RESOLUTION NO. 17-16 A RESOLUTION OF THE CITY OF EAGLE, IDAHO, CONFIRMING AND ACCEPTING THE DEDICATION OF THE GUERBER PARK PRESSURIZED IRRIGATION FACILITY WHICH PROVIDES NON -POTABLE IRRIGATION WATER TO GUERBER PARK AND THE SUBDIVISIONS OF WYCLIFFE ESTATES, CEDARFIELD, REDSTONE RANCH; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, On May 26, 2015, the Eagle City Council approved the Pressurized Irrigation Operation and Maintenance Agreement which included Wycliffe Estates Subdivision, Cedarfield Subdivision, and the City of Eagle (Guerber Park); WHEREAS, On February 9, 2016, the Eagle City Council approved the First Amended Pressurized Irrigation Operation and Maintenance Agreement which included Wycliffe Estates Subdivision, Cedarfield Subdivision, Redstone Ranch Subdivision, and the City of Eagle (Guerber Park); WHEREAS, On February 29, 2016, the Mayor executed the First Amended Pressurized Irrigation Operation and Maintenance Agreement which included Wycliffe Estates Subdivision, Cedarfield Subdivision, Redstone Ranch Subdivision, and the City of Eagle (Guerber Park); WHEREAS, On March 4, 2016, the First Amended Pressurized Irrigation Operation and Maintenance Agreement was recorded in the office of the Ada County Recorder as Instrument #2016-018326; WHEREAS, pursuant to the terms and conditions of the First Amended Pressurized Irrigation Operation and Maintenance Agreement, the City is responsible for the operation and maintenance of the pressurized irrigation facility known as the "Guerber Park Pressurized Irrigation Facility"; WHEREAS, the Guerber Park Pressurized Irrigation Facility was constructed on Lot 19, Block 3, Wycliffe Estates Subdivision; WHEREAS, access to the Guerber Park Pressurized Irrigation Facility is provided across Lot 18, Block 3, Wycliffe Estates Subdivision; WHEREAS, the Guerber Park Pressurized Irrigation Facility provides non -potable irrigation water to Guerber Park and the subdivisions of Wycliffe Estates, Cedarfield, and Redstone Ranch; WHEREAS, the irrigation water rights associated with Wycliffe Estates Subdivision, Cedarfield Subdivision, and Redstone Ranch Subdivision remain in the ownership of each subdivision, respectively, and are put to beneficial use in accordance with the terms and conditions of the First Amended Pressurized Irrigation Operation and Maintenance Agreement; WHEREAS, the irrigation water rights associated with Guerber Park remain in the ownership of the City and are put to beneficial use in accordance with the terms and conditions of the First Amended Pressurized Irrigation Operation and Maintenance Agreement; WHEREAS, Idaho Code Section 50-1313 requires the acceptance and confirmation by the City Council of a public dedication; and, Page 1 of 2 K:\COUNCIL\Resolutions\2017\I7-16 Acceptance of Guerber Park Pressurized Irrigation Facility doc WHEREAS, the City desires to create a clear public record of the City of Eagle's acceptance and confirmation of the dedication the Guerber Park Pressurized Irrigation Facility; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EAGLE, Ada County, Idaho, as follows: Section 1: The City Council for the City of Eagle hereby confirms the acceptance of the dedication of the Guerber Park Pressurized Irrigation Facility in accordance with the terms and conditions of the First Amended Pressurized Irrigation Operation and Maintenance Agreement, attached hereto as Exhibit A. The parties are collectively referred to herein as the "Lot Owners." RECITALS A. The City is the owner of certain real property located at 2200 E. Hill Road, City of Eagle, Ada County, Idaho, commonly referred to as Guerber Park. B. Corey Barton Homes, Inc. owns that certain real property located at Southwest Quarter of the Northeast Quarter of Section 10, Township 4 North, Range 1 East, Boise Meridian, City of Eagle, Ada County, Idaho, known as Wycliffe Estates. The property is more particularly shown on Exhibit A attached hereto and incorporated herein by reference. C. Corey Barton Homes, Inc., owns that certain real property located at Southeast Quarter of Section 10, Township 4 North, Range 1 East, Boise Meridian, Ada County, Idaho, known as Cedarfield Subdivision (formerly known as Gateway Subdivision). The property is more particularly shown on Exhibit B attached hereto and incorporated herein by reference. D. Eagle Legacy, LLC, owns that certain real property located at the Southeast Quarter of Section 10, Township 4 North, Range 1 East, Boise Meridian City of Eagle, Ada County, Idaho, known as