PARKS, PATHWAYS AND RECREATION COMMISSION

1. CALL TO ORDER: The meeting was called to order at 5:31 P.M.
2. ROLL CALL: CROCKETT, DECKERS, ELWER, FAUSTINA, HUFFAKER, IVIE, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
Absent: ELWER, STIRRAT
3. APPROVAL OF MINUTES:
A. Minutes of May 19, 2022
Commissioner Deckers moved to approve the minutes of May 19, 2022, as written. Seconded
by Commissioner Ivie. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. REPORTS:
A. Council Member Baun discussed the noise analysis for the proposed shooting range.
Council Member Baun, Mayor Pierce and Steve met yesterday with the equestrian group and discussed
the general concept for the Eagle Foothills.
B. Brian Allen stated that the 2°d week of summer camp is currently taking place.
Currently the department is focused on Eagle Fun Days.
Updating the Park use and the permit process to make it more user friendly for public and staff.
C. Steve Noyes that FEMA repairs are currently taking place on the greenbelt.
Site 41 behind Mace River Ranch, the concrete has been poured.
Chairman Huffaker asked if there was any discussion happening as to budgeting for replacing asphalt with
concrete along the river besides what is being done through FEMA. Steve Noyes stated that areas have
been identified for capital improvement projects and capital maintenance projects that have the potential
to, at the option of council to upgrade to concrete or areas that are less vulnerable to root intrusion or flood
damage.
6. NEW BUSINESS:
A. Council Member Baun discussed the Foothills Trails Standards.
Chairman Huffaker has asked to take a break.
Council Member Baun left the meeting 6:16pm
B. Deborah Nelson with Givens Pursley 601 W Bannock St. Boise presented on Avimor.
B. Steve Noyes presented on Avimor.
Chaimmu Huffaker makes a motion that we recommend to planning and zoning romilkissiuo and to
the city council that the staff recommendation be adopted and as part of that adopting it, that the staff
would look at the classifications of the trails with the applicant to ensure that the trails are properly
named and to match the city's code so that the uses will be consistent, that the trails will be consistent

with the proposed use tolmography and envirnnment. Also, the surface is chosen for the individwil IrAIN
would be consistent with the proposed use that the values of the city has part of its core values regarding
pathways and trails such as connectivity and the public use of pathways and parks be maintained and
then that staff look at additional classifications that would perhaps help this applicant and any other
applicants that are in the foothills have classifications that even more closely mirror what is needed in
the foothills. Seconded by Commissioner Ivie. ALL AYES ... MOTION CARRIES.
