Town Hall Meeting Minutes
April 24, 2017
1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 6:00 p.m.
2. ROLL CALL: KUNZ, BASTIAN, PRESTON, SOELBERG. Bastian is absent. A
quorum is present.
3. PLEDGE OF ALLEGIANCE: Mayor Ridgeway leads the Pledge of Allegiance.
4. FLOODING UPDATE AND DISCUSSION: Update by Police Chief Patrick Calley
on flooding in Eagle and Emergency Plans.
Mayor introduces the issue and provides an overview of the flooding issues.
Chief Calley: Provides a brief statement of how we got here and where we are at.
Displays an Inundation Map and discusses the same. Discusses the Instant Management
Team and their duties and functions. Discusses: what Pit Capture is and how it functions,
where "Eagle Island" is located, the bridges on Eagle Road, and the evacuation plan and
what a person should do to be prepared for an evacuation. Questions and answers. Jamie
Vincent, Eagle Fire, discusses the evacuation process. Discusses the "Code Red". Doug
Hardman, Ada County Emergency Management, discusses what Code Red is and how it
works. Brandon Hobbs, Corp of Engineer, discusses the Sunroc pits and the work that
has been completed on the pits. Also, discusses the river flows. We are relative
confident that the flows will remain what they are at this time. Questions and answers.
Further general questions and answers. Mayor introduces the new Fire Chief, Rusty
Coffelt. Further questions and answers.
5. TOWN HALL MEETING: (7:28 p.m.):
The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting.
The Mayor and City Council welcome your input and look forward to answering any
questions that you may have.

We wish this to be an open discussion inspired by the interests of all of the
people of our wonderful community. Stop by to visit with your elected
officials.
Out of courtesy for all who wish to speak, each speaker should limit their presentation to
three (3) minutes. If time permits, and after all attendees who wish to address the City
Council have done so, the City Council may invite rebuttals or engage in additional
discussions with the attendees.

Each speaker is to be treated with the utmost respect, courtesy and afforded the right to
speak without interruption. The intent of our town hall meeting is to create a friendly
community spirited forum where by the Eagle community may express their views openly
and freely.
May we suggest this is a gathering of neighbors openly speaking with neighbors, and we
hope everyone will feel welcome to participate.

Discussion on cell service in Streamside. This is a safety concern because cell service is
the norm of communication. General discussion.
Discussion on the Chevron property.
6. ADJOURNMENT:
Kunz moves with unanimous consent that we adjourn. Mayor: we are adjourned.
The Council meeting adjourned at 7:40 p.m.
