Dear Nichoel,
HECO Engineers is pleased to submit this proposal to provide design and project bidding
services for the Heritage Park Restroom Facility. We propose to complete this work under our
City Engineer contract.
The Scope of Work for the preliminary design, final design, and bidding services is attached.
We propose to complete the tasks outlined in the attached Scope of Work for a fixed fee of
$59,000.The schedule for services will be coordinated with the City.

For
Heritage Park Restroom

Description
HECO Engineers (HECO) will provide project design services for the design of a new restroom facility in
Heritage Park.The tasks for the design services include the following and are further described herein:

Assumptions/Exclusions:
• Design is for a restroom facility with an approximate size of 24'x 26';Building shall include a
mechanical/storage room, an AV room, a concession room and two unisex restrooms.
• Additional topographic survey is not anticipated for the project.
• The City will obtain and provide required sizing, layout, and requirements for the mechanical
room to accommodate the proposed splash pad equipment. This may increase the size of the

building from the approximate size listed above. There will be no additional design fees
associated with the increased building size.
• The City will provide all necessary electrical and plumbing requirements for the site. This scope
does not include any site improvements. Conduit and pipe stubs will be provided to 5-feet
outside of the building.
• Attendance at public meetings(City Council, Design Review Board, etc.)is not included in this
scope.
• Landscape architecture, irrigation, and site design elements will be provided by others and
are not part of this scope.
• Design does not include site drainage design or facilities to accommodate runoff from the
proposed larger restroom facility.
• Electrical design services will only be provided for the restroom building. Conduit stubs to 5-
feet from the building will be provided along with an electrical service for a vendor plug.
Equipment will be sized to accommodate required site electrical loadings as provided by the
City.
• Restroom lighting will be provided by fixtures attached to the building. Site lighting is not
included in this Scope.
• Plumbing for concession area to include hand sink only.Scope does not include a 3-comp sink,
or grease waste.
• No geotechnical investigation/report is included in this Scope of Work. Presumptive design
values will be used for the building foundation design.
• No utility extensions will be required.
• Any necessary utility modifications are unknown and not included in this Scope of Work.
• Construction administration services are not included.
TASK 1—SURVEY—COMPLETED IN OCTOBER 2017
TASK 2—PRELIMINARY DESIGN
2.1 Identification of Site Constraints — Review utility locations, access limitations, locations of
existing landscape and other park features, and coordinate with City staff for location of new
restroom building. One (1) site visit is planned.
2.2 Preliminary Restroom Facility Layout—Prepare a preliminary layout of the proposed restroom
building including sizing and orientation of the floor plan. Required sizing of the
mechanical/equipment room(s) and the concession room to be provided by the City. The two
unisex restrooms will be sized to meet the requirements of the Americans with Disabilities Act
Accessibility Guidelines.
2.3 Preliminary Restroom Concept Drawings —Through discussions with the City, prepare design
concepts and conceptual drawings (sketches) of the preliminary design including materials to
be used on the exterior of the building and roofline alternatives. Adjust concept based on City
review. Scope does not include rendered drawings.

2.4 Preliminary Design of Structure—Complete preliminary design plans of the structure including
sections, elevations, foundation, walls, and exterior slabs.
2.5 City Review of Preliminary Design — Obtain City approval of the preliminary design prior to
proceeding to final design. Design Review staff shall provide comments regarding the design
elements that will be reviewed by the Design Review Board as part of the final design process.
City comments will be addressed as part of the final design. One (1) meeting with the City at
City Hall is anticipated.
TASK 3—FINAL DESIGN
3.1 Final Design of Restroom Building (Structure) — Prepare final design plans for the restroom
building sufficient for public bidding.
3.2 Final Design — Electrical — Complete electrical design of restroom facility to include the
following:
• Coordination and design to address existing power configuration adjacent to alley
• Interior lighting throughout the building
• Power for the splash pad equipment
• Exterior building lighting(fixtures selected by City)
Excluded:
• Site Lighting
• Specific power equipment in the concessions area (if not receptacle powered)
• Fire alarm
• AV system design
• Control system design
• Coordination with Idaho Power
3.3 Final Design - Mechanical —Complete final design of mechanical systems (plumbing, HVAC) to
include the following:
• Utility coordination from 5-feet outside the building
• Plumbing fixture selection (coordinate with the City for final selection)
• Waste,Vent,and Hot/Cold water design from 5-feet outside the building to the required
fixtures for the restroom,concession area, splash pad equipment room, and mechanical
room
• Splash pad piping and equipment design layout shall be based on City's selected supplier
• Plumbing for concession area includes a hand sink only (does not include 3-
compartment sink, or grease waste); No grease hood or specialty exhaust will be
included for this space
• AV room/HVAC per City input
• Building to be designed for year-round heating and cooling

• Mechanical room/storage ventilation to maintain the space with a 10-degree Delta T
above ambient
• Interior lighting throughout the building
• Power for the splash pad equipment
• Exterior building lighting(fixtures selected by City)
3.4 Permitting Package — HECO will provide the submittal package necessary to secure building,
electrical and mechanical permits. Respond to corrections from permitting authority. It is
anticipated that the permits won't be issued until a Contractor is selected through the bidding
process.The permits will be in the name of the Contractor.
3.5 Prepare Final Plans & Specifications — HECO will compile the final plans and specifications to
be ready for public bidding of the project. HECO will use the EJCDC as the basis for the Contract
Documents.The final submittal will also include a construction cost estimate.The cost estimate
will be prepared using the current version of RS Means and other local project cost information.
TASK 4—BIDDING
4.1 Advertisement for Bid — HECO shall complete advertisement for bid with critical dates and
deliver to City. City will be responsible to place advertisement in local newspaper for the set
publishing dates.
4.2 Bidding Documents (Electronic) — Provide bidding documents in electronic form to the City.
HECO shall provide bidding documents to QuestCDN in electronic form. Bidders may purchase
a copy of bidding documents from the City or QuestCDN. Cost for paper copies will be charged
by the City to each Bidder requesting paper documents. HECO, through QuestCDN, will track
and document each bidder and contact information that purchases bidding documents.
4.3 Bidding Q& A— HECO will provide support through the bidding process to answer questions
from prospective bidders concerning the project.
4.4 Addenda — HECO shall provide any addendum necessary to address City requests or to clarify
information contained in the bidding documents based on requests from bidders. HECO shall
provide addendum information to QuestCDN. QuestCDN electronically notifies bidders of the
addenda and tracks downloads by bidders.
4.5 Attend Bid Opening- HECO shall attend bid opening located at Eagle City Hall. HECO will open
bids and check bid documents for completeness. Irregular bids will not be read.
4.6 Review Bids - Following the bid opening HECO will review each bid checking for math errors,
public works licenses, etc. HECO shall verify irregular bids. HECO will prepare a bid tabulation
summary.

4.7 Notice of Award - HECO shall provide City a recommendation of acceptance of the lowest
complete bid, draft the Notice of Award, and deliver recommendation and Notice of Award to
City.
4.8 Construction Agreement Execution - HECO shall review submittal of Construction Contract
Documents and submit documents and Notice to Proceed to City for execution.
4.9 Contract Documents-Following the execution of the agreement by the City, HECO shall provide
the original and one copy of the contract documents to the City and a copy to the Contractor.
