Minutes - 2022 - City Council - 07/07/2022 - Special EAGLE CITY COUNCIL MEETING MINUTES July 7,2022 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: GINDLESPERGER, PIKE, RUSSELL. Absent: BAUN. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: 4. FY 22/23 BUDGET PRESENTATION: A. ACTION ITEM: Compensation Consideration: The City Treasurer will provide information on recent compensation changes in neighboring municipalities for discussion of possible changes for City of Eagle staff.(KR) Mayor introduces the item. Baun arrives at 3:06 p.m. City Treasurer, Kellie Rekow discusses the current employment market and staffing challenges. Surrounding municipalities have acted regarding staff salaries in an effort to retain current staffing levels. Rekow suggests an increase in staff salaries effective immediately. The current year budget has the capacity to fund the pay increase, and it will also be addressed in the proposed budget for the next fiscal year as well. Discussion. Russell moves to approve action item 4A Compensation Consideration with an effective date of 6/26/22 in a rate of a 6% increase effective as of that date. Seconded by Gindlesperger. GINDLESBERGER AYE...PIKE AYE; BAUN AYE; RUSSELL AYE. MOTION CARRIES. B. Planning and Zoning Department,Bill Vaughan Mayor Pierce introduces the item. Zoning Administrator Bill Vaughan reviews the proposed budget. The budget includes the addition of a code enforcement position and a minor increase for staff training. Discussion. C. Building Department, Steve Nash Mayor Pierce introduces the item. Building Official,Steve Nash reviews projected building'permiirevenue and the proposed building department budget. D. Water Department,Ken Acuff Mayor Pierce introduces the item. Water Superintendent,Ken Acuff reviews the proposed water department budget. E. Eagle Police Department,Chief Wilkie Mayor introduces the item. Discussion regarding services provided and the challenges of providing the expected service with current staffing levels. Discussion. 5. EXECUTIVE SESSION: 74-206 (1) An executive session at which members of the public are excluded may be held, but only for the purposes and only in the manner set forth in this section. The motion to go into executive session shall identify the specific subsections of this section that authorize the executive session.There shall be a roll call vote on the motion and the vote shall be recorded in the minutes. An executive session shall be authorized by a two-thirds (2/3) vote of the governing body. An executive session may be held: (f) To communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. The mere presence of legal counsel at an executive session does not satisfy this requirement; Baun moves to go into executive session pursuant Idaho Code74-206(1)(f) to discuss pending/threatened litigation. Council exits executive session. A. ACTION ITEM: Action regarding pending/threatened litigation.No action. 6. ADJOURNMENT: Baun moves to adjourn. Seconded by Gindlesperger.
