THE MASTER PLAN OF THE CITY OF EAGLE INTRODUCTION T0: ALL CITIZENS OF EAGLE AND VICINITY WHEREAS, the City of Eagle presently enjoys a unique, semi -rural life style, as yet unspoiled by the destruction of natural foliage, exclusion of sunshine, crowding of dwellings, and the noise and danger of heavy traffic and industries; WHEREAS, the City of Eagle enjoys the advantages of clean air, free -running waterways and ample wooded areas, is adequately served with sewage and sanitation facilities that are capable of expansion, and enjoys convenient access to outdoor recreation areas, to trading centers and to employment centers; WHEREAS, the population of this City and of the surrounding countryside is rapidly expanding as families move into this area from less advantageously endowed parts of Ada County, this rapid population growth threatening to reduce those very amenities which attracted families to move here; and THEREFORE, the City Council of Eagle, Idaho, directed by the work of the Planning and Zoning Commission of Eagle and with advice and aid provided by the staff of Ada Council of Governments, do present for your approval the following guidelines for the future growth and development of our City. GOALS AND POLICIES 1. The City of Eagle shall be maintained as a compact residential, distinctly friendly community, with a distinct identity. 2. It shall strive to maintain a low tax rate through protection of the quality of the property tax base and the stabilization of property values. Mutually convenient location of shopping facilities and residential areas for those who do not use motorized vehicles shall be encouraged. 3. The uses of land in Eagle shall be located and designed so as to avoid the undesirable impact of one land use upon another, to protect the integrity of each neighborhood as well as to avoid the unsafe traffic patterns resulting from imcompatible uses. To implement this, all land uses in Eagle shall be prohibited which emit poisonous or obnoxious chemicals, particles, vapors, or other substances into the air, into the surface waters of Dry Creek or of the Boise River or into the surface waters. No land use will be permitted which generates traffic beyond the safe and efficient operating capacity of the streets or highways serving Eagle. The location of activities creating loud and prolonged noises as well as hazardous, unhealthy or otherwise undesirable conditions will not be permitted. -2- 4. No land use shall be permitted in these areas designated by the Army Corps of Engineers as lying within the "Standard Project Flood Plain" of the Boise River or of Dry Creek, according to the most recent flood plain survey, which may result in subjecting human life or property to the risk of damage from floods, or which may result in obstructing the normal flow of flood waters or raising the level of water during a flood. 5. All streets shall be located and built in accordance with the official standards of the Ada County Highway District. Residential areas shall have access from more than one direction. 6. No land use activity which will attract any significant amount of traffic from outside its immediate vicinity shall be permitted without direct access onto a street built to arterial standards. For the purpose of this policy, a shopping center or a planned unit develop- ment shall be considered to be a single activity. 7. Strip commercial development shall be discouraged and group marketing and parking (shopping mall type development) encouraged. Vehicular entrances to any land use from an arterial class street shall be not less than 300 feet apart and adequate off-street traffic lanes shall be provided. Adequate off-street parking shall be required for all land uses. 8. All new buildings intended for human use and habitation within the Service Area of the City of Eagle shall be served by the Eagle Public Sewer System. The expense of all lines or other improvements required to provide service to a new building or subdivision shall be born by the applicant as a condition of granting a building or subdivision permit. 9. The subdivision and development of lands designated as residential or commercial according to the concept of "Planned Unit Development" shall be encouraged, in order to provide for greater flexibility, variety and amenity in the living environment of Eagle. 10. No industrial use or activity shall be permitted within the City of Eagle without adequate showing by the applicant that the operation will constitute no danger to the health, safety or comfort of any resident of Eagle. 11. The expense of technical advice, consultation, or services attendant upon consideration by the City Council of any activity, subdivision, zone change, or other request for permit, shall be borne by the applicant for such permit before final decision by the City Council can be taken. -3- 12. All Ordinances, public decisions and public actions taken by the City Council of Eagle or by any other official agency of the City of Eagle shall conform to these goals and policies and to the Land Use Plan which is located in the City Hall of the City of Eagle. LAND USE PLAN The Land Use Plan which is located in the City Hall of the City of Eagle, and which bears the statement "Official Land Use Plan --City of Eagle" and the signautre of the Chairman of the Eagle Planning and Toning Commission and of the Mayor of Eagle is hereby incorporated by reference and shall serve to guide all zoning actions and all other actions by the Planning and Zoning Commission, by the City Council, or by any other agency of the City of Eagle. CITY OF EAGLE, IDAHO NOTICE OF ZONING HEARING NOTICE IS HEREBY GIVEN, pursu ant to the Ordinances of the City of Eagle, that a hearing will be held at the City Hall in the City of Eagle, at the hour of 7:30 P.M. on Tuesday, July 9th, 1974, for the purpose of presenting a zoning ordinances and master plan for the present boundaries of the City of Eagle as may be seen on the Zoning Map at that time.
