Minutes - 2010 - Development Impact Fee Committee - 08/23/2010 - Special CITY OF EAGLE DEVELOPMENT IMPACT FEE ADVISORY COMMITTEE Minutes August 23, 2010 The Development Impact Fee Advisory Committee met in a special meeting on August 23, 2010, at Eagle City Hall, Chairman Talbert presiding. 1. CALL TO ORDER: The meeting was called to order at 6:34 PM. 2. ROLL CALL: Present - Aaron, Ferguson, Stockton, Talbert, Walker and Zollinger. Absent- Barton, Brown-Olson and McColl. Council Liaison Huffaker was unable to attend. Also attending were Vern Brewer, City Engineer, and Paul Fitzer, City Attorney. 3. APPROVAL OF MINUTES: July 20, 2010 Motion was made by Stockton and seconded by Aaron to approve the minutes of July 20, 2010, as written. ALL AYES. MOTION CARRIED. 4. DISCUSSION ITEMS: A. City of Eagle Impact Fees: The Capital Improvement Plan needs to include options for big and small projects. A variety of projects will provide options for available funds and needs. The average acre per/population count was discussed and what other cities use for their fee calculations. Pocket parks were discussed and whether they are available to count towards the total acres of parks and it was determined they are likely not. They will need to be reviewed to see if they are open to the public, have conservation easements or if they are for the private use of the subdivision they are in. The biggest priority is to cure the deficiency. Eagle Island State Park is not available to be used in the calculations, the Velodrome and Bike Park are. The only property that we currently have to work with is the skate park area. Assessing what we have and where we want to go will be part of the CIP. Paul and Vern will prepare a report for the council regarding the deficiency and if and how it has been cured. Following that will be the creation of the CIP and a budget. Paul will coordinate with P&Z to get an inventory on the open/pocket parks. Jay will review amenities offered by our neighboring cities and their CIP's and plans. Amy will prepare a survey to get an idea what the community wants from their parks. Randy and Don will talk maps and Rich will get with Dave. Our next meeting will be back on the regularly scheduled night of the third Tuesday of each month. 5. REPORTS: A. Staff: None. B. Commission Members: *Randy discussed the upcoming LDS service project and asked for any additional ideas or input. *The BMX track and its location at the Velodrome were discussed. From what I have on hand, in 2004 the fee was $1,550.67 and the current park impact fee is $1,673.93 for a detached single family residence. Are these correct? Mike Echeita sent information on building permit numbers since 2004, I will need to describe the revenues and park capital expenditures since the 2004 update was completed. Single Family Multi-Fam. For budgeting purposes, we were going to use projected building permits generated by the Planning Department for the upcoming years. Do you have any other suggestions that I should take into account in dealing with this matter and the Committee's use of budgeting numbers?
