1. CALL TO ORDER: Meeting called to order at 6:13 p.m.
2. ROLL CALL: Present: GUERBER, MCLAUGHLIN, SMITH, MCCAULEY. Absent: Wright. A
quorum is present.
CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS.
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.

RZ-06-22/CU-07-22/PPUD-04-22/PP-10-22 — Rezone, Preliminary Development Plan
Preliminary Plat, and Conditional Use Permit for Shingle Creek Subdivision — Mike
Cook: Mike Cook, represented by Kent Adamson, P.E., with RiverRidge Engineering
Company is requesting a rezone from A-R (Agricultural -Residential) and R-2-DA (Residential
with a development agreement) to R-2-DA-P (Residential with a development agreement —
PUD), conditional use pennit, preliminary development plan, and preliminary plat approvals
for Shingle Creek Subdivision, a 12-lot (9-buildable, 3-common) residential planned unit
development. The 4.41-acre site is located on the north side of State Highway 44
approximately 400-feet west of the intersection of West State Street and State Highway 44 at
2500 West State Street. (MJW)

Commissioner Guerber opens the public hearing.
Dwight Wallace, 91 N. Lost Canyon Place, of Countryside Estates has concerns regarding the
buried pipe that was done to bury the irrigation canal and possible easement issues.
Kent Adamson responds to concerns of resident.
Commissioner Guerber closes the public hearing.

McCauley moves to approve DR-07-22 RZ-06-22/CU-07-22/PPUD-04-22/PP-10-22 Rezone,

Creek Subdivision with an additional site specific condition of approval. Owner shall
comply with the Trails and Pathway Superintendent's recommendation memo, date
July 18, 2022, and any subsequent revisions required by the City Council.

as sewer and water are required for densities
higher than 1 unit per 2 acres. Open space and
parks in this area will be generally limited. Land
uses in this category will tend to appear as
suburban large lot and generally less agrarian than
the Estate Residential and Agricultural/Rural
designations.
