PARKS, PATHWAYS AND RECREATION COMMISSION

1. CALL TO ORDER: The meeting was called to order at 5:32 P.M.
2. ROLL CALL: CROCKETT, DECKERS, ELWER, FAUSTINA, HUFFAKER, IVIE, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
Absent: Council Member Baun
3. APPROVAL OF MINUTES:
A. Minutes of April 21, 2022
Commissioner Deckers moved to approve the minutes of April 21, 2022, as written. Seconded
by Vice Chairman Stirrat. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. MAYOR / COUNCIL REPORT:
None
6. PARKS AND RECREATION REPORT:
Christina Garcia presented for Brian Allen on classes and events.
7. PUBLIC WORKS REPORT:
New Business A. Eric Zigenfuss presented on Orval Krasen Park.
Vice Chairman Stirrat makes a motion that we agree with the staff recommendolions of Lucky Dog
Recreation option 2, knowing that it includes the swings that are depicted in option 3 and knowing
that it includes the motorcycle type play structure in option I because Lucky Dog includes the swings
which we really like. However, that being said, we would like staff to reconsider the main play
structure, the slide structure more substantial structure that could accommodate older children as
well. Seconded by Commissioner Elwer. ALL AYES ... MOTION CARRIES.
Eric Ziegenfuss stated that the Public Works Department is extremely busy with landscaping.
Splash Pads will be turned on by Memorial weekend_
There has been an increase in vandalism and graffiti in the parks.
SWIMBA donated $70,000 for new features at the Bike Park.
City Hall expansion should be completed soon.
Waiting on bids for Pamela Baker Park.
There has been an outbreak of Avian Flu.
Gender reveal parties at the parks have become an issue due to all the confetti and cleanup.

8. TRAIL SUPERINTENDENT REPORT:
Steve Noyes shared the total public trail system is 45 miles with the City of Eagle maintaining 25 miles. There
is 21.54 miles of trails that are currently under development.
Steve had the opportunity to attend the Meridian Parks Commission meeting last week that was done on bikes.
Canal Company Master Agreements with t down and 2 to go. The 2°d one, New Dry Creek Ditch Co. has
been recorded.
9. NEW BUSINESS:
B. Steve Noyes presented on Carp Ranch Subdivision,
B. Michelle Brian — 3423 W. Barefoot St. Eagle, shared a concern regarding trees that might be removed.
B. Kevin McCarthy — KM Engineering discussed Carp Ranch Subdivision.
Commissioner Deckers makes a recommendation that we approve the pathway for Carp Ranch
Subdivision as presented by staff recommendation with the one change that on figure 1 we remove the
"A" from the orange pathway on the west side of the subdivision under discussion point LA.5 indicate
that pathway "F" the developer shall provide a loft wide concrete pathway built to city standard for
regional pathways and under 2.A.1 add pathway "F".
Chairman Huffaker stated for clarification purposes, your recommendation would include that the
surface could actually change if drainage district 2 basically isn't going to allow concrete that they want
natural surface.
Commissioner Deckers stated that the staff recommendation asked for the alternative to be present,
and I am good to leave that as staff has recommended.
Chairman Huffaker asked, do you feel ok also about including this recommendation that whatever
pathway is constructed that has made trees along the canal be preserved as possible, is that something
we can include. Do you think it's within our purview to recommend.
Steve Noyes stated, that is subject to approval by DD2. They have the right to alter that within that
easement as needed to do their job.
Chairman Huffaker asked, but we could make that recommendation_
Steve Noyes stated, certainly could.
Commissioner Deckers stated, I would add that to my recommendation to consider preserving trees
along pathway "A" where possible. Seconded by Vice Chairman Stirrat. ALL AYES ... MOTION
CARRIES.
