Minutes - 2011 - Development Impact Fee Committee - 03/25/2011 - JointCITY OF EAGLE PARKS AND PATHWAYS DEVELOPMENT COMMISSION DEVELOPMENT IMPACT FEE ADVISORY COMMITTEE Joint Meeting Minutes March 15, 2011 The Parks and Pathways Development Commission and the Development Impact Fee Advisory Committee met in a joint meeting on March 15, 2011, at Eagle City Hall, Vice Chairman Zollinger presiding. 1. CALL TO ORDER: The meeting was called to order at 5:15 PM. 2. ROLL CALL: Present — Aaron, Brown - Olson, Ferguson, McColl, Stockton, Walker and Zollinger. Absent — Talbert. Also in attendance were Mike Huffaker, Council Liaison, and Paul Fitzer, City Attorney. Unable to attend were Vern Brewer, City Engineer, and Michael Echeita, Public Works Director. Others in attendance included Bill Reed, Brad Nelson and Steven Ditter from the Boise Area Mountain Bike Association. 3. APPROVAL OF MINUTES: A. PPDC -DIFAC Joint Meeting Minutes of February 15, 2011 Motion was made by Ferguson and seconded by Walker to approve the minutes of February 15, 2011, as written. ALL AYES. MOTION CARRIED, 4. DISCUSSION ITEMS: A. Volunteer Work Day: Several areas were discussed for a future work day — Laguna Point needs weed - eating and brush cleared back; around the ponds at Merrill Park or within any of the parks themselves could be worked for trash cleanup. The visiting guests mentioned the bike trail area at the Eagle Sports Complex always has work that needs to be done. The consensus was to meet for a pathway tour to identify projects for the work day. The pathway tour will be Tuesday, March 22nd, and the work day will be Saturday, May 14th. Mary and Connie will contact the list of volunteers from the survey results and Amy will contact the City about possible park projects. B. Friends of the Parks and Pathways: This item was tabled until after the volunteer work day. C. Parks and Pathways Items: The gentlemen from BAMBA introduced themselves and their vision and goals for the trails area of the Eagle Sports Complex and the projects they have completed. They also discussed the YMCA and an interest in placing a pool at the complex and associated activities. Brad Nelson mentioned the county may be able to partner on some of the trail improvements discussed. Creating a master plan for the complex and involving all of the concerned groups and areas of interest was discussed. Further discussion included the advantages and disadvantages of doing the master plan before any partnerships were secured. It was the consensus that the development of a master plan for the Eagle Sports Complex wait until the Capital Improvement Plan for the Impact Fees was approved by the City Council. It was suggested the master plan be an item placed in the budget. D. City of Eagle Impact Fee Projects and Discussion: Fitzer reviewed the status of the present park impact fee schedule. All of the text is done but the engineering and financial information have been placed on hold while Holladay Engineering completes some other more pressing City projects. The pathway impact fee project has also been sketched out but the complexities of level of service, acquisition of property and computation of rates is still being determined. 5. REPORTS: A. Staff: *Information on a potential handball court proposed by private donation in Merrill Park was shared with the Commission. *Clarification on staff proceeding with looking into a master plan for the Eagle Sports Complex indicated that it is not the time for that yet. *Clarification on the process of completing the Park Impact Fee update prior to moving the Pathway Impact Fee to Council resulted in the conclusion the Park schedule would be completely done before the Pathway schedule was presented. B. Commission Members: None 6. ADJOURNMENT: Motion was made by McColl and seconded by Stockton to adjourn. ALL AYES. MOTION CARRIED. The meeting adjourned at 7:54 PM.
