Ordinance - 1981 - 74 - Repeal Dr Overlay Repeal - 08/11/1981ORDINANCE NO. /41V AN ORDINANCE REVOKING THE DESIGN REVIEW OVERLY DISTRICT MAP ATTACHED AS ANNEX "A" TO ORDINANCE NO. 55; REVOKING PARAGRAPH 4, SIGNS OF ANNEX "B" TO ORDINANCE NO. 55; AND REVOKING PARAGRAPH 5, WINDOWS AND GLASS OF ANNEX "B" TO ORDINANCE NO. 55, AND ADDING A NEW MAP OF THE DESIGN REVIEW OVERLY DISTRICT: ADDING A NEW PARAGRAPH 4 TO ANNEX "B": AND ADDING A NEW PARAGRAPH 5 TO ANNEX "B". BE IT ORDAINED BY the mayor and City Council of the City of Eagle, Ada County, Idaho: The Design Review Overlay District Map attached as ANNEX "A" to Ordinance No. 55, is hereby revoked and a new map attached as ANNEX "A" is adopted. Paragraph 4, of ANNEX "B" to Ordinance No. 55 is hereby revoked and a new Paragraph 4 is adopted as follows: 4. SIGNS A. The following criteria applies to Area "A" on the map defining the Design Review Overlay District: (1) Self -lighted signs (neon, flashing, etc.) are not permitted. (2) Flood -lit signs are permitted. (3) The sign may be painted directly on the facade of the building, either directly on the finished material or on a signboard affixed to the building. Ornamentation may be achieved apt the edge of the signboard by its particular shape, and the application of edge holding or individual cut -raise letters may be utilized for relief and contrast. (4) Other acceptable signing methods include projecting double- faced boards, affixed high on a facade of the building, and structurally supported by wires. (5) Free -hanging signboards, attached under covered porches, may also be used. (6) Lettering may be ornamental and/or shaded and painted in contrasting colors on flat surfaces. Individual cut-out letters applied to the sign surface and routed letters are also acceptable. B. The following criteria applies to Area "B" on the map defining the Design Review Overlay District: (1) Individual Business Signs a. Individual letter signs, internally illuminated, shall be allowed when attached to the facade of the building and shall not extend above the parapet. Channel lume letter edges are acceptable. Total perimeter area of such signs shall not exceed 15% of building facia. Internally illuminated single face cabinet signs will be permitted by design review. Cabinets should be framed in dark bronze anodized aluminum. Such signs shall be in harmony with the building architecture and colors. Total area of business wall signs shall not exceed 15% of wall area. b. Illuminated double-faced under canopy signs shall be allowed. Such signs shall not exceed four (4) square feet and shall not extend beyond the canopy. c. Exposed neon signs and exposed bulb signs shall only be permitted by special design review permit. The design, size and color to reflect the personality of the business and not conflict or detract from the center concept. (2) Pylon or Detached Street Signs a. One major shopping center sign shall be permitted. Said sign shall be designed with materials compatible with the building structure of the shopping center to establish architectural and design continuity. Area - Not to exceed 250 sq. ft. Height - 45 ft. maximum Illumination - Internal b. One secondary sign shall be permitted for each street frontage. Said secondary sign shall be designed with materials compatible with the building structure of the shopping center to establish architectural and design continuity. Area - Not to exceed 150 sq. ft. Height - 30'0" maximum Illumination - Internal c. Shopping center directional signs to be permitted by design review permit. d. All pylon and detached signs shall be designed and located so as not to obstruct or interfere with traffic. (3) Signs Not Permitted a. No flashing signs except time and temperature. b. No revolving or moving signs. c. No roof signs or wall signs that extend above parapet wall. d. No window paper or painted signs. e. No portable exterior signs. Paragraph 5 of Annex "B" to Ordinance No. 55 is hereby revoked and a new Paragraph 5 is adopted as follows: 5. WINDOWS, GLASS AND DOORS A. Wood frame windows, or windows trimmed in wood, are encouraged. B. Windows larger than 3 feet wide by 4 feet high shall be divided by mullion bars, which can be applied in such a way as to permit large individual sheets of glass. As an alternative to mullion bars, buildings will have covered canopies and walkways. C.
