October 27, 2022
Minutes
1. CALL TO ORDER: Meeting called to order at 6:04 p.m. Lindgren presiding.
2. ROLL CALL: Present:, SAYER, LINDGREN, MERRILL, MIHAN, GREER. Absent:
GRUBB, N41HA-N, DUPERAULT. A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless a Design Review Board member, City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion.
Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
A. Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.
B. Findings of Fact and Conclusion of Law for the Approval of DR-61-22 — Office (Medical
and Dental) Building within Eagle Island Crossing — Jen Guerrero: Jen Guerrero,
represented by James Marsh with CSHQA, is requesting design review approval for a 6,600-
square foot office (medical and dental) building. The 0.736-acre site is generally located
northeast of State Highway 44 and North Fisher Park Way at 74 North Fisher Park Way
within Eagle Island Crossing (Lot 8, Block 2, Arts West Subdivision). (BAW)
C. Findings of Fact and Conclusion of Law for the Approval of DR-62-22 — Two Building
Wall Sign for Eagle Dermatology — Jen Guerrero: Jen Guerrero, represented by James Marsh
with CSHQA, is requesting design review approval for two building wall signs for Eagle
Dermatology. The 0.736-acre site is generally located northeast of State Highway 44 and
North Fisher Park Way at 74 North Fisher Park Way within Eagle Island Crossing (Lot 8,
Block 2, Arts West Subdivision). (BAW)
D. _Findings of Fact and Conclusion of Law for the Approval of DR-63-22 — Beaconwood
Subdivision Landscape — Endurance Holdings, LLC: Endurance Holdings, LLC,
represented by Kim Siegenthaler with Jensen Belts Associates, is requesting design review
approval for the common area landscaping within Beaconwood Subdivision. The 37.34-acre
site is located on the southeast corner of West Beacon Light Road and North Lanewood Road.

E. Findin$!s of Fact and Conclusion of Law for the Approval of DR-64-22 — Beaconwood
Subdivision Signage — Endurance Holdings, LLC: Endurance Holdings, LLC, represented
by Kim Siegenthaler with Jensen Belts Associates, is requesting design review approval for one
non -illuminated subdivision entry monument sign for Beaconwood Subdivision. The sign is
proposed to be located at the southeast corner of North Lanewood Road and West Yarnell
Street at the entrance to Beaconwood Subdivision. (ERG)

4. UNFINISHED BUSINESS: None.
NEW BUSINESS:
A. ACTIONITEM: DR-60-22 Multi -tenant Retail/Restaurant Building in The Bridges at
Lakemoor - Hawkins Companies: Hawkins Companies, represented by Brittnee Elliott, is
requesting design review approval for a 7,560-square foot multi -tenant retail/restaurant
building with a drive through in The Bridges at Lakemoor. The 1.78- acre site is located near
the southeast corner of the intersection of North Eagle Road and East Colchester Drive at 59
East Colchester Drive (Lot 6, Block 1, Lakemoor Commercial Subdivision). (ERG)
Brittnee Elliott, 855 W. Broad Stret, Suite #300, Boise, provides an overview of the application
and responds to questions from the Board. Andrew Davis, BRS Architects provides further
detail of the application and responds to questions from the Board. City planner, Emily Gero
provides an overview of the application and responds to questions from the Board.
The Board moves to approve DR-60-22 Multi -tenant Retail/Restaurant Building in The
Bridges at Lakemoor with the following site specific and standard conditions of approval as
written with the following modifications to the site specifics.
Site Specific Conditions #1 through #13: As provided by staff.
Site Specific Condition #3: City does approve the removal of the trees and accepts the
proposed tree mitigation, and no additional trees are required.
Site Specific Condition #5: Provide revised landscape plan showing one tree and shrub,
ground cover or grass in all interior landscape islands, including the terminal islands at the
east side of the building, as well as the northwest corner of the building.
Site Specific Condition #14: Elimination of any ash trees to be replaced by any other type of
tree species permitted by Mr. Milian's comments.
Site Specific Condition #15: Provide configuration and location of the fencing or at least the
details of what it might look like any surrounding for future tenants so we can establish a
standard as they do come in and want to provide that fencing. Staff level fencing to establish
a standard for staff level approval. Reviewed by staff and one member of the Board
Site Specific Condition #16: To confirm with the Fire Department that the fire truck outlet
is in fact workable and works with them, including the grasscrete landscape portion of it.
Site Specific Condition #17: Provide clarification of exterior elevations and materials, the
graphite roof color of the metal roof silo form.
Seconded by Sayer. ALL AYES... MOTION CARRIES
B. FY 2023-2027 Capital Plan Update & FY 2024-2028 Capital Plan Project Solicitation: Staff
will present the adopted FY 23-27 Capital Plan and solicit project(s) for consideration in the FY
24-28 Capital Plan. (NBS)

B. Staff: City Planner, Emily Gero, provides an update on applications that will be on the
next agenda.
