared closed.

Moved by ALLRED and seconded by SORENSON that the Eagle Planning and
Zoning Commission recommend to the city council that they adopt the
maps as printed and delete the first sentence of Section K - P. 59
in the Comprehensive Plan to comply with the Idaho State Planning
Act and that the DRAFT 59 page document of the Comprehensive Plan
with the above corrections be submitted to the Eagle City Council with
a recommendation of approval.
Motion resulted as follows: ALLRED, BROWNLEE, SORENSON voted AYE.
Kunkler voted Nay. Motion carried.
Chairperson SHARP announced that this was the time and the place for
a public hearing on the Design Review Ordinance.
She introduced Wayne Crosby who was the chairman of the committee appointed
by Mayor Deckard to draft a Design Review Ordinance. Wayne introduced
his committee members, Gibson, Krasen and Marshall.
Glida Bothwell, Route #3, Eagle, Orval Krasen, Route #3, Eagle,
Jim Gibson, Eagle, Sue Keller, Route #3, Eagle and Lois Kunkler Route
#1, Eagle gave testimony during the public hearing.
SHADE suggested that on Page 3, Paragraph 3 under membership the
following words be added. "Members will serve without compensation."
SORENSON suggested that on Page two the worlds "Gay Ninties" or
"Turn of the Century" be changed to Western.
There being no further testimony the public hearing was declared
closed.
Moved by SORENSON and seconded by KUNKLER that the Eagle Planning and
Zoning Commission recommend to the City Council that they adopt the
Design Review Ordinance with the following changes:
1. Include a geographical description of the boundaries.
2. Delete Gay Nineties and add Western.
3. Include that the members of the committee serve without compensation.
There being no further business to come before the commission, the
meeting was adjourned. ~ /)