Redstone Ranch Subdivision. The property is more particularly shown on Exhibit C attached hereto and incorporated herein by reference. The City of Eagle owns that certain real property located at the Southeast Quarter of Section 10, Township 4 North, Range 1 East, Boise Meridian City of Eagle, Ada County, Idaho, known as Guerber Park. The property is more particularly shown on Exhibit I attached hereto and incorporated herein by reference. F. The four properties described herein and owned by the City of Eagle, Corey Barton Homes, Inc., and Eagle Legacy, LLC, shall collectively be referred to as "Lots." The parties desire to participate in a shared pressurized irrigation system, including the irrigation pump station and other appurtenances, which will serve all four Lots ("PI System"). The irrigation demand studies for these Lots are attached hereto as Exhibit D. G. An existing pump station is located on the WyCliffe Lot. Due to the irrigation demands of the Wycliffe, Cedarfield, and Redstone Lots, the pump station will require upgrades to allow for the capacity increase. These upgrades will be the responsibility and at the expense of Wycliffe, Cedarfield, and Redstone Lot Owners. The City will own and operate the pump station as part of the PI system for the benefit of all Lots. H. It is the desire of the parties to declare and set forth the rights and responsibilities of each party, and their successors and assigns, regarding the use, operation, maintenance, repair and/or replacement of the PI System and the sharing of expenses relating to such operation, maintenance, repair and/or replacement. AGREEMENT NOW, THEREFORE, in consideration of the Recitals set forth above, the Parties hereby declare as follows: I. WYCLIFFE. CEDARFIELD. AND REDSTONE OBLIGATIONS: 1. Effect of Declaration. The WyCliffe, Cedarfield, and Redstone Lots shall be held, sold, conveyed, encumbered, hypothecated, leased, used, occupied, and improved subject to the terms, conditions, and restrictions herein set forth, all of which are declared to be in furtherance of a general plan for operating and maintaining the PI System. 2. Standing. It is understood and expected that the WyCliffe, CedarfieId, and Redstone Lots will be subdivided and sold to individual property owners subject to a homeowner's association. The developer of WyCliffe, Cedarfield, and Redstone or their successor homeowners associations will be the only entities authorized to enforce this Agreement. 3. PI System Construction and Transfer Timeline. It is understood that the development of WyCliffe may proceed and continue to use the current pump house/system to serve its pressurized irrigation needs. The concept plan is depicted in Exhibit E of this Agreement. Corey Barton Homes, Inc. is required to provide the Transmission Line and a stub to Guerber Park prior to the City Clerk signing the first final plat for Cedarfield. Corey Barton Homes, Inc. will construct and be responsible for all construction costs of a Transmission Line from the pump station to Guerber Park. The City will own the Transmission Line to Guerber Park and is responsible for connection to the Transmission Line. The upgrade and completion of the PI System shall be in accordance with the City approved Construction PIans for Cedarfield prior to conveyance of the PI System to the City. 4. Maintenance of Pump Station Landscape. It shall be the responsibility of Corey Barton Homes, Inc. to maintain the landscaping located on same property as the pump station. Corey Barton Homes, Inc. shall enter into a maintenance agreement with the City to establish the maintenance provisions prior to approval of the first final plat for Cedarfield. 5. Run with the Land; CCR's. All provisions of this Agreement, including the benefits and burdens and the declaration as to the payment of the costs and expenses for operation, maintenance, repair and/or replacement, shall run with the Lots and shall inure to, benefit and bind the current and future Lot Owners and their heirs, successors and assigns. The Wycliffe, Cedarfield, and Redstone developers agree to incorporate by reference this Operation Agreement in the conditions, covenants, and restrictions that will run with the property. The WyCliffe, Cedarfield, and Redstone homeowner's associations are required to collect the service, operating, and assessment fees required under this Agreement from its members. 