CREATED: There is hereby created and established
a commission to be known as "Eagle Planning &
Zoning Commission", to consist of (Not less than six (6)
nor more than twelve (12) members to be appointed by the
Mayor and confirmed by the Council, one ti irdo(1/3) bf which
number may be ex -officio members by virtue of public office
or position held in the City of Eagle.
QUALIFICATIONS AND TERMS OF OFFICE: Appointive
members of the Commission shall be resident tax-
payers, provided that one such appointive member may be a non-
resident taxpayer. Any ex -officio member shall hold office
for the duration of his elected tenure. Vacancies occuring
otherwise than through the expiration of terms shall be
filled by the Mayor and confirmed by the Council. Members
may be removed after a hearing before the Council and by
a majority vote of the Council. Members shall be selected
without respect to political affiliation and shall serve
without compensation. Members of said Commission, excepting
the member of the Council, shall hold office for terms of
three (3) years each, and said terms shall be staggered in
such a manner that not more than four (4) members shall
expire in any one (1) year.
RULES -ORGANIZATION AND MEETINGS: The Commission
shall elect its own Chairman and create and fill
such other offices as it may determine it requires for the
proper conduct of the affairs and business of the Commission.
A majority of the appointive members of the Commission
shall be necessary to constitute a quorum at any meetings,
The Commission shall hold one (1) regular meeting each
month for not less than nine (9) months in each year.
All meetings shall be open to the public. Written rules
shall be adopted by the Commission for the transaction of
business, and a written record of meetings, resolutions,
findings, and determinations shall be kept, which shall
be a public record.
POWERS -DUTIES: It shall be the duty of the
Commission to recommend and make suggestions
to the Council for the adoption of coordinated plans
for the physical development of the City for the formation
of zoning districts, to make suggestions concerning the
laying out, widening, extending, and location of streets,
roads, and highways for the relief of traffic; to make
suggestions concerning the future growth, development, and
beautification of the City with respect to its public
buildings, streets, parks, ground and lands. To give
suggestions concerning landscaping and/or location of
buildings, structures, or works to be erected, con-
structed, or altered by individuals, corporations, or
the City. Any and all maps, plats and replats of land
which require approval of the Council shall first be
submitted to the Commission for its suggestion, and
the Commission shall have a time period in compliance with
the Zoning Ordinance applying thereto within Nhich to
examine such maps, plats, or replats before returning
the same to the Council.
Passed by the City Council and approved by
the Mayor of the City of Eagle, Ada County, Idaho, this
