1. CALL TO ORDER: Meeting called to order at 6:01 p.m.
2. ROLL CALL: Present: GRUBB, SAYER, LINDGREN, MERRILL, MIHAN. Absent:
DUPERAULT, GREER, NIIIMOF. A quorum is present.
3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless a Design Review Board member, City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion.
Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.

B. Findinj4s of Fact and Conclusions of Law for the Approval of DR-07-22 — Vehicle
Storage Building Associated with the Wastewater Treatment Facility for Eagle Sewer
District — Eagle Sewer District: Eagle Sewer District, represented by Lowell Alseth with
ZGA Architects and Planners, Chartered, is requesting design review approval for a 4,200-
square foot vehicle storage building associated with the wastewater treatment facility. The
14.46-acre site is generally located on the southeast corner of State Highway 44 and South
Urban Gate Avenue approximately 300-feet south of State Highway 44 at 100 South Urban
Gate Avenue. (ERG)
C. Findings of Fact and Conclusions of Law for the Approval of DR-33-22 — Restaurant
Building in Truman Cove Subdivision No. 4 — MCRF Properties. LLC: MCRF
Properties, LLC, represented by Zach Turner with Rennison Companies, is requesting design
review approval for a 9,431-square foot restaurant building in Truman Cove. The 0.53-acre
site is located on the south side of East Riverside Drive approximately 200-feet east of South
Stellar Cove Avenue at 2121 East Riverside Drive within Truman Cove Subdivision No. 4.

D. Findings of Fact and Conclusions of Law for the Approval of DR-37-22 — Office
(Medical and Dental) Building in Lakemoor Subdivision — Dan Torfin: Dan Torfin,
represented by James Marsh with CSHQA, is requesting design review approval for a
6,650-square foot office (medical and dental) building in Lakemoor Subdivision. The 0.78-
acre site is located on the northwest corner of East Colchester Drive and South Three
Bridges Way at 2489 South Three Bridges Way. (ERG)
Merrill moves to approve the consent agenda as presented. Seconded by Sayer. ALL
AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. ACTION ITEM- DR-03-09 MOD3 —Restored Community Church Building —Restored
Communitv Church: Restored Community Church, represented by Randy Haverfield with
Architecture Northwest, PA, is requesting design review approval for a 26,818-square foot
church building. The 5.51-acre site is located on the south side of West Floating Feather
approximately 1,000-feet east of North Park Lane at 3633 West Floating Feather. (ERG) This
item was continued from the May 26, 2022 Design Review Board Meeting.

Grubb moves to approve DR-03-09 MOD3 — Restored Community Church Building
— Restored Community Church with the standard conditions of approval as written,
with the following modifications to the Site -Specific Conditions as follows:
• Strike Site -Specific Condition No.2 "The ash trees are considered not as healthy
or have issues and we have elected not to mitigate those and the spruce trees
have been mitigated."

fencing... exactly where it is removed and modified ... as well as the styles and
type; to be approved by staff and one member of the Design Review board.

A. ACTIONITEM.• DR-43-21 MOD — 82 Townhome Buildings [164-Units] within
Arvory Crest Subdivision — Lennar Homes: Lennar Homes, represented by Ken
Firmage with FS One, LLC, is requesting design review approval for 82 townhome
buildings [164-units] within Arvory Crest Subdivision. The 80.2-acre site is located on the
southeast corner of West Floating Feather Road and State Highway 16 at 1252 North
Highway 16. (ERG)

overview of the application.

Grubb moves approve DR-43-21 MOD — 82 Townhome Buildings [164-Units] within
Arvory Crest Subdivision — Lennar Homes with the modifications and Site -Specific
Conditions as written with the following modifications:
• Remove Site Specific Condition #3
• Add Site Specific Condition #12: Provide revised building layouts that address
the end units that have large blank areas specifically duets 1A and 1B or
position the duets to provide architectural interest on the end caps or that face
common area or open spaces to be approved by staff and two members of the
DR Board.
• Site Specific Condition #13: provide revised fencing plan that shows specific
layouts of fencing styles, types and locations taking note that some of the
entrances are behind fencing to be approved by staff and two members of the
Design Review Board.
• Site Specific Condition #14: provide revised elevation of the shed roof taking
consideration of the windows behind it to be approved by staff and two
members of the DRB.

• Site Specific Condition #15 provide revised elevations of the duets that have
shutters that go to the end walls and cover the siding and trim to be approved
by staff and two members of the Design Review Board, Site Specific Condition
#15: recommended duet 3 have more architectural interest on the back area.
• Site Specific Condition #16: provide revised plan for duet 3 possibly lowering
the gable roof and adding a window.
• Site Specific Condition #17: provide revised layout showing the cohesiveness
between the preapproved buildings and structures and the new duets to show
some harmony in the design and construction to be approved by staff and two
three members of the Design Review Board.

Hospitality: AMS Hospitality, represented by Johnny Hilfiker, is requesting design review
approval for a four (4) story, 98,050-square foot 131-room hotel building. The 4.35-acre site is
located on the southwest corner of North Palmetto Avenue and East Plaza Drive within the
Molinari Development. (BAW)
Walter Lindgren, 247 North Eagle Road, the applicant's representative. Lindgren provides an
overview of the application.
Jeff Degen, 1402 3rd Avenue, Seattle, Washington; the applicant's architect. Degen provides
an overview of the application.
Jim Mihan, 2002 South Vista Avenue, Boise, Idaho, the applicant's landscape architect.
Mihan provides an overview of the site's landscaping.
Jeff Degen and Walt Lindgren provide comments on the application and respond to questions

Grubb moves to approve DR-34-22 — Hotel Building for Marriott Residence Inn —
AMS Hospitality with the standard conditions as written and the site specific conditions
as written with the following modifications to the Site Specific Conditions:
• Site Specific Condition #2: at end of the first sentence add "or solid structures"
in the next sentence, at the tenth word "add approved by two Design Review
Board members"
• Add Site Specific Condition #13: provide revised elevations of the fresh air
intake for the HVAC units, outlining the materials and colors to be approved by
staff and one two members of the Design Review Board.

Alliance Jiu Jitsu. The 0.165-acre site is located on the southwest corner of South Wooddale
Avenue and East Hill Road at 195 South Wooddale Avenue (Lot 11, Block 22, of Great Sky
Estates Subdivision). (BAW)

and Jerron Porchia are requesting design review approval for a modification to the approved
Stadium View Center common area landscaping to allow the landscaping to be phased with
the construction of the buildings [two commercial and three residential]. The 2.56-acre site is
located on the west side of North Horseshoe Bend Road approximately 1,030-square feet north
of East Hill Road at 10201 North Horseshoe Bend Road. (ERG)
