Joint Meeting Minutes
February 1, 2011
The Parks and Pathways Development Commission and the Development Impact Fee Advisory
Committee met in a joint meeting on February 1, 2011, at Eagle City Hall, Chairman Talbert
presiding.
1. CALL TO ORDER: The meeting was called to order at 6:10 PM.
2. ROLL CALL: Present — Aaron, McColl, Stockton, Talbert and Walker. Absent — Brown - Olson,
Ferguson and Zollinger. Also in attendance were Council Liaison Huffaker, Michael Echeita,
Public Works Director, and Paul Fitzer, City Attorney. Vern Brewer, City Engineer, was unable
to attend.
3. APPROVAL OF MINUTES:
A. PPDC -DIFAC Joint Meeting Minutes of January 11, 2011
Motion was made by Stockton and seconded by Aaron to approve the minutes of January 11,
2011, as written. ALL AYES. MOTION CARRIED,
4. DISCUSSION ITEMS:
A. Resignation of Mike Barton: The commission expressed regret over the resignation of Mike
Barton but sent their thanks to him for his service.
B. Preparation for Survey Results Presentation: *The survey results were reviewed and
discussed with Council Liaison Huffaker. Fitzer explained the complexities of adding a pathway
impact fee. There was discussion on how to consider it and how to present it to the Council as
a result of the survey responses. Consideration for a separate pathway impact fee VS a
combined park and pathway fee took place. Either way it presents a new fee structure that
begins at zero dollars. The existing park impact fee account is set aside for park development
only, as stated in code. Fitzer will prepare a written outline on what needs to be done.
Huffaker suggested presenting the survey information to the Council this month. Consensus
was that a power point would be prepared by Aaron presenting the survey highlights; Talbert
would introduce the issue and the group; Fitzer would conclude with the required actions and
a plan to proceed. Further discussion brought agreement that the current Park Impact Fee
Plan needs to be completed and sent to Council for approval before work on a Pathway Impact
Fee Plan starts. Fitzer will then, if approved by Council, make a plan to either combine the two
impact fees or create a pathway impact fee. The commission again expressed their thanks for
a job well done by Aaron. *Vern Brewer, will be contacted about bringing updated maps to
work with the ideas for the CIP. The next meeting will be at 6:00 on February 15, 2011. The
CIP will be prepared and reviewed and forwarded to Council.
C. City of Eagle Impact Fee Projects and Discussion: This item was mingled with the discussion
of Item B.
5. REPORTS:
A. Staff: None
B. Commission Members: There is an open position on the PPDC with the resignation of Mike
Barton. Jay Walker was asked if he would consider being appointed to that Commission as
well. He will give it some thought.
6. ADJOURNMENT:
Motion was made by McColl and seconded by Walker to adjourn. ALL AYES. MOTION
CARRIED. The meeting adjourned at 7:25 PM.

November - December 2010
The Eagle Parks and Pathways Development Commission and
the Development Impact Fee Advisory Committee asked the
Eagle public for input on use, needs, and priorities for Eagle
parks and pathways. A survey was conducted online through a
link on the City of Eagle website and paper copies were available
at Eagle City Hall and local businesses. Area residents were
informed of the survey through city e-mail notifications, Eagle
Sewer District bills, The Independent News, Eagle Informer, and
word of mouth. The survey was open Nov. 1— Dec. 15, 2010.
The nearly 200 respondents overwhelmingly support
development of new walking and biking trails. Specifically,
residents want Eagle to create pathways that connect our
existing trails and parks. They also want existing trails improved
so they are more user-friendly for outdoor recreation and
commuting. This is consistent with current use — most
participants reported trails and access to the greenbelt as their
primary use of Eagle parks. Other priorities were completion of
the Eagle Sports Complex, and development of a dog park and
its fields.

Merrill Community Park and Heritage Park & Gazebo are the most visited Eagle parks with 79-80% of participants
reporting some use during the year. However, the Eagle Sports Complex has the greatest number of repeat users —
23% report that they visit weekly!

ar away with poor access by foot or bike (21%), and that they do not have the right amenities (19%) or enough
s idde (18%). Less than 6% of participants report that inadequate restrooms, crowding, insufficient parking, poor
maintenance, or a preference for private parks prevent them from using Eagle parks.