6. Notification of Damages to PI System. Lot Owners shall timely notify the City of any damages to or other problem with the PI System of which Lot Owners become aware. II. CITY OBLIGATIONS: 1. Ownership, Operation, and Maintenance of PI System. Upon conveyance of the completed PI System by Corey Barton Homes, Inc. to the City, the City shall be the owner of the PI System. Except as otherwise provided herein, the City shall be responsible for the operation and maintenance of the PI System. The entire PI System shall be fully upgraded and located in easements recorded prior to City acceptance of the PI System. The location, widths and limitations of the easements shall be reviewed and approved by the City prior to recordation. The PI System shall be conveyed to the City prior to the City Clerk signing the first final plat for Cedarfield. WyCliffe will retain ownership of the overflow line. The costs and expenses of such operation and maintenance shall be assessed to the Lot Owners as provided in Paragraph 2 set forth herein under Mutual Obligations. Water Shares and Distribution. The City does not own any of the water shares held by WyCliffe, Cedarfield, and Redstone. The City acts solely as a basis of delivery to the WyCliffe, Cedarfield, and Redstone Lots. Failure to comply with this Agreement could result in cessation of this delivery and it will be the responsibility of the Lot Owner to come into compliance with Agreement or find alternative means to access its water shares. The City agrees to allow the WyCliffe, Cedarfield, and Redstone Lots to connect a Service Line to the City's Transmission Line. There will be only one connection each from the City PI System to the WyCliffe, Cedarfield, and Redstone Lots as depicted in the concept plan, Exhibit E, of this Agreement. The City agrees to deliver irrigation water to the Service Line connecting to the WyCliffe, Cedarfield, and Redstone Lots and will have no additional responsibilities for disbursement or management of the internal irrigation systems for those developments. The internal irrigation system does not include the pump station located in WyCliffe which is part of the City PI System and will be managed and owned by the City. 3. Third -Party Contractor. The City of Eagle may elect to contract some or all of the operations to a third -party contractor on its behalf. 4. Payment of Operation and Maintenance Costs; Administrative Fee; Assessment. The City or its contractor will invoice each Lot Owner on an annual basis for all costs associated with the operation, maintenance, repair and/or replacement of the PI System. Invoices will be mailed by the City to Lot Owners no later than January 31 of each year. Lot Owners shall pay the annual invoice to the City within thirty (30) days of receipt. Lot Owners shall have the right to inspect all records associated with the operation, maintenance, repair and/or replacement of the PI System upon reasonable notice to the City. The City may charge an administrative fee to cover the actual cost to administer this Agreement, which fee shall be shared proportionately as provided in Exhibit F. In the event repairs or replacements to the PI System are necessary to continue the operation of the PI System, and such repairs or replacements exceed the funds available in the PI System budget from prior invoices, the City may assess the Lot Owners in the same allocation of costs to the parties in Exhibit F. Lot Owners shall pay the assessment in full within thirty (30) days of receipt. S. Disconnection. The City retains the power to refuse to deliver irrigation water and to disconnect in the event a Lot Owner has failed and refused to pay any amounts due the City hereunder or in the event Lot Owner has otherwise materially breached any other term or condition of this Agreement; provided, however, that the City shall first have given Lot Owner thirty (30) days advance written notice of its intention to so disconnect. In the event it becomes necessary for the City to shut off water service, a fee as set by City resolution will be charged for reconnection of water service. Water service shall not be restored to the Lot until Lot Owner has paid in full any and all outstanding operation and maintenance fees, legal costs and the reconnection fee owed to the City. The use of the System and the right to receive irrigation water therefrom shall be subject to such ordinances, rules, regulations and policies as may, from time to time, be adopted by the City; and the right to receive water therefrom is, in any event, subject to availability of the water. Specifically, the City, at its sole discretion, and Lot Owners