Joint Meeting Minutes
1. CALL TO ORDER: Mayor Ridgeway calls the Special Joint meeting to order at 9:04 A.M.
2. CITY COUNCIL ROLL CALL: Present: KUNZ, BASTIAN, PRESTON (via telephone)
Absent: SOELBERG. A quorum is present.
3. EAGLE URBAN RENEWAL AGENCY ROLL CALL: Present: KUNZ, RIDGEWAY,
BASTIAN, PRESTON (via telephone) Absent: SOELBERG. A quorum is present.
4. EAGLE FIRE DEPARTMENT COMMISSIONER ROLL CALL: Present: Stillwell,
Kjar, Friend. A quorum is present.
5. Discussion and possible consideration to extend the Memorandum of Agreement
(MOA) for Cost Sharing of Engineering Services (Palmetto Drive):
On behalf of the Eagle City Council: Kunz stated the agreement would remain the same
except for the extension of the deadline to June 30, 2018. KUNZ made a motion to approve the
Second Amendment for Cost Sharing of Engineering Services, extending the deadline up to June
30, 2018. BASTIAN seconded the motion.
On behalf of the Eagle Fire Department: Commissioner Kjar made a motion for the Fire
District to approve the extension of the MOA to June 30th, 2018. Commissioner Friend seconded
the motion.
On behalf of the Eagle Urban Renewal Agency: Ridgeway made a motion that the Eagle
Urban Renewal Agency approve to extend the MOA to June 30, 2018, seconded by Bastian.
Discussion took place. Attorney McClain explained the reason for the delay that led to the need
the extension. Before the engineers can provide a notice to proceed on the construction, a
problem was discovered in the property ownership. Eagle River LLC, owned it, ITD came in and
purchased a portion of it a wrong property description was used and a deed gap resulted. Eagle
River is the deeded owner who will now sell the needed property for $8.00 per square foot. The
city has been working on this problem for a couple of months. This road extension is such a
public good for all parties, this is a project that we cannot afford to hold this project up any
longer. The City and the Eagle Urban Renewal Agency has entered into an agreement to purchase
the property, so with the extension on the engineering services we can move forward. There was
more discussion.
On behalf of the City Council: Mayor Ridgeway called for the question for the City Council all
in favor of the Motion to approve the Second Amendment for Cost Sharing of Engineering
Services, extending the deadline to June 30, 2018. ALL AYES: MOTION CARRIES.
On behalf of the Eagle Urban Renewal Agency: Kunz asked for a vote for which we have a
motion and a second to approve the Extension of the MOA for the Cost Sharing of Engineering
Services. ALL AYES: MOTION CARRIES UNANIMOUSLY.
On behalf of the Eagle Fire Department: Stillwell, Friend and Kjar. ALL AYES
