Minutes - 2022 - City Council - 11/01/2022 - Town Hall EAGLE CITY COUNCIL TOWN HALL MEETING MINUTES November 1,2022 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: GINDLESPERGER,PIKE,and RUSSELL. Absent: BAUN. A quorum is present. 3. PLEDGE OF ALLEGIANCE: 4. TOWN HALL MEETING: The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting. Out of courtesy for all who wish to speak, each speaker should limit their presentation to three(3)minutes. If time permits, and after all attendees who wish to address the City Council have done so,the City Council may invite rebuttals or engage in additional discussions with the attendees. Most items are eligible for discussion, however, due to the public hearing regulations associated with land use applications, discussion/testimony of any pending application before the City must be reserved for the date of the officially scheduled public hearing noticed for City Council or the Planning and Zoning Commission. Tom Letz, 302 North Taylor Street,Eagle, Idaho. He has a question regarding the Two Rivers land swap. According to the Assessor's Office,the City already owns the property that was swapping. Additionally, he wants to know if the bus is properly permitted. Council member Baun present at 5:41 p.m. Mary Hunter, 173 N Sierra View Way, Eagle, Idaho. Presents highlights from the SOS survey. She states that 1,564 respondents want their opinions heard. Renee and Donny Day, 1141 South Renovare Lane, Eagle, Idaho. She moved here five years ago and uses the greenbelt daily. She understands there is a lot of money, energy and effort that goes into trail management. She requests that Council consider incorporating sportsman access when working on river projects. The new projects are preventing people and animals to dip their toes in the river and allow sportsman access. Beth Gray, 230 South Silverwood Way, Eagle, Idaho. She would like to know more about when a Council Member has a conflict of interest. Burke Mantel, 4690 North Hartley Road, Eagle, Idaho. He speaks about the shooting law pertaining to shooting bullets on private property and requests an update on the proposed shooting range process. He believes we need to have more managed shooting ranges. Kenneth Hebert, West Buckhorn Court, Eagle, Idaho. He would like to know if the Comprehensive Plan will be a public hearing. He also believes that the downtown needs to continue to have the historical feel. Rus Buschart, 235 West Floating Feather Road, Eagle, Idaho. He encourages people to go to the SOS website and review the surveys. He is in favor of development in the downtown area as well as apartments in this area. To provide decent housing for Eagle workers. Roy Atkins, 2553 North Foudy Avenue, Eagle, Idaho. He would like to know what is going on with the Linder Road project. Frankie Edgar, 797 Stierman Way, Eagle, Idaho. Would like an update on the road project behind Rembrandt's. Eric Schirmer,4430 North Double S Lane, Eagle, Idaho. His property backs up to the BLM. He also wants to know what kind of wastewater system will be near his ranch. Steve Guerber, 3316 West Skywood Lane, Eagle, Idaho. He is aware that there is a large Capital Development budget and would like to know where the funds have been spent. Tom Letz, 302 North Taylor Street, Eagle, Idaho. He would like clarification on knowing if the public can petition the Comprehensive Plan when it is a presented at a public hearing. Council Russell suggests to the public to download the Comprehensive Plan to get a better understanding of how the planning process works and what the guidelines are. Baun suggests to the public to educate yourself and attend meetings such as Coffee with the Mayor. Scott Myer, 2261 West Homer Road, Eagle, Idaho. Myer would like to know where to go to stop the Linder Road extension. Kenneth Hebert, West Buckhorn Court, Eagle, Idaho. Herbert states the Linder Road expansion is not referenced within the Comprehensive Plan. Tom Letz, 302 North Taylor Street, Eagle, Idaho. The Linder expansion will relieve Eagle Road traffic. Burke Mantel, 4690 North Hartley Road, Eagle, Idaho. Mantel would like to know if there is a proposed date for opening of the Sports Complex. What will be done with the shooting adjacent to the sports complex. He states that there was a change in the oaths when Russell and Gindlesperger were sworn in. Eric Schirmer,4430 North Double S Lane, Eagle, Idaho. Schirmer has concerns with the line of site of the power lines. Jeff Stucker, 2255 East Haulsey Drive. Stucker would like to learn more about the plans of Fiber Optics. He looks forward to having the opportunity for better interne. 13. ADJOURNMENT: Meeting adjourned at 7:30 p.m. Pike moves to adjourn.
