This is not the time slot to give formal testimony on a public hearing matter, or comment on a pending application or proposal. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3) minutes. 5. Commemoration of World War One Proclamation: Eagle Chapter, Daughters of the American Revolution and the David Thompson Society, Children of the American Revolution have partnered with the United States World War One Centennial Commission to commemorate the 100f' Anniversary of the Great War that spanned from July 28, 1914 through November 11, 1918. (SR) C. Minutes of the October 10, 2017 City Council meeting. (SKB) D. Findings of Fact and Conclusions of Law for AA-05-17/DR-33-17 — Applicant Appeal of the Design Review Board's Decision regarding DR -33-17 (Common Area Landscaping, Nine Apartment Buildings, and Clubhouse within Heron's Edge Mixed Use Community) — Heron Family Trust: Heron Family Trust, represented by Mark Butler with Land Consultants, Inc., is appealing the Design Review Board's decision regarding the above referenced matter for the reasons specified in their appeal application, date stamped by the city on September 1, 2017 (attached hereto). The 9.34 -acre site is located on the northeast corner of the intersection of South Edgewood Lane and East State Street approximately 60 -feet north of East State Street. (WEV) E. DR -42-17 — Common Area Landscaping and Trash Enclosure within Ashbury Business Park Subdivision No. 2 — SCS Brighton, LLC: SCS Brighton, LLC, represented by Kameron Nauahi, is requesting design review approval of the common area landscaping and trash enclosure within Ashbury Business Park Subdivision No. 2. The 3.71 -acre site is located on the north side of West Chinden Boulevard approximately 840 -feet west of the intersection of North Meridian Road and West Bavaria Street. DR -44-17 — Common Area Landscaping within Snoqualmie Falls Subdivision No. 10 — Brahma, LLC: Brahma LLC, represented by Jesse Buster with Stack Rock Group, is requesting design review approval of the common area landscaping within Snoqualmie Falls Subdivision No. 10. Additionally, the applicant is requesting approval to relocate the required playground equipment required within this phase to Snoqualmie Falls Subdivision No. 4. The 72 -acre site is located on the east of Palmer Lane and south side of Nordic Drive. (WEV) G. DR -45-17 — Subdivision Sign and Entry Feature for Legacy Development — Brahma, LLC: Brahma, LLC, represented by Jesse Buster with Stack Rock Group, is requesting design review approval to construct a subdivision sign and entry feature for the Legacy development. The subdivision sign and entry feature is located on the northeast corner of Palmer Lane and Nordic Drive. (WEV) H. DR -06-15 MODS — Modification to the Common Area Landscaping within Snoqualmie Falls Subdivision No. 9 — Brahma, LLC: Brahma LLC, represented by Jesse Buster with Stack Rock Group, is requesting design review approval to modify the landscaping within Snoqualmie Falls Subdivision No. 9. The 39.83 -acre site is generally located south of Floating Feather Road and east of Palmer Lane, at the terminus of West Nordic Drive. (WEV) L WA -06-17 — Schneider Fence Waiver — Dylan and Erika Schneider: Dylan and Erika Schneider are requesting City Council approval of a waiver to allow the placement of a six foot (6') tall decorative cedar fence within the front yard area of the property located approximately 1/4 -mile east of Eagle Road at 470 E. Floating Feather Road. (WEV) J. DR -39-17 — Common Area Landscaping within Lonesome Dove Subdivision No. 2 — Zach Evans Construction: Zach Evans Construction, represented by Robert Powell, is requesting design review approval of the common area landscaping within Lonesome Dove Subdivision No. 2. The 4.36 -acre site is located at the southeast and southwest corners of East Riverside Drive and South Lone Brook Way. (WEV) K. FP -17-17 — Final Plat for Lonesome Dove Subdivision No. 2 — Zach Evans Construction: Zach Evans Construction, represented by Bryan Appleby with Rennison Engineering, is requesting final plat approval for Lonesome Dove Subdivision No. 2, a 74 -lot (63 -buildable, 11 -common) residential subdivision (re -subdivision Lot 1, Block 1, and Lot 1, Block 2, Lonesome Dove Subdivision). The 4.35 -acre site is generally located on the southeast and southwest corners of East Riverside Drive and South Lone Brook Way. 7. UNFINISHED BUSINESS: NONE 8. PUBLIC HEARINGS: Public hearings will not begin prior to 6:00 p.m. Public Hearings are legally noticed hearings required by state law. The public may provide formal testimony regarding the application or issue before the City Council. This testimony will become part of the hearing record for that application or matter. A. CPA -02-17 — Eagle is HOME Comprehensive Plan Update — City of Eagle: The City of Eagle is requesting the adoption of the Eagle is HOME Plan, an update and replacement to the City of Eagle 2015 Comprehensive Plan, pursuant to Idaho Code §67-6509. (NBS) This item was continued from the October 10, 2017, City Council meeting. 9. NEW BUSINESS: NONE 10. PUBLIC COMMENT: This time is reserved for the public to address their elected officials regarding concerns or comments they would like to provide to the City Council regarding any matter, up to and including any subject on the agenda with the exception of Public Hearing items. Comments regarding Public Hearing items need to be made during the open public hearing for said item(s) in accordance with Idaho Code. At times, the City Council may seek comments/opinions regarding specific City matters (excluding Public Hearing items) during this allotted time.
