RESOLUTION OF THE CITY OF EAGLE, IDAHO, AN IDAHO MUNICIPAL
CORPORATION, APPROVING AN INCREASE OF $1.25 FOR PROVISION OF TRASH
AND RECYCLING SERVICES TO EACH RESIDENTIAL UNIT WITHIN THE CITY OF
EAGLE, IDAHO.
WHEREAS, Republic Services of Idaho provides trash and recycling services within the
City of Eagle, Idaho;
WHEREAS, the costs associated with the provision of recycling services have increased
dramatically, primarily as a result of changes in environmental laws, regulations, standards, and
practices in China, where much of the material collected for recycling has been shipped by
Republic Services;
WHEREAS, the dramatic increase in recycling costs necessitated either a reduction in the
level of service provided by Republic Services or an increase in the monthly fee for provision of
trash and recycling services provided to residential units in the City of Eagle (hereinafter, "Base
Residential Rate," which is the monthly fee for services to a single residential unit involving one
trash cart and one recycling cart);
WHEREAS, Republic Services sought guidance from the City Council regarding its
preference, among several options, on how Republic Services should react in response to this
dramatic increase in its cost of providing services to the City of Eagle, which options included
suspension of recycling services or a reduction in the level of service provided and in the types of
materials which would be considered recyclable by and through Republic Services;
WHEREAS, the City Council chose, among the other options presented to maintain the
recycling program at its current level of service; and
WHEREAS, because said increase would represent an increase of 5% over some of the
current Base Residential Rates in some instances, the City of Eagle published notice of and held a
hearing in accordance with Idaho Code § 63-1311A with respect to said proposed fee increase;
WHEREAS, all requirements for notice and hearing pursuant to Idaho Code § 63-1311A
have been met, said hearing being held on July 10, 2018; and
WHEREAS, following said hearing, the City Council now wishes to formally approve and
adopt the proposed increase of $1.25 to the Base Residential Rate.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF EAGLE, IDAHO as follows:

Section 1: The City of Eagle, Idaho, does hereby adopt trash and recycling residential rates as
shown in Exhibit A.
Section 2: That this resolution shall be in full force and effect immediately upon its adoption and
approval.

In accordance with Idaho State Code 63.1311A, legal notice is
hereby given that the EAGLE CITY COUNCIL will hold a public hearing
on Julyy 10, 2018, at 6:00 P.M. at Eagle City Hall , 660 E. Civic
Lane, Eagle, Idaho. The purpose of the hearing is to consider an in-
crease of 51.25 for trash and recycling services for all residential
units within the City of Eagle, Idaho. The proposed fees are intend-
ed to ensure that recycling services within the City of Eagle are
maintained at the current level. A detailed fee schedule Is available
for review at www,cityofeagle.org or during regular business hours
at Eagle City Hall, 660 E. Civic Lane Eagle, Idaho.
Public testimony is encouraged at the public hearing. WRITTEN
COMMENTS must be submitted no less than five (5) working days
prior to the day on which the public hearing is scheduled, to Eagle