hereby agree, to establish a municipal irrigation system pursuant to Chapter 18, Title 50, Idaho Code. The City may establish a watering schedule or other internal procedures in the event of water delivery shortages. The City shall provide notice to the Lot Owners prior to implementing such policy. III. MUTUAL OBLIGATIONS OF ALL PARTIES: 1. Irrigation Shares. Irrigation water is delivered to the Lots by the Farmers Union Ditch Company, Ltd. and Boise Valley Irrigation Ditch Company ("the Districts") as indicated by the water shares shown in Exhibit H. The Districts bill each Lot Owner directly for water used by such Lot Owner. It is the responsibility of each Lot Owner to allocate its irrigation water shares to the PI System to serve its Lot. The Lot Owners agree to not sell or otherwise relinquish their irrigation shares without replacing it with other shares or adequate water rights to serve their Lot. WyCliffe and Cedarfield shall notify the City in advance prior to any change in their irrigation shares or water rights. 2. Agreement to Share Operation and Maintenance Costs. Except as otherwise provided herein, all costs and expenses for labor and materials incurred for operation and any necessary maintenance, repairs and/or replacement to the PI System, as may be required from time to time, including repair or replacement of any of the main water Transmission Lines, shall be shared proportionately by each Lot Owner. The proportionate shares are provided in Exhibit F. The maintenance, repair and/or replacement of the Service Lines connecting to the main Transmission Line shall be the responsibility of the Lot Owner. 3. First Year Operation Costs. Notwithstanding the agreed upon shared expenses set forth herein, the parties agree to provide their proportion of the projected first year operation costs upfront as calculated in Exhibit G. The costs will be due within thirty (30) days of the City accepting the PI System. 4. Police Powers. Nothing contained herein is intended to Iimit the police powers of the City. This Agreement shall not be construed to modify or waive any law, ordinance, rule, or regulation, unless expressly provided herein. 5. Term. This Agreement shall run indefinitely from the date of execution, unless earlier terminated pursuant to Section 20 of this Agreement. 6. Notices. Any notice required to be sent under the provisions of this Agreement shall be deemed to have been properly sent, and notice thereby given, when mailed, with the proper postage affixed, if to a Lot Owner, to the address of the Lot Owner as provided to the City and, if the City, at the City's principal office. Lot Owners agree to indemnify and hold City or its contractor harmless from any liability, claims or damages arising from or in connection with PI System failure which results in damages to a Lot Owner's Lot, provided that such PI System failure is not due to City's own negligence or willful failure to operate and maintain the PI System. 8. Remedies. The parties hereto, their heirs, successors and assigns shall have all rights and remedies provided at law or in equity to enforce their rights hereunder. In the event of any action or proceeding by or against Operator or any Lot Owner, in any way arising out of this Agreement, or attempting to enforce any right herein granted, the losing party shall pay the prevailing party's reasonable attorney fees and costs. 9. No Restriction on Lot Owners. Notwithstanding the foregoing, no provision of this Agreement shall be construed to prevent or limit Lot Owner's right to complete the development of the Lots and to construct improvements thereon or Lot Owner's right to modify plans for the Lots, all in accordance with any necessary City or County approvals. 10. Section Headings. The titles to the sections of this Agreement are solely for the convenience of the parties and shall not be used to explain, modify, simplify or aid in the interpretation of the provisions of this Agreement. 11. Force Majeure. No party to this Agreement shall be liable to the other for any loss, cost, or damage, other than payment of connection, service or operation and maintenance fees set forth herein, arising out of, or resulting from, any failure to perform in accordance with the terms of this Agreement where such failure shall be beyond the reasonable control of such party which, as employed herein, shall be deemed to mean, but not limited to: acts of God, strikes, lockouts, or other industrial disturbances, wars, explosions, fire, floods, or any other cause not within the reasonable control of either party. Nothing in this Agreement shall independently obligate the City to provide emergency service to Lot Owners or the property associated with water service or any other type of emergency service or City response otherwise provided to residents of the City. 12. Heirs, Successors and Assigns. This Agreement shall be binding upon and inure to the benefit of the heirs, personal representatives, successors and assigns of the parties hereto. 