Minutes - 2022 - City Council - 08/29/2022 - Town Hall EAGLE CITY COUNCIL TOWN HALL MEETING MINUTES August 29,2022 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: GINDLESPERGER,PIKE,BAUN,RUSSELL. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: 4. TOWN HALL MEETING: The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting. Out of courtesy for all who wish to speak, each speaker should limit their presentation to three(3)minutes. If time permits, and after all attendees who wish to address the City Council have done so,the City Council may invite rebuttals or engage in additional discussions with the attendees. Most items are eligible for discussion, however,due to the public hearing regulations associated with land use applications, discussion/testimony of any pending application before the City must be reserved for the date of the officially scheduled public hearing noticed for City Council or the Planning and Zoning Commission. Topics will include: Mayor pierce provides an update on the City Hall expansion and Community Center. He states that there will be a grand opening in a few weeks. The Community Center is available for rent. A. Proposed Shooting Sports Park- Background and Current Status Mayor Pierce provides an update on the proposed Shooting Sports Park and the sound study. Ron Hienman resides on Willene Road, Eagle, Idaho. He suggests stating"proposed shooting range"not"shooting range." Ken Payne, 5313 Willene Lane, Eagle, Idaho. Mr. Payne resides approximately a half of a mile from the proposed shooting park. They love the quietness in the area and can only imagine the sound of guns going off in the distance. He is not opposed to guns but is disappointed that the silence will no longer be there. This is not the place for a shooting range. Michael Fatino, 6730 North Conagher Lane, Eagle, Idaho. He resides right across the street from the proposed shooting range. He states that the Development Agreement does not state there is development for a shooting range it states it is for a sports regional park. He questions what the standard is for the sound study. Discussion on sound acoustics. Council Pike expresses that someone shot across the road where the sound study was being done. It is irresponsible, dangerous and poor taste. Tammy Brownlee, 8856 Silver Spur Lane, Middleton, Idaho. She has spent her last 20 years riding horses in the foothills. She questions why law enforcement didn't go and find the person who was shooting across the street? She also gives Council a petition that includes signatures from recreation users. He applauds the logic behind the proposed shooting range but does not agree on the location. The range is not a compatible location. Mary Hunter, 173 North Sierra View Way, Eagle, Idaho. She is concerned that the residents did not get to provide public input on the trash contract and the proposed shooting range. Council Russell suggests that residents sign up to receive notices and e-letters from the City of Eagle. It is a good way to stay informed. Chris Stokes, 644 Calman, Eagle, Idaho. She is a camp host in Garden Valley. The campsite is right across from a shooting range, and it is very noisy. She asks if there will be hours of operation and restrictions on guns. Council Baun expresses that there will be restrictions, hours of operation and a range manager to manage and monitor the range during business hours. Irene Diley, 5359 North Hondo Lane, Eagle, Idaho. She does not feel represented,and it is unfortunate that she does not get a vote on this project since she is in the County. What is the great need and urgency for the proposed range? Matt Siren, 1050 West Caladel Lane, Eagle, Idaho. His property is right across from the proposed range. He is opposed to the proposed shooting range. Brian McNatt, West Quarter Drive, Eagle, Idaho. He suggests some of the language that has been used such as "will"or is"going to"has identified that a decision has already been made by the Council. Linley Fertell, 390 East Briar Lane, Eagle, Idaho. She did complete the survey but at the time did not know how much of an impact it was going to be on neighbors. Additionally, she does not agree with the Hardin Contract. She is a composter and would like weekly pick up of compost like Republic Services did. Keely Moore, 5551 North Eagle Hills, Eagle, Idaho. She is completely opposed to the shooting range. The shooting range is not a good way of using her tax dollars. Adam Pitale, 6526 Conagher Lane, Eagle, Idaho. He resides 1800 feet from the proposed shooting range. The City does not need this and it will seriously impact their life. He is opposed to the proposed shooting range. He believes there is some reason this is being pushed. Russ Buschert, 235 West Floating Feather Road, Eagle, Idaho. He believes house values will go down and is opposed to the proposed shooting range. There should have been a proper survey done first. He can hear Fire Bird Raceway from his home that is 7 miles away. James Sneddon, 1846 Rush Road, Eagle, Idaho. He also filled out the survey and said he was in favor. After hearing the crowd tonight, he would not have said he was in favor. Wayne Swanson, 985 West State Street, Eagle, Idaho. He suggests doing a moratorium and suggests focusing on getting people through town. Nancy Valano, 704 North Nicholas Lane, Eagle, Idaho. She thinks the current trash provided was doing a good job and didn't think change needed to happen. She wonders if the people are wasting their time when they show up to give their input. Silence does not mean consent. Michael Fatino, 6730 North Conagher Lane, Eagle, Idaho. He states that Gindlesperger was invited to his house, and she didn't come. Gindlesperger states that they are unable to go to the site as an advisement from the City Attorney. B. Proposed Avimor Annexation- Status on Application Process and Water Supply for the City of Eagle Mayor states that Avimor has submitted an application to the City of Eagle and is under review by Staff. A public hearing will be done between October and the end of the year and encourages public comment. The Mayor provides an update on the water situation. Roy Adkins, 2553 North Foudy Avenue, Eagle, Idaho. He asks what is in it for the City for the water. He asked to clarify that because of the agreement it will not alter the City's decision. Barry Betlock, Watersford Drive, Eagle, Idaho. He was convinced that he wouldn't want the range near his house. He believes Avimor is the biggest issue in Eagle and is appalled that the item is on the agenda. Floyd Stewart, 3534 Synergy Lane, Eagle, Idaho. There is a sang that goes, "Common Sense isn't common anymore." It is so obvious listening to this gun issue and the Avimor issue. He is opposed to the Avimor project. James Sneddon, 1846 West Rush Road, Eagle, Idaho. He has red flags on the Avimor project. Lee Loudaman, South Lake Crest Way, Eagle, Idaho. He is opposed to the Avimor project and believes his voice doesn't matter. Dena Oppenheim, 424 Ever After Way, Eagle, Idaho. She is opposed to Avimor and feels not represented. She spent 40 years in market research and can write a survey for the City and work pro bono. Mary Turpentine, 1852 Hereford Drive, Eagle, Idaho. She is concerned about being overcrowded between Spring Valley and Avimor. Jay Combs, 409 Wingfoot, Eagle, Idaho. He gets the feeling that the Eagle residents voice doesn't matter and the Council needs to find out what the people want. Scott Keen, 567 Two Rivers Drive, Eagle, Idaho. He has been listening over the last 3 hours and all he has heard is negativity. He has the faith in the five elected officials and believes they are trying to do what is right. The people in the audience do not want to hear the facts of what can and can't be done. Elizabeth Olsen, 5365 West Rosslare Drive, Eagle, Idaho. "An open mind is like a parachute." It only works if it is open. The City Council has to abide by the law. C.
