STAFF ANALYSIS PROVIDED WITHIN THE STAFF REPORT:
A. COMPREHENSIVE PLAN PROVISIONS WHICH ARE OF SPECIAL CONCERN REGARDING
THIS PROPOSAL:
The Comprehensive Plan Land Use Map (adopted February 10, 2015), designates this site as the
following:
Public/Semipublic
Suitable primarily for the development of such uses as golf courses, parks, recreation facilities,
greenways, schools, cemeteries, and public service facilities such as government offices. Support
activities may also be permitted.
All development within this land use is encouraged to be designed to accommodate the different
needs, interests, and age levels of residents in matters concerning both recreation and civil activities
The public/semi-public land use designation is not a residential land use designation. When a project
or development is designed that contains or is adjacent to land holding a public/semi- public land use
this land will not be included when calculating the allowable residential density. Projects that hold a
residential designation that want to provide amenities similar to those allowed in the public/semi-
public designation may transfer density within the development only when using the standards
established in the Planned Unit Development as defined in the comprehensive plan.
B. ZONING CODE PROVISIONS WHICH ARE OF SPECIAL CONCERN REGARDING THIS
PROPOSAL:

and consistent with the architectural character of the area and proposed use;
Page 4 of 11
K:\Planning Dept\Eagle Applications \Dr\20l7\DR-22-17 Ada -Eagle Sports Complex RC Track & Driver Stand drf.docx

galvanized steel roof panels. Pursuant to Eagle City Code 8 -2A -6(B)(2), metal roofing is required
to have concealed fasteners. The applicant should be required to provide revised elevation plans
indicating the metal roof will have concealed fasteners. The revised elevation plans should be
reviewed and approved by staff prior to the issuance of a zoning certificate.
• In addition to the construction of the driver stand there will also be a metal pit table constructed in

CONCLUSIONS OF LAW:
1. The Board reviewed the particular facts and circumstances of this proposed design review application
(DR -22-17) with regard to the Eagle City Code Title 8, Chapter 2, Article A, DR Design Review
Overlay District, and based upon the information provided with the conditions required herein,
concludes that the proposed design review application is in accordance with the Eagle City Code and
the Eagle Comprehensive Plan.
2. The Board reviewed the particular facts and circumstances of the proposed design review in terms of
Eagle City Code 8-2A-13, "General Standards For Design Review" and has concluded that the
proposed design review:
A. Will function in conformance with the applicable strategies of the Eagle Comprehensive Plan and
is in accordance with the regulations of this code since there are no inconsistencies with the
comprehensive plan and the addition of radio control tracks, a driver stand, and spectator seating is
permitted through a user agreement between the City of Eagle and the Treasure Valley Radio
Control Racers and with the approval of a design review application within the PS (Public/Semi-
public) zoning district;
B. Is of a scale, intensity, and character that is in harmony with existing conforming and planned
development in the vicinity of the site since the driver stand is designed to complement other
buildings within the general vicinity;
C. Is designed with adequate off street parking facilities in such a way as to not interfere with
ingress/egress to the site and will serve the intended use so as to not cause conflict with adjacent
uses as anticipated within the zoning district;
D. Will not interfere with the visual character, quality, or appearance of the surrounding area and city,
and where possible, enhance the continuity of thematically common architectural features since the
proposed driver stand has been designed with similar features utilized on other buildings within the
sports complex;
E. Will have facades, features, and other physical improvements that are designed as a whole, when
viewed alone as well as in relationship to surrounding buildings and settings;
F. Will not obstruct views and vistas as they pertain to the urban environment and in relation to artistic
considerations since the proposed driver stand is in conformance with the required setbacks and
height restrictions;
G. Will provide safe and convenient access to the property for both vehicles and pedestrians through
patterned traffic circulation and connectivity on existing pathways;
H. Is in the interest of public health, safety, and general welfare promoting a pedestrian friendly and
walkable environment in balance with protecting a viable public area; and
I. No signs are proposed with this application.