Although 93% of participants feel that park maintenance is good
or excellent, there were some suggestions for improvement:

new ones (25%; see charts to right). A few individuals
wanted Eagle to focus on park maintenance and not
spend money developing new parks or amenities.

A huge majority (81%; see chart below) of
respondents want Eagle to develop more walking and
biking trails over the next five years. Creation of a dog
park came in a distant second followed closely by new
interpretive trails and wildlife observation areas.

and courts (tennis, volleyball and basketball) tied as
5th priorities. However, when participants are asked

nst survey participants are big pathway users! More
in 90% report some pathway use, with 36% using
them weekly (see chart to right). Not surprisingly,
biking, walking, running, or some type of exercise
were the primary pathway activities. However, 23% of
participants report using pathways for bird watching
or wildlife observation, 11% for accessing fishing
spots, and a few for commuting.
Most (71%) survey participants want Eagle to develop
new pathways, especially ones that would complete
the greenbelt and connect existing trails and parks.
Currently, Eagle can use impact fees ONLY to develop
parks, but most survey participants supported
expanding this use to pathways (see chart to right).
Most view parks and pathways as equally valuable and
worthy of investment.

What will Eagle do with the survey results?
Our hearty thanks to all survey participants! The results will guide our development, on behalf of the citizens of
Eagle, of a multi-year plan for Eagle's parks and pathways. The plan will be drafted with input from Eagle City Staff.
We will present the plan to the Mayor and City Council at a public meeting for their earnest consideration. The
plan's implementation will be dependent on Council approval and available revenue.

Fertilize and mow the grass hill in the bike park at the Eagle Sports Complex. It looks very run down after
hundreds of hours were put in to create the grass, trees, and sprinklers. Much of the grass looked dead this
summer. This is very sad since a huge donation of grass sod was made the year before.
For Steven C. Guerber Park (Hill Rd), in the Fall, please mow and cleanup the east and north face of the hill just
west of Sunset Shelter. This hill is a favorite sledding spot in Eagle, cleaning it in preparation for sledding would
make a lot of people happy at a very reasonable cost.
Fountains at Heritage Park should have longer hours during the summer/they turn off too early

I believe that Heritage Park is only Fair. It is used a lot and is not kept very clean. As much as it is used, it could
be better.
I wish the water issues (puddling and erosion) near the pump track at the Eagle Sports Complex could be
resolved. Also, I'd like to see a public restroom, drinking fountain, landscaping, shade trees and bleachers at the
new BMX track. :) And while I'm writing out my 'wish list' I'd like to see 'no motorized vehicles' signs at the new
BMX track as soon as possible. We've had too many dirt bike/motocross folks eyeballing us. Eeek! Happy

I would love to see the walking/biking path along the river (east of Merrill Park) paved to complete the commute
to Boise.

Not on improving maintenance. BUT, I want to mention that I think Eagle needs a public pool like Meridian has,

Parks are very nicely maintained. My only real gripes are that during the summer the bike paths that run down
by Merrill Park along the river are full of puncture weeds along the edges and people track the thorns onto the
asphalt which leads to flat tires for those riding bikes. Can these weeds along the paths be sprayed or dug up in
the spring? I also find a number of people in the parks don't have their dogs on a leash and they wind up chasing
after the ducks in the ponds, etc.

Spending to create and maintain Eagle Parks is from a different time ... Now it just proves Eagle planners had Big
Hats and No Cattle
Strict rules must be put in effect and enforced about pets running around off their leashes and owners not
cleaning up after their pets. My husband and I do not pay taxes so that our children must be on guard every
time we go to the parks because of loose dogs nor should they be on constant poop patrol when they should be
concentrating on just playing. Pets are getting to be a real nuisance when families are trying to enjoy themselves
at the parks. Pets should be left at home where they can be played with there and kept out of other peoples
'hair'
The city needs to invest more into the maintenance and development of trails at the bike park. Our community
relies too heavily on volunteers to keep the park in good shape. A financial investment into the trails in that area
could make a big difference and show that the city values the park.
The Eagle Bike Park is an excellent venue for family bike riding, birthday parties, group rides, hikes, races and
other events. We've put in some volunteer hours over the past few years and LOVE it!!! Thank you!
The Eagle sports park, in regards to the Mountain bike gravity areas could use help with weed prevention. After
the fire 2 years ago weeds became rampant this year and made trails harder to maintain.

