RE: Development Impact Fee Study—Cost Update
Dear Nichoel,
Provided below is a proposal to update the park development and land value costs in the 2017
Development Impact Fee Study& Capital Improvements Plan (Study).
The Scope of Work associated with the cost update is presented below and is based on
discussions with you and our familiarity with the 2017 Study. No other elements or costs within
the Study will be updated at this time.
1. Update previous Study costs to 2022 dollars for the six park categories (Study— Figure 6)
using Construction Cost Indexes (CCI) from RSMeans Construction Cost Estimating
Software.
2. Use appraisal completed on the Shooting Range and Eagle Regional Park (located in
Spring Valley Development) as basis for land values. Supplement with recent sales
records, if available.
3. Update costs in Capital Improvement Plan (Study—Figure 8)
We propose to complete the above tasks on a time & materials basis with an estimated budget
of$3,700. This amount will not be exceeded without prior authorization from the City. The cost
update can be completed within two (2) weeks of authorization from the City.
