Minutes
1. CALL TO ORDER: Meeting called to order at 6:03 p.m. Grubb presiding.
2. ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, MERRILL, GREER.
Absent: LINDGREN, MIHAN. A quorum is present.
ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

4. UNFINISHED BUSINESS:
A. ACTIONITEM.• ZOA-01-22 — Review of Zoning Ordinance Amendment for
Avimor Development, Title 11B, Chapter 3, Design Review — Avimor
Development and Spring Valley Livestock: Avimo Development, represented by
Deb Nelson with Givens Pursley LLP, is requesting the Design Review Board's
review and recommendation to the Planning and Zoning Commission and City
Council on the Zoning Ordinance Amendment for Avimor Development, Title 11 B,
Chapter 3, Design Review, and the Avimor Design. The 18,000-acre site is located
on both the east and west side of Highway 55, approximately 3 miles north of Dry
Creek Road. This item was continued from the September 22, 2022, Design Review
Board meeting. (BAW)
Merrill moves to approve ZOA-01-22 — Review of Zoning Ordinance
Amendment for Avimor Development, Title 11B, Chapter 3, Design Review as
presented. Seconded by Sayer. ALL AYES... MOTION CARRIES.
5. NEW BUSINESS:
A. ACTION ITEM.- DR-61-22 — Office (Medical and Dental) Building within Eagle
Island Crossing — Jen Guerrero: Jeri Guerrero, represented by James Marsh
with CSHQA, is requesting design review approval for a 6,600-square foot office
(medical and dental) building. The 0.736-acre site is generally located northeast of
State Highway 44 and North Fisher Park Way at 74 North Fisher Park Way within
Eagle Island Crossing (Lot 8, Block 2, Arts West Subdivision). (BAW)

Grubb moves approve DR-61-22 — Office (Medical and Dental) Building within
Eagle Island Crossing with the site specific and standard conditions of approval
as written with the following modifications to the site specifics:
Site Specific 910: Provide revised elevations showing the downspouts colors to
match the building to be approved by staff.
Comment: If the applicant would like to degrees the gap between the top of the
window and top of the ridge, the Board would review.
Seconded by Duperault. ALL AYES ... MOTION CARRIES.
B. ACTION ITEM DR-62-22 — Two Building Wall Signs for Eagle Dermatology —
Jen Guerrero: Jeri Guerrero, represented by James Marsh with CSHQA, is
requesting design review approval for two building wall signs for Eagle
Dermatology. The 0.736-acre site is generally located northeast of State Highway
44 and North Fisher Park Way at 74 North Fisher Park Way within Eagle Island

C. ACTION ITEM: DR-63-22 — Beaconwood Sub Landscape — Endurance
Holdings, LLC: Endurance Holdings, LLC, represented by Kim Siegenthaler with
Jensen Belts Associates, is requesting design review approval for the common
area landscaping within Beaconwood Subdivision. The 37.34-acre site is located
on the southeast corner of West Beacon Light Road and North Lanewood Road.

Grubb moves to approve DR-63-22 - Beaconwood Sub Landscape with the site
specific and standard conditions of approval as written with the following
modifications to the site specifics:
Site Specific # 14: Provide a revised landscape plan showing a bench in the park. To
be approved by staff.

Site Specific # 15: Provide revised elevations of the pump house to better incorporate
the architectural theme of the sign and mailbox structures to be approved by staff and
two members of the Design Review Board.
Comment: The applicant considers the fall zone and using a different type of product
instead of the wood bark chips and the applicant consider using a composite fence in
leu of the vinyl fence on the project.
Comment: The Design Review Board has discussed and is in agreement with the plan
as presented this evening to allow the four trees in the center medium and not two
trees on each side of the street.
Seconded by Sayer. ALL AYES ... MOTION CARRIES.
D. ACTION ITEM. DR-64-22 — Beaconwood Sub Signage — Endurance
Holdings, LLC: Endurance Holdings, LLC, represented by Kim Siegenthaler
with Jensen Belts Associates, is requesting design.