Turn on all water features when over 90 degrees.. We have been there a few times when it was really hot and
there were only a couple water sprinklers running.
Use an Eagle Company ONLY
Use organic/safe lawn products for the health of children, pets and all visitors!! Currently you use far too many
chemicals, there have been times I've visited Guerber Park and smelled them they were so strong. With local
stores (like Zamzows and others) carrying far safer products at reasonable costs your choices are unlimited. The
welfare of all users should be your #1 concern in my opinion. I use these products in our yard and we have a
beautiful lawn that is safe for everyone, why can't you do the same?

You seem to do a great job. I am more often on the greenbelt trail. The dirt path is much easier/cheaper to

new trails being built around the country and start modeling our trail building after more progressive models -
such as the new "Funner" trail in bend or the trail system in Oakridge Oregon.

Eagle has always welcomed and encouraged equestrians (by its land use policies). Take advantage of that by
providing equestrian paths through the City/AOI that stretch into the foothills (BLM) and possibly to an
equestrian "park" with shelters for picnics. Eagle has a great opportunity to plug into the equestrian community
and benefit by drawing businesses that cater to this community.
Eagle is a beautiful area...so I am not too particular just away from any busy roads.

Discourage skateboarding in areas not intended for this activity. Skateboarders move furniture and damage the
edges of installed fixtures.
Eagle Bike Park should be better defined as a free ride bike specific area. Trying to combine all user groups
inside a park like this difficult. Attempt to model the park after Highland Bike Park or the public bike park in
Kamloops, BC.
Eagle has made huge mistake by allowing the modifications to the freestyle biking trails originally constructed by
Judd DeVail and Randy Spangler. They understood how to make a jump trail safe for all levels of users from
beginner to expert. By allowing the gaps to be cut into the jumps you have created a dangerous situation
whereby the user may not be able to make the full distance of the jump and serious injure themselves on the
vertical face of the jump landing. You will be sued by an injured user if you do not fill the gaps completely and
create flat "table tops between the takeoff and landing. The city and county have a responsibility to eliminate all
unreasonable hazards in the design and construction of a manmade feature. The court system has established
this responsibility of the government overseeing the facility. If these features are not modified to be considered
safe based on previously establish norms, the governing agencies will be held liable for damages.

Heritage Park could sure use some help.
I have many ideas as to how to improve the cycle park and would be a great candidate for the park maintenance
tech.
I think the current parks are quite nice!
I think you maintain the current parks ok but you need to recognize the green belt as one of the most used parks
in the Boise Valley and work to improve it through Eagle. Boise City has done a great job of this.
I would like to see the green belt paved from Eagle to Boise and open to bikes.
I would like to see the greenbelt connected so we can get all the way to Boise
I'd always thought Eagle had a plan for an interconnected bike / walking / horse path all through the city - paths
that avoided automobile traffic. We live so close to downtown Eagle yet have to walk so far just to get out of our
subdivision. There should be a walking paths that by-pass all the roads and take us right there.
Improve connectivity....pedestrian crossing to Greenbelt path on 44. Cross at Ballantyne or near Arts West. the
greenbelt ends at Ballantyne, and there is no way for those neighborhoods to get on the sidewalk in Eagle or
Greenbelt without serious peril.

More signage that explains Dog Owners responsibilities in a park. The Eagle sports park/bike park area is
constantly dealing with off leash dogs, dog waste and dog owners whom are repeat offenders! Some
enforcement by authorities would be helpful or establish a park enforcement crew, comprised of volunteers that
already spend the bulk of their free time at the park( Dirt Board Members ) that could issue citations after
training. This in my opinion would help alleviate user conflicts between bike riders, walkers and dog owners.

