The purpose of the agenda is to assist the Council and interested citizens in the conduct of the public meeting. Careful review
of the agenda is encouraged. Testimony from the public will be solicited for any item or issue listed under the category of
Public Hearings. Any individual who wishes to address the Council on any other subject not on the agenda should plan to
speak when Item 4: Public Comments is identified by the Mayor. The Mayor will not normally allow audience participation at
any other time.

A. Eagle River Pavilion Summer Concert Series: The public is encouraged to provide comment on
the concert series.

5. CONSENT AGENDA:
Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Mayor, a Councilmember, member of
City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the City Council.
Any item on the Consent Agenda which contains written Conditions of Approval from the
City of Eagle City Staff, Planning & Zoning Commission, or Design Review Board shall be
adopted as part of the City Council’s Consent Agenda approval motion unless specifically
stated otherwise.

B. Open Container Permit: Eagle Events Group LLC is requesting an open container
permit to be used on August 28, 2010 from 6:00 p.m. to 10:00 p.m. at BanBury Golf
Course. Approval has been received from Ada County Sheriff’s Office for this event.

C. Open Container Permit: Rick Brian Squires II, is requesting an open container permit
to be used on September 10, 2010 from 1:00 p.m. to 9:00 p.m. at Merrill Park. All
standard conditions shall apply. (SKB)

F. Appointment to the Design Review Board: Acting Mayor Huffaker is requesting
Council confirmation of the appointment of Terry L. Sayer to fill an opening on the
Design Review Board. Ms. Sayer will be serving a three year term. (MH)
G. Beer and Wine license: Blue Door Café is requesting a beer and wine license for on
premises consumption. The license will be utilized at 12 N. Fisher Park Way Eagle,
Idaho. (SKB)
H. Findings of Fact and Conclusions of Law for CU-11-02 MOD - Conditional Use for a
Mobile Home Occupied By a Family Member – Dale R. Chestnut: Dale R. Chesnut is
requesting conditional use approval to allow a mobile home occupied by a family

member to continue to be located upon a lot in which a single-family dwelling already
exists. The site is generally located on the northwest corner of Conover Street and
Syringa Street at 2052 and 2054 Syringa Street. (WEV)
I. Findings of Fact and Conclusions of Law for CU-02-10 – Conditional Use Permit to
Operate a Bar (stand-alone without a restaurant) – Bill McCarrel: Bill McCarrel is
requesting conditional use approval for a Bar (stand-alone without a restaurant). The
0.32-acre site is generally located on the north side of East State Street approximately one
hundred-twenty feet (120’) east of North Eagle Road at 50 East State Street. (WEV)
6. PUBLIC HEARINGS:
A. BUDGET PUBLIC HEARING: Notice is hereby given that the City Council of the City of
Eagle, Idaho, will hold a public hearing for consideration of the proposed budget including
general revenue sharing for the fiscal period October 1, 2010, to September 30, 2011 pursuant to
the provisions of Section 50-1002, Idaho Code. Said hearing to be held at Eagle City Hall, 660 E.
Civic Lane, Eagle, Idaho, at 6:30 p.m. on August 24, 2010. At said hearing, all interested persons
may appear and show cause, if any they have why said proposed budget should not be adopted.
6.A.1 Ordinance No. 646: An Ordinance Entitled The Annual Appropriation Ordinance
For The City Of Eagle, Idaho, For The Fiscal Year 2011 Commencing October 1,
2010, And Ending September 30, 2011. \[This item will only be acted on if the
public hearing for item 8A is closed, and approving action is taken via a motion of
the Council.\]
7. PROCLAMATIONS & RESOLUTIONS
A. Resolution 10-24: A Resolution Of The Eagle City Council To Vacate The Access Easement
Associated With West Hawks View Lane Located On Lot 3, Block 1, Talon Ridge Subdivision
As Shown On The Attachments Hereto; And Providing An Effective Date. (WEV)

A. Park reservation refund request: On behalf of the Treasure Valley Pachyderms, Redgie Bigham
is requesting a refund of park reservation fees for an event held at Guerber Park on July 30, 2010.