13. Choice of Law. It is agreed that this Agreement shall be governed by, construed, and enforced in accordance with the laws of the State of Idaho. 14. Entire Agreement. This Agreement contains the entire understanding and agreement between the parties relating to the matters contemplated herein and all prior or contemporaneous negotiations, agreements, understandings, representations and statements, oral or written, are merged herein and shall be of no further force or effect. 15. Amendments. However, this provision shall not apply to an increase in the monthly rates and fees charged by the City duly adopted pursuant to resolution of the City. 16. No Waiver. The failure of any party to this Agreement to insist upon the performance of any of the terms and conditions of this Agreement, or the waiver of any breach of any of the terms and conditions of this Agreement, shall not be construed as thereafter waiving any such terms and conditions, but the same shall continue and remain in full force and effect as if no such forbearance or waiver had occurred. 17. Partial Invalidity. The invalidity of any portion of this Agreement will not and shall not be deemed to affect the validity of any other provision. In the event any portion of this Agreement or part thereof shall be determined by any court of competent jurisdiction to be invalid, void, or otherwise unenforceable, the remaining provisions hereunder, or parts thereof, shall remain in full force and effect. 18. No Third Party Beneficiaries. Nothing contained herein shall be deemed or construed to create any third party beneficiaries or third party rights. 19. Authority to Execute. Each of the persons executing this Agreement represents and warrants that he has the lawful authority and authorization from their respective entities to execute this Agreement for and on behalf of the entity executing this Agreement. 20. Termination. Either party may terminate this Agreement by providing at least thirty (30) days written notice to the other party and upon Lot Owners paying all monies owing to the City. The City may elect to terminate and discontinue acting as system operator by providing at least thirty (30) days written notice to Wycliffe, Cedarfield, and Redstone. In this event, the City will provide reasonable cooperation to transfer the operation responsibilities to the new operator. 21. Attorney Fees. If legal action by either party is brought because of breach of this Agreement or to enforce a provision of this Agreement, the prevailing party is entitled to reasonable attorney fees and costs incurred with regard to such action including, without limitation, any appeals. 22. Recording. This Agreement shall be recorded in the records of Ada County, State of Idaho. 23. Counterparts. This Agreement may be executed in counterparts, each of which shall be deemed an original but all of which together shall constitute one and the same instrument. Gravity Supply - No Upgrade Required In standard conditions the gravity irrigation piping from the canal is capable of providing the design flow rate (590.04 gpm) to the pump station. If the water level in the canal drops the pump station will lose flow capacity. The elevations used in calculations are approximations and it is recommended that additional survey work be completed prior to finalizing design. 2. Suction Filter - Replace The suction filter in the screen box will need to be replaced with a Clemens CW 600 or equivalent. A CW 400 will have been installed with the current phase of expansion. This size of filter screen is not capable of a flow rate of 590 gpm. 3. Screen Box - Replace The existing screen box does not have adequate depth for a Clemens CW 600 screen. The floor of the screen box needs to be dropped by 0.70 feet to allow room for proper operation of the screen. 4. Power Supply - Pump Contractor to Verify A power supply evaluation was not included in this analysis. The pump contractor must verify that the power supply to the pump station and its pumps Is adequate for the proposed upgrades, and that the assodated electrical components will still function properly. 