Minutes - 2018 - City Council - 04/30/2018 - Town HallEAGLE CITY COUNCIL Town Hall Meeting Minutes April 30, 2018 1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 6:07 p.m. 2. ROLL CALL: BASTIAN, GOLD, PITTMAN, MITCHELL. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor leads the Pledge of Allegiance. The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting. The Mayor and City Council welcome your input and look forward to answering any questions that you may have. Have a suggestion? We'd love to hear from you! Like what's happening? Great! Let us know! Have a concern...we want to hear those as well! We wish this to be an open discussion inspired by the interests of all of the people of our wonderful community. Stop by to visit with your elected officials. Out of courtesy for all who wish to speak, each speaker should limit their presentation to three (3) minutes. If time permits, and after all attendees who wish to address the City Council have done so, the City Council may invite rebuttals or engage in additional discussions with the attendees. Most items are eligible for discussion, however, due to the public hearing regulations associated with land use applications, discussion/testimony of any pending application before the City must be reserved for the date of the officially scheduled public hearing noticed for City Council or the Planning and Zoning Commission. Each speaker is to be treated with the utmost respect, courtesy and afforded the right to speak without interruption. The intent of our town hall meeting is to create a friendly community spirited forum where by the Eagle community may express their views openly and freely. May we suggest this is a gathering of neighbors openly speaking with neighbors, and we hope everyone will feel welcome to participate. 4. GENERAL DISCUSSION: A. Cellular phone towers in Eagle. Mayor introduces the issue and discusses the cell towers in Eagle and where they are located. General discussion on the types of cell towers. Tim with T -Mobile discusses cell tower that is in Eagle and that they are in the process of trying to get more tower service in the City. They will be adding an additional service to the pine tower located at the golf course. Discusses the return on investment, the lengthy approval process and when approved will be put in the budget. Most of the sites that are approved will not be built until next year. Once we identify a location then we need to have a willing landlord. Discusses small cells. General discussion. Discussion on having developers provide a cell tower area in their subdivisions. General discussion. B. Other topics. Mayor introduces Jason Pierce, a former City Council Member and Phil Bandy, a former Mayor. Discussion on overcrowding at Eagle High School and the need for new schools in Eagle. Discussion on development along roadways. Discussion on height limits within the City. Discussion on having the legislation develop improvement districts. Citizens in the Riverwalk Subdivision at Linder and State are very concerned about the Belair project that was approved in 2015. There are 45 homes there now. 300 apartments have been approved and it is going to destroy our neighborhood. We are asking for your help. General discussion. Discussion on the City posting on Next Door. General discussion on notifying residents about meetings. Comment that everyone that comes to Eagle hates those that come after them. General discussion. Discussion on the development of the City, the down turn in the economy and the changes that then came in density and increased growth in the City. Discussion on the adopted Comp Plan. Council needs to follow the Comp Plan, City Code and other rules and regulations. General discussion. Discussion on density, the property value in Eagle and the distance between homes. Discussion on crime rates in neighborhoods and what will happen with population growth and how that will affect the crime rate. Chief Calley discusses crime rate statistics and traffic concerns. Comments that the Eagle Library is fantastic. Mayor discusses code enforcement. Mayor discusses Avimor petitioning the City to be annexed into the City. The City has a reimbursement agreement with Avimor so residents' taxes are not paying for Avimor to go through the annexation process. Avimor covers three counties, Ada, Gem and Boise. One of the reason Avimor is asking for annexation is that they will be able to create a CID, Community Infrastructure District, which will pay for development. General discussion.
