DEVELOPMENT IMPACT FEE ADVISORY COMMITTEE
Joint Meeting Minutes
June 21, 2011
The Parks and Pathways Development Commission and the Development Impact Fee Advisory
Committee met in a joint meeting on June 21, 2011, at Eagle City Hall, Chairman Talbert presiding.
1. CALL TO ORDER: The meeting was called to order at 6:34 PM.
2. ROLL CALL: Present – Ferguson, Stockton and Talbert. Absent – Aaron, Brown-Olson, McColl,
Walker and Zollinger.
Due to the lack of a quorum, there are no minutes for this meeting. West Valley Little League
representatives were in attendance and shared their thoughts and ideas with those in
attendance.

Paul Venosdel and Terry Fesler from West Valley Little League were in attendance at the
meeting.
WVLL is a 100% volunteer organization.
They have funds in a “field development” account that can only be used for the
development of fields and they are interested in partnering with the City.
They would like to propose a multiple phase project and begin the process as soon as
possible.
They would like to develop 12 fields at a maximum, using approximately 25 acres.
They can do without field lights although those would be a nice addition.
They would like to plan for a concession stand which would continue to add to their
funding source for continued development and upkeep.
With 12 fully developed fields they would host tournaments as well as regular season
games.
Presently, WVLL has the largest little league in the state of Idaho.
Commission members present were favorable about the idea of a partnership with WVLL.
The WVLL Board has a meeting and Paul and/or Terry will report back after they have
talked further with their board.
There was discussion on the future development of “Beagle” Park.
Consideration of placing all soccer fields in one park and all baseball/softball fields in
another park or would one park be better suited for each activity or should they be
combined.
The water table at “Beagle” Park was mentioned.
Michael Echeita reported that budget meetings are being held and that the account for
parks development has just over $313k.
It is recommended that general budget ideas be provided by the members and those will
be considered for City Council approval.
Smaller projects during the year can be adjusted between the line items but larger projects
after budget approval will need to be considered by the City Council.
The paths in the bike park area at the Eagle Sports Complex can be funded because it is
within the park.

WEST VALLEY LITTLE LEAGUE: BASEBALL FIELD DEVELOPMENT
BACKGROUND:
West Valley Little League (WVLL) is actively seeking partnership opportunities for a new baseball field
facility. WVLL is currently experiencing a shortage of ball fields for practice and games. Established in
1994, WVLL is a 501c3 non-profit in good standing with the IRS. WVLL boundaries include the cities of
Eagle and Star. WVLL has approximately 700 girls and boys that participate in the 100 percent volunteer
organization.

• WVLL has an immediate need for youth ball fields
re) WVLL seeks one central location for ball fields ---currently kids practice and play games at six
different locations in the valley
• WVLL volunteers include specialists in finance, landscape, architecture and construction
ACTION REQUEST:
West Valley Little League is actively seeking partnership opportunities to establish new youth fields to
practice and play baseball games.
The City of Eagle Sports Complex located on Old Horseshoe Bend Road is an ideal location for ball fields.
The Sports Complex has parking and partial infrastructure as well as the Comprehensive Plan identifies
ball fields.
West Valley Little League seeks twelve fields including t -ball, softball, majors and minors regulation
specifications, hitting facility, playground and concession stands.
A multi -phase project is preferable.
Seek to begin play on new fields for the 2012 season.
