1. CALL TO ORDER: The meeting was called to order at 5:32 P.M.
2. ROLL CALL: CROCKETT,DECKERS,ELWER, FAUSTINA,HUFFAKER, IVIE,
LIAISON: COUNCIL MEMBER BAUN
Absent: DECKERS, FAUSTINA, COUNCIL MEMBER BAUN
3. APPROVAL OF MINUTES:
A. Minutes of November 17, 2022
Commissioner Elwer moved to approve the minutes of November 17, 2022, as written.
Seconded by Commissioner Ivie. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
Brian Graham—3855 W. Lorenzo Ln. Eagle. Team Director of the Eagle High School Mountain Biking
Team. Brian provided an update regarding a memorial for Rylan Hoob. Brian shared information regarding
a regional trail connector for mountain biking and pedestrians from Avimor to Eagle Bike Park.
5. REPORTS:
A. Brian Allen stated that financials for Council Member Baun are still being worked through. Currently the
Sports Program is at a 100% cost recovery. The Daddy Daughter dance is coming up in February.
B. Steve Noyes presented on trails and pathways.
6. NEW BUSINESS:
Steve Noyes discussed pathways in regard to Capella Subdivision.
Capella Subdivision presented.
Commissioner Elwer makes a motion that the commission send a recommPnd-9tinn for approval of the
Capella Subdivision to the city council according to the city standards for pathways and sidewalks
including the recornmi-ndati„ns of Steve Noyes list to include the recent addition of the dog park.
Seconded by Commissioner Ivie. ALL AYES...MOTION CARRIES.

The Problem and The Solution
Many easements are not easily linked to trails. Many are simply Plat Notes.
New language and internal processes will change that going forward.
2.5. The City shall provide templates for easement preparation. The developer shall;
2.5.1. Request the easement agreement template from the Planning and Zoning Department.
2.5.2. Complete the agreement as required.
2.5.3. Facilitate its signing and notarization.
2.5.4. Record the easement with Ada County.
2.6. Public access easements shall be submitted to the City as part of the final plat application prior
to the City Clerk signing of the final plat. Easements shall include the following;
2.6.1. Development:'subdivision name (at time of final plat su bmisSion).
2.6.2. Survey depicting the location of pathways within the easement.
2.6.3. Map depicting each easement within the development/subdivision.
2.6.4. Vicinity snap showing the development/subdivision within the map.
2.7. Final plats shall include the following:
2.7.1.Pathway locations.
2.7.2.Construction standards for all pathway types.
2.7.3.Ada County Recorder number for each easement in a plat note.

Eagle Road Pedestrian and Bicycle Bridge
Construction on the Eagle Road Ped/Bike Bridge began on October 1, 2022.
They have moved the crane into place and the sheet driving is underway. Pile driving is planned for after the Christmas Holiday. The
project is on track to be out of the ordinary high-water mark by March with completion in April of 2023.