5. Pumps - Upgrade To meet City of Eagle Pressure irrigation Standards, each of the two (2) pumps must be able to independently provide the maximum demand flow rate of 590.04 gpm. The pump station currently houses one (1) main pump capable of providing 150 gpm and one jockey pump for pressure equalization. Currently, two (2) pumps capable of 480 gpm each are proposed to serve Wycliffe Estates, Cedarfield and Guerber Park. 6. In -Line Filter - No Upgrade Required The in-line filter will be upgraded for the expansion of Wycliffe Pump Station to serve Wycliffe Estates, Gueber Park and Cedarfield Subdivision. This VAF V-500-4 has a maximum nominal flow rate of 811 gpm, above the required maximum flow rate of 590.04 gpm. 7. Distribution System - No Upgrade Required - Connection Necessary The existing distribution system does not need to be upgraded to serve Redstone Ranch Subdivision. However, Redstone Ranch Subdivision will need to connect Into the existing system. There is no stub from the existing system to the proposed subdivision. For connection to the existing system a connection will be required within Cedarfield Subdivision. Requirements for connection to the system are listed below. -Tee from existing system -Sleeved pressure irrigation crossing of Echohawk Way -Pressure Irrigation Vault -Flow Control Valve w/ Orifice Plate -Flow Meter w/ Totalizer 18 Existing Pump Station Wycliffe Pump Station is an existing pressure irrigation pump station located just West of Idaho State Highway 55 and South of Echohawk Subdivision No. 4. The pump station has been designed to serve Wycliffe Estates Subdivision, Cedarfield Subdivision and the City of Eagle's Guerber Park. Although the pump station has been designed to serve the two subdivisions and Guerber Park, construction of required upgrades has not started as of 7/6/2015. Redstone Ranch Subdivision Demand Redstone Ranch is a proposed subdivision that contains 98 building Tots and 20 common Tots. The attached calculation spreadsheet (Appendix A) shows the approximated irrigable area for each lot in the subdivision. This total irrigable area is used throughout the calculation process to determine the pressure irrigation demand of the subdivision. The irrigable acreage calculation for each common lot was performed independently. The total lot area was taken from the preliminary plat and impermeable areas (concrete, asphalt, structures, pools, clubhouse, etc.)* were subtracted out as they will not be irrigable. Common Lot Irrigable Acreage = Lot Area — Impermeable Areas* The area of each building lot was taken from the Redstone Ranch preliminary plat. There are five (5) different building types that will be used throughout the subdivision (P-1 through P-5). Each building lot will have a building and pathway at a minimum. The amount of pathway will vary by lot, and is often near negligible in any one lot. Building Lot Irrigable Acreage = Lot Area — Area of Building 19 Adding the irrigable acreage of all lots in the subdivision, the total irrigable acreage of Redstone Ranch Subdivision was determined to be 5.055 acres. Using the approximate irrigable acreage and the lawn requirement of 0.4 in/day, the average irrigation demand was calculated. Calculations for determining the minimum flow requirements for Redstone Ranch Subdivision were performed in accordance with City of Eagle Pressure Irrigation Standards. Shown below are the variables used in the average and maximum flow determination calculations. Per City of Eagle Pressure Irrigation Standard IV.F.1, the system must be capable of meeting maximum demand with any pump out of service. The maximum demand flow rate of Redstone Ranch Subdivision must be added to the existing maximum demand flow rate to determine the new maximum demand flow rate, and thus the pump station design flow rate. Qmax = 480 gpm + 110.04 gpm = 590.04 gpm Pump Station Gravity Supply & Discharge Water is diverted on the south side of the Farmer's Union Canal through Headgate #33 to the pump station. The headgate exclusively serves Wycliffe Pump Station and is serviced by a sliding Waterman headgate. The attached calculations (Appendix B) show the ability of the gravity irrigation system to adequately flow the required 590.04 gpm to Wycliffe Pump Station. There is an irrigation box (Farmer's Box) located at the headgate. Irrigation water flows through 12" piping south to a manhole (MH -1) before it flows west 10 feet