Ordinance - 1975 - 22 - Create Parks And Recreation Commission - 11/17/1975ORDINANCE NO ,O AN ORDINANCE CREATING A PARKS AND RECREATION COMMISSION, ITS ORGANIZATION, DUTIES, PERSONNEL, BUDGET; SOLICITATION AND REPORTS. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, THAT: Section 1. There is hereby established a Parks and Recreation Commission. This Commission shall consist of five (5) members, serving without pay. They shall be appointed by the Mayor, with the consent and approval of the City Council. One member thereof may be a member of the City Council. The members thereof may be chosen by the Mayor from the residents of the City at large. The term of office of the Commission members chosen from the residents of the City at large shall be three (3) years, or until their successors are appointed and qualified, except that the members of such Commission first appointed shall be ap- pointed for such terms that the term of one member shall expire annually thereafter. Vacancies in such Commission, occuring otherwise than by expiration of term, shall be filled by the Mayor for the unexpired term. Section 2. Immediately after the appointment of the members of the Commission they shall meet and organize by electing one of their members President and such other officers as may be necessary. The Commission shall have the power to adopt by-laws, rules and regulations for the proper conduct of the Parks and Recreation Commission. Said by- laws, rules and regulations are subject to approval by the Mayor and Council. Section 3. The Parks and Recreation Commission shall advise the Mayor and Council on all matters pertaining to the supervision of public playgrounds, athletic fields, recreation centers, recreation facilities and other recreation activities on any properties owned or controlled by the City, or on other properties with consent of the owners or occupants thereof. It shall review and recommend to the City Council on all matters concerning the conduct of recreation and cultural activities that will employ the leisure time of the people in a constructive and wholesome manner. The Commission shall plan and recommend short and long term improvements, which will provide for the recreation and cultural needs of the people and the Parks and Recreation Commission shall have the authority to make policy decisions reguarding the Parks and Recreation programs. Section 4. Annually the Parks and Recreation Commission shall submit a budget to the Mayor and Council of the City for their approval. The Commission may also solicit or receive any gifts or bequests of money, or other personal property, or any donation, principal or income, for either temporary or permanent use forlaygrounds or other recreational purposes; said property and/or gifts, however, to be and remain the property of the City. Section 5, The Parks and Recreation Commission shall make full and complete quarterly and annual reports to the Mayor and Council of the City, and other reports, from time to time, as requested by the Mayor and/or the Council.
