CALL TO ORDER: Meeting called to order at 6:01 p.m.
ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, MERRILL, MIHAN, GREER.
Absent: LINDGREN, DUPERAULT. A quorum is present.
ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless a Design Review Board member, City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion.
Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-07-22 — Vehicle
Storage Buildin Associated with the Wastewater Treatment Facility for Eagle Sewer
District — Eagle Sewer District: Eagle Sewer District, represented by Lowell Alseth with
ZGA Architects and Planners, Chartered, is requesting design review approval for a 4,200-
square foot vehicle storage building associated with the wastewater treatment facility. The
14.46-acre site is generally located on the southeast corner of State Highway 44 and South
Urban Gate Avenue approximately 300-feet south of State Highway 44 at 100 South Urban
Gate Avenue. (ERG)
C. Findings of Fact and Conclusions of Law for the Approval of DR-33-22 — Restaurant
Building in Truman Cove Subdivision No. 4 — MCRF Properties, LLC: MCRF
Properties, LLC, represented by Zach Turner with Rennison Companies, is requesting design
review approval for a 9,431-square foot restaurant building in Truman Cove. The 0.53-acre
site is located on the south side of East Riverside Drive approximately 200-feet east of South
Stellar Cove Avenue at 2121 East Riverside Drive within Truman Cove Subdivision No. 4.

D. Findings of Fact and Conclusions of Law for the Approval of DR-37-22 — Office
(Medical and Dental) Building in Lakemoor Subdivision — Dan Torfin: Dan Torfin,
represented by James Marsh with CSHQA, is requesting design review approval for a
6,650-square foot office (medical and dental) building in Lakemoor Subdivision. The 0.78-
acre site is located on the northwest corner of East Colchester Drive and South Three
Bridges Way at 2489 South Three Bridges Way. (ERG)
Sayer moves to approve the consent agenda as presented. Seconded by Merrill. ALL
AYES... MOTION CARRIES.

NEW BUSINESS:
A. ACTIONITEM: DR-47-22 — Common Area Landscaping within Millstone Farm
Subdivision — Seddie Eagle I, LLC: Seddie Eagle I, LLC, represented by Tamara
Thompson with The Land Group, Inc., is requesting design review approval for the
common area landscaping and amenities, including a pool and pool house for Millstone

Farm Subdivision. The 89.87-acre site is located on the northwest corner of North Palmer
Lane and West Floating Feather Road at 2871 North Palmer Lane. (BAW)

Grubb moves to approve DR-47-22 — Common Area Landscaping within Millstone
Farm Subdivision — Seddie Eagle I, LLC with the standard conditions of approval
and the following modifications to the Site -Specific Conditions:
• Add Site -Specific Condition #16: Provide revised drawings showing a powder
coated chain link fence at the sport court location to be approved by staff and
two members of the Design Review Board
• Site -Specific Condition #17: Provide material board with colors and material
to be approved by staff and two members of the Design Review Board
• Site -Specific Condition #18: Provide revised drawings showing the fall zone
material to be placed within the play areas — to be approved by staff and two
members of the Design Review Board.
• Site -Specific Condition #19: Provide revised building elevations to show that
the architecture is more harmonious with each other..with all three buildings..
to be approved by staff and two members of the Design Review Board.
• Site -Specific Condition #20: Provide updated plan showing all fence locations,
styles, types, materials, columns, and gates to be approved by staff and two
members of the Design Review Board.
• Site -Specific Condition 921: Provide revised site plan of the dog park to show a
watering station and benches, dog "proper use" signage, and waste baskets.
• Site -Specific Condition #22: Provide revised site plans showing locations of
benches to be approved by staff and two members of the Design Review Board.
• Site -Specific Condition #23: Provide blown up detail of the pool to be
approved by staff and two members of the DRB.

Grubb amends motion to include elevations to show post faces to be in scale with other
architecture. Second concurs. ALL AYES ... MOTION CARRIES.
B. ACTIONITEM: DR-48-22 — Multi -tenant Retail/Restaurant Building within Eagle
River Development — Eagle River Development: Tom Bobo with Eagle River
Development, represented by Jesse Walker with CSHQA, is requesting design review
approval for a 2,000-square foot, multi -tenant retail/restaurant building within Eagle River
Development. The 0.45-acre site is located on the east side of North Eagle Road
approximately 118-feet south of East Riverside Drive at 101 East Riverside Drive (Lot 30,
Block 4, Mixed Use Subdivision No. 6). (ERG)

Grubb moves to approve DR-48-22 — Multi -tenant Retail/Restaurant Building within
Eagle River Development — Eagle River Development with the standard conditions of
approval and site -specific conditions with the following modifications to the Site -
Specific Conditions:
• Add Site -Specific Condition #9: Provide revised elevations showing location of
electrical gear and gas meter to be approved by staff and one member of the
Design Review Board, preferably collocated with the electrical gear.
• Site -Specific Condition 910: Provide revised drawings showing the patio
surface as well as materials and colors to be approved by staff and one
member of the Design Review Board.
• Site -Specific Condition #11: Provide documentation that the building will be
built in accordance with Title 10 of Eagle City Code.
• Site -Specific Condition #12: Provide revised landscape plan showing correct
symbols accurately representing the landscaping as proposed in addition, call
outs to mulch and edging, as well as detailed planting schedule around the
trash enclosure showing a 5-foot landscape screen to be approved by staff and
one member of the Design Review Board.
• Site -Specific Condition #13: Provide revised site plan showing the
modifications to the sidewalk, end caps, and trash enclosure to be approved by
staff and one member of the Design Review Board.

C. ACTION ITEM: DR-49-22 — Master Sign Plan for a Multi -tenant Retail/Restaurant