and enters the screen box. The tables attached in Appendix B show the hydraulic losses through this system. Hazen - Williams Equation was used to calculate the hydraulic losses in the system. The pipe from the Farmers Box to the manhole is set at a slight negative slope. The hydraulic grade line stays above the pipe at all points, so water will still be able to flow through the piping system effectively. As previously stated, Hazen -Williams equation was used to determine the head losses across the system. The friction head loss per foot of pipe was determined for each section of pipe to determine a hydraulic grade line. The results of these calculations are attached in Appendix B. Entrance and exit head losses from the irrigation boxes from the irrigation manholes were also taken into account in calculations. Entrance head loss is calculated using the following equation. Commonly used to size an orifce, this is the equation recommended by Waterman to determine head Toss across a headgate. 22 CdANIFj. Screen Box A 6- ft deep screen box is located on the north side of the existing pump station. irrigation water enters the screen box from the east through 12" PVC pipe. Check boards in the screen box raise the water level and allow for proper intake to the wet well. A screen is set at the inlet to the piping to the wet well. The screen box has a sliding headgate set into the check boards. The outlet of the screen box has a 1-1/2" overflow from the pump station, and an 8" outlet to the west. It is believed that the existing screen box will not be adequate for an expanded pump station. The screen box contains a self-cleaning suction screen, but the size of the screen is not verified. To serve Wycliffe, Gateway and Cedarfield, the screen must be a CW400 or equivalent. With the additional demand of Redstone Ranch Subdivision, the screen must be a CW600 or equivalent. The CW 600 is 24" in diameter with a total length of 32.5". The screen box is 4 ft wide — The screen will be able to fit inside of the box with minimum 1' clearance from the edge of screen to the edge of box. A CW 600 has an 8" flanged connection. A 12" x 8" reducer will be required for connection to the existing inlet to the screen box. With the 24" diameter screen it is believed that adequate clearance to the bottom of the screen box cannot be achieved without modifying the box. A 24" diameter screen installed on the current box would only yield 0.3' of clearance below the screen, less than the required 1.0' of clearance. The only upgrade required for the screen box is to lower the floor by approx. 0.7 vertical feet. Per Eagle Pressure Irrigation Standard IV.D, a Clemons Clearwater Self Cleaning Suction Screen Model CW 200 or equivalent is required. A CW 600 would meet this standard. Wet Well The Wycliffe Pump Station wet well is 48" in diameter. City of Eagle Pressure Irrigation Standard IV.E.1 requires a minimum 72" diameter wet well. 23 Pumps Per City of Eagle Pressure Irrigation Standard IV.F.1, the system must be capable of meeting maximum demand with any pump out of service. The pump station must house two (2) main pumps, each with a minimum capacity of 590.04 gpm. A pump supplier/installer must verify NPSHR and wet well size are adequate for the pumps. Currently, two (2) main pumps are proposed for an upgrade to serve Wycliffe Estates, Cedarfield Subdivision and Guerber Park. Electrical: The pump station contains a 480 volt electrical panel. A Danfoss VLT Aquadrive (set at 60 psi) helps control differential pressure throughout the system to minimize pump cycling. All electrical components are properly housed and accessible. The electrical capacity to the pump station must be verified prior to upgrades. The electrical capacity to the pumps themselves must also be verified. Filtration: With the pump station's expansion to serve Wycliffe Estates, Cedarfield Subdivision and Guerber Park, a VAF V1000-4-300 or equivalent will be installed. A VAF-V1000-300 filter will provide adequate filtration for the increased pump station capacity to 590.04 gpm. This model of filter is capable of providing filtration for a nominal flow rate of 811 gpm. Distribution System Analysis The addition of Redstone Ranch Subdivision would produce additional demand on the pressure irrigation distribution system. There is a 6" manifold with two (2) four Inch diameter outlet pipes. The 4" diameter outlet pipes exit the pump station and join at a 4"x4"x8" tee. The pressurized water flows from the tee directly into a flow meter where