Civic Lane NOVEMBER 9, 2022 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:30 p.m. 2. ROLL CALL: Present: MACFARLANE, DUNN, D'ANDREA. Absent: HEATH A quorum is present. 3. PUBLIC COMMENT: None This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter, up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three (3) minutes. 4. PRESENTATION: Nichoel Baird Spencer was unable to be present at the meeting to give the presentation on the Capital Plan Update. She will be invited to the next meeting. 5. UNFINISHED BUSINESS: A. Update on the Jackson House Dunn is reporting on the Jackson House and explaining the future plans for the Jackson House. Dunn has stated she is going to be working on a preservation plan with the Director of Public Works for the property. Dunn discusses the living situation of Sheri Sharp who still resides at the property and Sharps plan to ask for another 90 days to remain in the home past the original agreed upon vacay date. Dunn discusses the belongings that remain in the basement of the home that hold the personal items of Orville Jackson and the possibility of a mini museum being present in the home as suggested by Mayor Pierce. D'Andrea requests email updates on the house as information becomes available. B. Update on the County Treasure Award winning Dunn discusses the Ada County Historic Preservation Commission and the awards that they give out to Ada County. Dunn explains the two varying awards that can be won, and the award dedicated to a building is the one that the City of Eagle won, Dunn discusses how it was awarded for the preservation work done for the St. Matthew's Church that currently houses the Eagle Historical Museum. 6. NEW BUSINESS: A. ACTIONITEM: Minutes of June 8, 2022 D'Andrea makes a motion to accept the minutes of June 8, 2022, as presented. Seconded by Macfarlane. ALL AYE ... MOTION CARRIES B. ACTION ITEM: Discussion on CLG grant ideas for 2023 Pagel of 2 D'Andrea asks on the status on the survey of Downtown. Dunn presents the pre -survey results from 2020. Dunn explains that one of the important tasks of an HPC is getting the historic homes in your area on the Historic Register, but it is a massive process. Dunn further explains the process of adding homes to the Historic Register. D'Andrea, Macfarlane, and Dunn discuss how the funding works for the process by way of grants. Dunn discusses the possible grants that can be applied for. D'Andrea, Macfarlane, and Dunn discuss what buildings should be examined for the grants. Dunn suggests the schoolhouses should be looked at. Dunn presents a file on the Sears Kit House and explains that it is the only original Sears Kit House that is in Eagle. Macfarlane asks what the process is to getting houses on the National Historic Registry. Dunn explains the process. D'Andrea suggest adding a plaque to the property and Dunn confirms that it will be discussed. Dunn explains the importance of being a CLG and what that means for grants. D'Andrea, Macfarlane, and Dunn discuss where the funding comes from for placing a plaque at the site of a Historic Registry home. Dunn will email all Commissioners with the best potential for adding to the National Historic Registry. The Commissioners will reconvene about the options at the next meeting. D'Andrea suggest putting in two applications for the National Registry. Dunn will find the most promising five to present to the Commissioners. C. ACTIONITEM.• Any items the Commissioners would like to discuss in future meetings Next meeting is scheduled for January 11, 2023, at 5:30 pm. The Commissioners will discuss the historic homes and what can be added to the National Historic Registry at the next meeting. 7. REPORTS: A. Commissioner Reports: None B.