Also, I'm very excited about the new 'Central -like Park' going in at Eagle and Fairview. I think there might be

Since most of the Homeowners groups have parks built into their neighborhoods, I would like to see some
assistance on the maintenance or upgrading of those parks. If you factor these private parks in, they supply
plenty of space, but homeowner dues must take care of them. My Association maintains over 10 acres of
common area and believe me, our residents are not the only users of our space. I am wondering what happens
to our paths when Ballantyne/State St is realigned and we connect with Pine Ranch and on into town. I believe
this to be true if there is not a gated community. If the park is on a public street and needs assistance, the City
should consider replacing or adding to the amenities rather than buying new land and starting from scratch.
Skate Park should be SMOKE FREE. We wouldn't have to wonder if a teen was underage or not if there was NO
SMOKING permitted at ALL in the whole park. Parks are enjoyed by people in close proximity - (and exercising
and trying to enjoy fresh air) - there should be no smoking allowed.

The bike park is a world class facility and needs further investment to create a finished product. Trails lack signs /' I
and kiosks still do not have maps and descriptive information regarding the trails. Rules for the trails are also not
clearly communicated to the public. Investments also need to be made to finish up landscaping and to provide
maintenance on the trail system.
The pool should be outside, much like the Nat. The West YMCA is nearby but inside and stuffy. Not the place

1) When we moved here three years ago and stopped in chamber of commerce office to ask about pathways
maps they said there weren't any. Not sure if there is a map now, but that would be very helpful. 2) The path
along the river from Merrill park east gets flooded in the spring and it would be nice to have some wooden
planks or something in those places. Nothing fancy!

Ballantyne/St Street realignment. Currently kids are dodging cars to cross Hwy 44.

Certain areas of the bike path are full of puncture weeds during the warmer months, which is bad for bike tires

greatly enhance quality of life and attractiveness of the City.

For the most part they are maintained very well and I have only called in a couple of times to report equipment
breakage and the problem was taken care of immediately with a very prompt phone call to discuss the problem
and another phone call to inform me that the situation was fixed.

do need running spaces for dogs though. Thank you.
Good parks and pathways are some of the greatest enhancements to quality of life in a town. This should be a

have the feeling that lack of access prevents the greenbelt from unifying and accessing areas beyond eagle. If
the managing city of eagle would help gain access from Boise to say star, we would be the benefit as hosting a

The Eagle Sports Complex, in regards to the "Gravity" Mountain biking trails and now a National caliber BMX
track, is a one of a kind type facility in Idaho! Mountain bikers travel from all over the country to ride these types
of trails during the summer. Though it is not the destination in itself most times, it is a stopping point for many
riders that travel across Idaho towards Colorado, Canada, California, Bend OR, Hood River OR, Utah, Washington
State, Arizona. The Park is a valuable asset to the local economy. Bringing in monies that would be spent
elsewhere if the travelers had never gotten off the 84 highway. Mountain bikers travel and spend money! And as
this type of "gravity" park is so often scarce, then those that enjoy this type of riding are needing/willing to travel
in order they may enjoy it! The City would do itself a great justice by investigating and trying to understand what
they do not currently about the park in order to make the most of the cities assets. Most riders would be in favor
of having a yearly usage permit issued for a fee that would go to the further development of the parks biking
area or at least go towards the dog/dog owner conflict that needs to be addressed! The city really needs to
understand the parks value! That it is in the same realm as a kayak park or the like and with some funding and
regular maintenance would most certainly put Eagle City parks on a National and International light! I have met
people from Australia, Argentina, Germany, Canada and the UK since the park has opened. And all of them made
a specific stop to the bike park during their respective travels. Boise is perfectly situated between Southern Utah
and Western Oregon best gravity trails and is the natural stop over for most travelers! Now they all come to
Eagle to get in a little bit more fun and stay the night in local hotels and restaurants.
The parks & pathway add to the beauty of Eagle. They are well maintained and I have access to all of them living
in downtown Eagle. This convenience is one of the reasons we bought a house in Eagle. It is a very charming
town with wonderful people and low crime.
The Parks are well maintained
there are several areas that need to be connected together....to maximize safe pedestrian travel from high
density areas.
We enjoy the parks!
We have a lot of money invested in these parks/pathways. Please keep them maintained enough to be useable.
This is not an budget line to cut back any more. The trees along State Street are already starting to miss
Trautman's. Somebody needs to be paying attention to the size of the trees and the grates that are surrounding
them..