the pipe is reduced from 8" to 4" for a total of 86" including the reducing joints. From this flow meter, the pipe network splits to Wycliffe and an 8" transmission line carries the water south to Cedarfield, Guerber Park and Redstone Ranch Subdivisions. A vault has been designed at the takeoff point of each subdivision. Each vault contains a flow meter with a totalizer and a flow control valve with an orifice plate. The diameter of the pressure irrigation main has been reduced through each vault to provide higher flow velocities and more accurate flow control and metering. The increased velocities through the vaults will produce exceedingly high head losses. The orifice plates will restrict flow even further, causing additional losses. These vaults, including pipe size reductions and additional losses through the orifice plates have been modeled in WaterCAD. If Redstone Ranch was to be served pressurized irrigation water from the Wycliffe Pump Station, a vault with the flow meter and flow control valve would be required. This proposed transfer is to occur before the water rights are granted to the individual Homeowner's Associations (HOA's). 49 Determination of Pump Station Demand As previously stated, Wycliffe Pump Station will provide pressure irrigation water to Wycliffe Estates Subdivision, Cedarfield Subdivision and Guerber Park. Guerber Park (City of Eagle) The average and maximum demand flow for Guerber Park were provided to Bailey Engineering, Inc. by the City of Eagle. Qave = 100 gpm Qmax = 145 gpm The City of Eagle has 145.29 gpm of water rights available for irrigation of Guerber Park. This exceeds even the maximum demand flow rate. Wycliffe Estates Subdivision Wycliffe Subdivision contains 42 single family lots, 6 common Tots and a landscape berm- 49 tots total. Attached in Appendix A is a spreadsheet detailing individual lots and their assumed irrigable areas. For single family lots, a 5000 sf non -irrigable area was assumed. For common lots, the 5' meandering pathway across the site was taken into account as a non -irrigable surface. The landscape berm adjacent to Idaho State Highway S5 has been included in calculations as a fully irrigable area. Using the approximate irrigable acreage and the lawn requirement of 0.4 in/day, the average irrigation demand was calculated. Calculations for determining the minimum flow requirements for Wycliffe Pump Station were performed in accordance with City of Eagle Pressure Irrigation Standards. Shown below are the variables used in the average and maximum flow determination calculations. Attached in Appendix A is a spreadsheet detailing individual lots and their assumed irrigable areas. Although vegetation will vary throughout the lots, all irrigable areas receive 0.4 in/day in average demand calculations. Using the approximate irrigable acreage and the lawn requirement of 0.4 in/day, the average irrigation demand was calculated. Cedarfield Subdivision is atypical, as the subdivision contains Targe common areas that will not require 0.4 in/day of irrigation water, even in the peak irrigation months. The steep hillsides on 51 either side of the subdivision will require Tess irrigation water than the single-family homes in the subdivision. Wycliffe Pump Station was originally designed with a maximum demand flow requirement of 480 gpm. The combined maximum flow rates exceed this original demand flow rate. 145 gpm + 138.55 gpm + 231.53 gpm = 515.08 gpm 515.08 gpm — 480 gpm = 35.08 gpm Each subdivision will be equipped with a flow -control valve to insure that no more than the calculated maximum flow rate will be able to enter each individual pressure irrigation system. These flow control valves will not insure that each entity does not exceed their water right. The flow control valves will limit each entity to their 'share' of the pump station's capacity. The flow control valve for Cedarfield Subdivision will be reduced from the calculated Qmax to insure that the pump station will be able to function as designed. 231.53 gpm — 35.08 gpm = Cedarfield Qmax =196.45 gpm The reduction of the maximum flow at Cedarfield will not inhibit water use to the single-family lots in the subdivision. Of the total irrigable acreage, the steep hillsides and HWY 55 landscape berm account for 237,309 sq ft (36.88%). These areas will be planted with red fescue and will not require the full 0.4 in/day of irrigation water. As previously mentioned, water rights are available to provide 0.4 in/day of irrigation water to all irrigable areas.
