Minutes
1. CALL TO ORDER: Meeting called to order at 6:04 p.m, Lindgren presiding.
2. ROLL CALL: Present:, SAYER, LINDGREN, MIHAN, GREER. Absent:
DUPERAULT, MERRILL, GRUBB. A quorum is present.
ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of August 25th, 2022. (CSH)
Sayer moves to approve the consent agenda as presented. Seconded by Milian. ALL
AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. ACTIONITEM.• DR-41-22 — Demolish Existing Office (Medical and Dental)
Building and Build a New Multi -tenant Office (Medical/Dental and
Business/Professional) Building within Channel Center Subdivision: DRB
Investments, represented by James Marsh with CSHQA, is requesting design review
approval to demolish an existing office (medical and dental) building and to
construct a new two (2) story, 14,300-square foot office (medical/dental and
business/professional) building. The 1.199-acre site is located at the northwest
terminus of South Rivershore Lane at 467 South Rivershore Lane (Lot 6, Block 1,
Channel Center Subdivision). (BAW) This item was continued from the July 14th
Design Review Board meeting.
James Marsh with CSHQA, 200 W. Broad Street, Boise, provides an overview of the
application.
City Planner, Barb Williams, provides an overview of the application.
Board discussion.
Lindgren moves to approve DR-41-22 - Demolish Existing Office (Medical and
Dental) Building and Build a New Multi -tenant Office (Medical/Dental and
Business/Professional) Building within Channel Center Subdivision as presented
with the standard conditions of approval as written and the site specifics with
the following modifications to the site specifics:

Site specific condition #12: Provide revised elevations illustrating the EFIS to
screen mechanical roof top unit enclosure, to be reviewed by staff and one
member of the Design Review Board.
Site specific condition #13: Additional information regarding lighting that is
recessed and band lighting around the building as presented by the applicant,
including the lighting techniques and the specific specifications of that lighting to
be reviewed by staff and one member of the Board.
Site specific condition 914: Review the bond coursing of the brick to be running
bond or stack bond to be reviewed by staff and two me members of the Board.
Sayer seconds the motion. ALL AYES... MOTION CARRIES.
Lindgren amends his motion, to add site specific condition 915, which will
acknowledge and approve the revised landscape plan that was submitted on
August 10, 2022 that would mitigate all trees that had been removed whether
dead or otherwise.

ACTIONITEM.• DR-42-22 - Master Sign Plan for a Multi -tenant Office
(Medical/Dental and Business/Professional) Building within Channel Center
Subdivision: DRB Investments, represented by James Marsh with CSHQA, is
requesting design review approval for a master sign plan for a multi- tenant office
(medical/dental and business/professional) building. The 1.199-acre site is located at
the northwest terminus of South Rivershore Lane at 467 South Rivershore Lane (Lot
6, Block 1, Channel Center Subdivision). (BAW) This item was continued from the
July 14th Design Review Board meeting.

Office (Medical/Dental and Business/Professional) Building within Channel
Center Subdivision as presented with the standard conditions of approval as
written and the site specifics with the following modifications to the site specifics:
Site specific condition 99: To follow suit with the coursing as it is eventually
determined for the building of the coursing of the brick at the base of the sign
will follow suite with that.
